About this file
This document contains official responses to requests for information regarding solicitation 127EAW22R0005 for the Blue Jay Campground Toilets project. The solicitation is for construction services between $250,000-$500,000 and has a total small business set aside. The selected contractor will demolish and remove three existing vault toilets and construct three new restroom buildings with associated concrete walkways and site improvements at the Blue Jay Campground within the Cleveland National Forest. The responses provide clarification that no state or local permits are required, state taxes apply to materials, an on-site superintendent is mandatory, lead testing and abatement is the contractor's responsibility, existing utilities must be protected, and the erosion control plan is sufficient. The performance period may be increased from 48 days and design/construction may be separated. The contract will be awarded with optional items at time of award or within 30 days of notice to proceed.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES
127EAW22R0005 - Blue Jay Campground Toilets
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov
Telephone requests for information will not be accepted or returned.
RFI #1 – Please confirm that this project will take place on federal property, that state/county/city plan review and building permits are not required.
USFS Response – Blue Jay Campground is on Federal land. No plan review or building permit is required by State, County or City.
RFI #2 – From the building manufacturer, are state taxes applicable for the procurement of the restroom units?
USFS Response – State taxes are applicable to contractors are they are not Government Agents.
See “FAR 29.303 - Application of State and local taxes to Government contractors and subcontractors” for further information.
RFI #3 – The RFP requires a site superintendent, site safety officer and a site QC. Can one qualified individual cover all the roles or is a separate individual required for each role?
USFS Response – A site superintendent is required to be on site at all times any work takes place on site by Contractor and to coordinate all site work and activities per FAR 52.236-6 and
Statement of Work and specification 01 31 00 Prject Management and Coordination.
Can you provide specifics as to where the RFP states site safety officer and site QC is required?
RFI #4 – The RFP notes that lead paint may be present in the existing structures. Is there a hazardous survey available to identify these items for bidding or should abatement be handled as a change order once a lead survey is performed?
USFS Response – No surveys have been completed by Forest Service. See specification 02 41 00
Demolition section 3.11C. All testing and abatement is Contractors responsibility as part of this project.
RFI #5 – There are existing water spickets outside of the building footprint at T03 and T06, should these remain and are there any requirements to bring this water supply up to the new restroom?
USFS Response – All existing waterlines and spigots/hose bibbs shall remain. No additional lines or relocation are in the scope.
RFI #6 – There is a water spigot outside the building footprint and up against the existing T02 building, are these active lines and should they be protected in place for use with the new restroom?
USFS Response – All existing waterlines, spigots/hose bibbs and utilities are active and shall be protected from damage. Contractor is responsible for any damage to existing waterlines, spigots/hose bibbs, and utilities. See specification 31 20 00 Earth Moving section 1.4c and specification 02 41 00 Demolition section 3.09.
RFI #7 – Site T02 & T06 are accessible via existing stairs. The RFP states access shall be
ADAABA compliant. Are the stairs and retaining wall outside of the scope or should design include modifying the existing retaining walls and stairs for ADAABA compliance?
USFS Response – Existing stairs and retaining walls are outside of the scope and are to remain in place as is. Existing walkways are to be removed. New building and walkway are to be
ADAABA compliant. See specification 32 30 00 Site Improvements section 2.1n for concrete walkway layout requirements.
RFI #8 – The RFP states a SWPPP and a NPDES Permit is required. A SWPPP is typically not required when less then an acre of land is disturbed. Please confirm if a SWPPP, permit and a
SWPPP QC to monitor the plan throughout construction is required or if an erosion control plan noting BMP’s will suffice.
USFS Response – See SOW C7-3 and specification 01 57 24 Storm Water Pollution Control. An erosion control plan will suffice and contractor shall follow all other applicable requirements of
SWRCB.
RFI #9 – Are temporary restrooms required during construction activities?
USFS Response – Campground will be closed to the public during construction. One toilet building which is not identified to be demolished will be left open for Contractors use. No temporary Contractor furnished restrooms are required.
RFI #10 – We are working with our subcontractors, and they are letting us know that a 48-day performance period may not be realistic to include all design, procurement, and on-site construction. Will there be any consideration of increasing the performance period and/or separating out a NTP for design/procurement and another NTP for onsite construction?
USFS Response – See Statement of Work C-1 paragraph 6. NTP will be issued for “boots on the ground on-site work” and not before design and procurement.
RFI #11 – When designing the layout of the new concrete walkways are we to assume the layout of the new walkways will match the current layout of the existing ones?
USFS Response – No. Existing walkways are to be removed. Existing stairs and retaining walls are to remain in place as is. See specification 32 30 00 Site Improvements section 2.1n for new concrete walkway layout requirement.
RFI #12 – The project bid details call out hazardous contaminated soil for disposal as part of
Option 2. There are two types of Hazardous disposal. (RCRA and non-RCRA hazardous) please clarify or tell us which to assume for disposal costs?
USFS Response – All hazardous materials shal be classified and disposed of in accordance with local, state, county, city and federal laws.
RFI #13 – Please provide the original design data that was available prior to advertising the project, include the preliminary survey information, design assumptions, calculations, drawings and presentation.
USFS Response – See specification 32 30 00 Site Improvements section 2.1c & d. Forest service does not have any design information, design assumptions, calculations, and presentation. The only preliminary survey information and drawing information available is an ACAD drawing from 2008 and can be provided upon award. Forest Service cannot verify the accuracy of a survey this old or the control points used. No ascii file available. See specification 32 30 00 Site
Improvements for design requirements, including survey.
RFI #14 – Who is the manufacturer of the existing vault and building? Are there any as-built drawings available?
USFS Response – The manufacturer of the existing vaults and buildings are unknown. There are no as built drawings available.
RFI #15 – What are the constituents beside feces in the contaminated soil from the leaking vaults?
USFS Response – Once the existing building is removed the existing soil will need to be evaluated and possibly tested to confirm if the soil is contaminated.
RFI #16 – Will the USDA Forest Service provide a benchmark at all sites?
USFS Response – There are no bench marks available.
RFI #17 – When will the Option Items be awarded? This information is critical to our work plan and technical proposal.
USFS Response – At time of award with exception of option 2 which would be awarded no later than 30 days after NTP issuance.
