About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a construction project by the USDA Forest Service. The amendment (A00001) provides responses to 18 Request for Information (RFI) items for the 23N60 3.2 ERFO MSE Wall project at Plumas National Forest. Key technical details include clarifications about roadway excavation, underdrain systems, geomembrane placement, wall dimensions, and material usage. Specifically, the responses address topics such as material reuse, wall lift dimensions (ranging from 88' to 184'), Marble Creek Bridge weight restrictions (88,000 lbs), and specifications for geotextile fabric and road width. The amendment emphasizes that contractors must use the revised documents and requirements to ensure proposal responsiveness.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)

A. Below are the Request For Information (RFI) responses which are hereby incorporated into any subsequent contract award.

Failure to use the revised documents and requirements revised within will result in your proposal being non-responsive.

1. Could you please share the site visit sign in sheet?

Response: The pre-bid site visit sign-in sheet for this construction project will not be publicly posted.

2. Regarding the Schedule Of Items - 20401 Roadway Excavation and Embankment (CY 1050). If the onsite embankment does not meet the following standard, will the contractor need to off haul the unsuitable material and import approved materials?

Response: No.

3. What is the difference between these two pay items listed in the Schedule Of Items: 60501 Underdrain System and 60502 Underdrain System - Geo Composite?

Response: 60501 is the underdrain system excluding the pipe while 60502 is the drain and cmp piping.

4. Project Specifications Section 157.04 require submitting a written plan along with all necessary permits for erosion control.

What permits if any will be necessary for this project in terms of erosion control?

Response: No permit for erosion control will be required, but the written plan will need to explain how the contractor intends to minimized the amount of material that enters the stream below.

5. Sheet D2 shows a typical section for the MSE walls, but lacks dimensions. How wide is the MSE wall transverse to the line of travel at each tier?

Response: 1st Lift = 88’ - 2nd Lift = 104’ - 3rd Lift = 120’ - 4th Lift = 136’ - 5th Lift = 152’ - 6th Lift = 168’ - 7th Lift Cap = 184’

6. Can you please provide typical sections (at least end and midway sections) with dimensions so that we can determine cut and fill quantities?

Response: See response above.

7. What are the weight restrictions on the Marble Creek Bridge?

Response: 88,000 lbs.

8. Section 301.3 of the Project Specifications says “Develop and use Government furnished sources according to Section 105” Where is the Government furnished source? What level of processing will be required to meet specifications? Is it anticipated that a binder will be required to meet specifications?

Response: The utilization of this specification is contingent upon the evaluation of the material excavated from the site. Should it become necessary to import material, it will be sourced from a nearby location, requiring no processing or binder.

9. Where is the disposal site for unsuitable materials located?

Response: 39.743865, -121.282490

10. Is it the intention to use the existing excavated material as fill for the MSE wall?

Response: Yes, that is the intent.

11. Item 60501 Underdrain System, states that it includes Geocomposite sheet. Can you please explain what is included in Item 60502, Geocomposite Underdrain System?

Response: That would be the drainpipe itself.

12. Under what Item is the Geomembrane to be included?

Response: It is included with 60501.

B. All other terms and conditions remain unchanged.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)

13. The Schedule of Items in the plans shows Item 25102, Riprap Class1 with 1 ton of material. The Schedule of Items in the Bid Package shows Item 25102, Riprap Class1 with 10 tons of material. Can you confirm which Item is correct?

Response: 10 Tons

14. In the plans on sheet D-2, there is a typical wall and road section with no dimensions. Is there a road width that we are trying to achieve? Are there any dimensions from edge of road or center line of road to the face of wall?

Response: Prior the slide the travel way over that section was 15’ with a 18” – 24” shoulder. 15’ wide travel way.

15. Drawing Sheet D-3 shows that Geomembrane is to extend half-way across rockfill. Please clarify the linear footage this membrane is to extend across the road. No scale was provided on sheet D-1or D-2 to indicate the width of the road.

Response: The Rock Fill shows 18” MAX width at the top, so halfway would be 9”.

16. Drawing Sheet D-1 shows the plan view of the 6 tiers for the gabion baskets, and the schedule of items quantity comes out to 2,304 SF for the MSE Wall. Please clarify on how the quantity of SF was accounted for.

Response: 7 total lifts including the cap mat.

1st Lift, 2nd Lift, 3rd Lift, 4th Lift, 5th Lift, 6th Lift, 7th Lift Cap

17. Drawing D-3 shows that Geo-textile fabric starts from the edge of rockfill and extends across the gabion basket 18” then down the basket 2’ and then 28” minimum to the road. Please clarify that this fabric does not need to be across the road section further than 28”.

Response: Drawing D-3 shows Welded Wire Mats and not Gabion Baskets and the Geo-Tex needs to extend 28” minimum into the road section.

18. Drawing Sheet D-3 shows the gabion baskets being manufactured in a tapered shape of 18” down to 12”. After communicating with gabion basket manufacturers, they cannot make this tapered basket. Please advise if this can be a rectangular basket or how to proceed.

Response: Drawing D-3 shows Welded Wire Mats and not Gabion Baskets

B. All other terms and conditions remain unchanged.
