About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to replace an electrical sub-panel at the Pacific Southwest Research Station (PSW) in Placerville, California. The project involves replacing a 120/208V 3-phase sub-panel that feeds two large refrigeration units due to potential safety concerns with the current electrical system. The objective is to create a proper, safe, and efficiently working electrical system.
The SOW provides details on the project background, location, estimated start date/period of performance, technical requirements, government furnished items, deliverables, and contractor requirements. Key tasks include installing a new 120/208V 3-phase 42 breaker panel, rewiring loads, and verifying electrical system balance. Deliverables include a project plan, bi-weekly status reports, and before/after power consumption reports. Contractor requirements include using a licensed electrician and coordinating site access during normal business hours. The related federal contract opportunity, Solicitation Number 127EAW24R0055, is a small business set-aside with an estimated project value between $25,000 and $100,000.

Project PSW Placerville Sub-Panel Replacement
General Information
1.0 Scope of Work
The project involves replacing an electrical sub-panel which two large refrigeration units are connected to at the Pacific Southwest Research Station (PSW) building. Due to potential safety concerns with the electrical systems being fed from the current sub-panel, a replacement 120/208V 3-phase panel must be installed to correct the issue. The goal of this project is to create a proper, safe, and efficiently working electrical system for the facility and the staff. The objective of this goal is to balance the three-phase electrical system that is supplying power to the building. There is no trench for this project, this is just electrical work. A site visit is highly recommended.
2.0 Background
The PSW site in Placerville, also known as the Institute of Forest Genetics (IFG), has building with an unbalanced electrical system which can cause a potential safety issue. The panel located in the Mirov Lab Building was likely installed for a different set-up at one point and as the mission/facility grew, it was never updated. This panel must be changed due to potential safety concerns, and the equipment it feeds is essential to the research that is conducted at this facility. The project calls for the proper three phase 120/208V panel to be installed in accordance with the current National Electrical Code (NEC). This work will not only address deficiencies but allow for future electrical projects that may be needed.
