ANGELES NATIONAL FOREST

RFI #1 – We are certified as a small business enterprise with the state of California. Do we need the certification from the federal government as a small business as well in order to bid on this project or will the California small business certification will suffice?

o Answer: In order to submit a proposal, you must get a Unique Entity Identifier (UEI) and register with SAM.gov. To be eligible for government contracts reserved for small businesses, your business must meet size requirements set by U.S. Small Business Administration (SBA). To determine if your business qualifies as "small" for government contracting purposes, use SBA’s Size Standards Tool.

Being registered as a small business with the state of California is different than being registered in SAM and qualify as a small business as determined by the SBA.

RFI #2 – Where is the closest water source? Flow and pressures?

Fire Station Estimated Pressure at Station (psi)

Capacity (gallons) Distance from Project Site (miles)

Clear Creek 44 (3738 ft - 3637 ft) 415,000 21.2 Mill Creek 46 (5110 ft - 5003 ft) 75,000 6.8 Monte Cristo 62 (3519 ft - 3375 ft) 30,000 12.9

o Answer: After reviewing the drawings in Civil 3D the total value of the asphalt removal (hatched) is 99,137 SQ FT. We will be removing the ‘removal of asphalt’ in regards to the access road leading to the shed in the NW area of the project. This will result in a new total of approximately 90,000 SQ FT. Revisions will be made to the drawings and scope of work to reflect this quantity.

RFI #4 – Minor grading is mentioned by not defined. Can you please define/quantify the extents of grading?

o Answer: Minor grading to match existing site contouring.

o Answer: Yes. Clause 52.236-2 - Differing Site Conditions (APR 1984) is included in the solicitation.

RFI# 17: During the site visit on 6/5/2024 it was stated by the forest service representative that portions of the asphalt road is staying. The square footage shown on the plans and specifications are not correct.

What is the revised square footage of asphalt and concrete areas to be removed?

o Answer: Yes, the road (3N17) leading to the helipad will remain and the areas hatched in the drawings will be removed. State in schedule of items that the asphalt to be removed is hatched in the drawings.

RFI# 18: During the site visit on 6/5/2024 it was stated by the forest service that portions of the asphalt parking lot have large dirt piles on them. It is “assumed” the asphalt parking lot is under these piles of soil and would require them to be moved to access the asphalt. Is the soil to remain onsite and be placed or piled somewhere specifically?

o Answer: The existing soil/dirt on top of the asphalt will remain on site.

RFI# 19: Trees and Brush are throughout the project site and in proximity of materials to be demolished/removed. Are there tree protection requirements? If trees or brush are in the way of demolition, are they to be removed and left onsite, or is there a requirement to haul off green waste?

o Answer: No, this project will not require fire department inspection or permitting.

RFI# 29: Is there Petromat under the asphalt?

o Answer: Unfortunately, we are unable to definitively confirm the existence of petromat at this time. While inspecting a removed asphalt sample, visually identifying petromat can be challenging. The black fabric layer used in petromat can be easily mistaken for other materials present in the asphalt structure.

RFI# 30: To what depth will building foundation / footings demolition occur?

o Answer: The primary goal is to ensure no remaining foundation/footing poses a safety hazard (tripping, falling) to future visitors or wildlife. Aim to demolish enough to eliminate these dangers (approximately 12 inches) but leave a reasonable depth for natural plant growth. and stability in the surrounding area. Follow local regulations.

RFI# 31: Will demolition of CMU walls include the footings? To what depth?

o Answer: Yes, include the footings. Demolish enough to eliminate tripping hazards (approximately 12 inches) but leave a reasonable depth for natural plant growth. Leave buried portions if they are stable, won't hinder natural restoration efforts, and if needed for stability in the surrounding area. Follow local regulations.

RFI# 32: Is debris removal, as mentioned in the project specifications, assumed to be general construction (clean) trash?

o Answer: Yes, most of the debris removal is considered to be general construction waste.

Only waste that the forest is considering hazardous until a hazardous material test is conducted for each of the following sites: asphalt shingles for asbestos material and the soil underneath aboveground storage tank.

RFI# 38: What is the area impacted with PCB and PCB spills?

o Answer: Approximately 20 SF for soil underneath asphalt shingles and 30 SF for Aboveground Storage Tank.

RFI# 39: How many cubic yards of PCB-impacted material are there?

o Answer: With an assume impacted area of 20 SF for asphalt shingles and 30 SF for

Aboveground Storage Tank at an approximate depth of 6 inches, a total value of 1 cubic yard of impacted soil. [Calculation: (50*0.5)/27) = 0.925925 cubic yards]

RFI# 40: Is testing and reporting available for PCB-impacted materials?

o Answer: No testing has been done for PCB impacted materials.

RFI# 41: Lower Shed areas do not have safe and clear access. Will the FS be cutting/clearing road prior to demolition work being performed?

o Answer: No, the access road should not be disturbed as it was one of the SCE restoration sites. However, the access road can be used for foot traffic in combination with hand tools/wheel barrels.

RFI# 42: If the owner does not provide clear access are the bidders to include providing own access to safely work in this area? The resulting brush / dirt from cutting new access road will remain onsite or will be required to be hauled off-site?

o Answer: Contractor will not be allowed to clear access within brush area. Old access road to the storage shed is a Southern California Edison restoration site.

RFI# 43: The dirt road to the access site has an area marked off with cones where the land under the road has crumbled. Will this pose any safety concerns or risks for getting equipment and trucks to and from the project site? Are there any weight limitations or size limitations of trucks and equipment to be aware of?

o Answer: No weight limitations for this road.

RFI# 44: Clause 452.237-74 Key Personnel mentions four key personnel for onsite work. Can one individual be in charge of these positions, or do you require one individual per position?
