About this file

This document contains responses to requests for information (RFIs) related to solicitation 127EAW22R0005 for the replacement of toilets at the Blue Jay Campground. The Forest Service responded to seven RFIs providing clarification around vehicle size restrictions at the campground, how existing restrooms were transported to the site, allowing contractors to stay at the campground during construction but not waiving fees, confirming an ADA ramp is outside the scope of work and walkway requirements are specified in section 32 30 00, clarifying the notice to proceed will be issued for on-site work after design and procurement are complete, and stating past performance must be from the prime contractor. Accessible parking is also outside the scope of work for this project.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW22R0005 - Blue Jay Campground Toilets

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – Are there any vehicle size restrictions to the campground?

USFS Response – Yes. The road may be narrow in some areas. The gates will limit the size of vehicles and there may be overhead trees limiting vehicle size. Contractor is responsible for verifying vehicle clearance at the site and plan accordingly.

RFI #2 – How were the existing CXT restrooms transported to the campground?

USFS Response – Existing CXT restrooms were transferred from a semi trailer to a short trailer before entering campground.

RFI #3 – Are contractors able to stay at the campgrounds during the construction phase?

USFS Response – Contractor may stay at campground, but fees will not be waived.

RFI #4 – The base bid toilet replacement scope will involve significant work to design build an

ADA ramp to the location of the new toilet. The performance period may need to increase. Can we ask for a 75-day performance period?

USFS Response – An ADA ramp is outside scope. Only walkways are required. See specification

32 30 00 Site Improvements section 2.1n for new concrete walkway layout requirements.

RFI #5 – Does the performance period start upon design and submittal approval; in addition, new toilet receipt?

USFS Response – See Statement of Work C-1 paragraph 6. NTP will be issued for “boots on the ground on-site work” and not before design and procurement is completed.

RFI #6 – May we use the past performance of our subcontractor and CXT supplier?

USFS Response – No, past performance shall be from the prime contractor submitting the proposal.

RFI #7 – Please confirm that accessible parking stalls must be installed at each site, and that they must be constructed of concrete or asphalt.

FOR OFFICIAL USE ONLY

USFS Response –Accessible parking stalls are outside the scope and are not required for this project. Please read the SOW and specifications.
