About this file

This document contains responses to requests for information (RFIs) related to solicitation number 127EAW21R0033 to renovate the Boulder Oaks Campground. The solicitation seeks bids for renovations including excavation and placement, aggregate surfacing, fiber rolls, and removal of miscellaneous site features. Bidders had questions about whether certain work items would be removed or changed, such as the pump house and compaction methods. The responses clarify that the pump house option should be included and refer bidders to other responses regarding compaction. Subgrade preparation will be paid under excavation and placement line items, and roots and unsuitable material removal is required by specifications rather than a separate line item. The total small business set-aside is valued between $200,000 and $300,000. All RFIs must be submitted by June 29, 2021 to the contracting officer.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW21R0033 - Renovate Boulder Oaks Campground

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – Who is providing Arc Monitor?

USFS Response – The government. 2 week notice minimum, 3 week highly appreciated.

RFI #2 – Will the campground be closed during construction?

USFS Response – Will be.

RFI #3 – During the job walk there was talk of removing Option 1-Pump House. Will this be removed?

USFS Response – The clearance was provided, please include this Option; response to RFIs for this Option included.

RFI #4 – 312000 Earth moving- Line Item “C- Fiber Rolls” where do they go and how many

Linear Feet for Option 2 and for Campground Loops?

USFS Response – Please see response to 1.RFI #11, 12

RFI #5 – Additional Aggregate surfacing, Line item A- Demo Misc. site Features, what features and where are they located? We do not see site features on the plans.

USFS Response – They are vegetation, wooden bollards, etc. within construction limits of work listed on Schedule of Items; no hidden Demo items.

RFI #6 – Family Loop Campground, would the Government consider changing the compaction method? The reasoning is because without processing subgrade and compacting to 95% we cannot guarantee 95% compaction is reached with installing aggregate base. If the government will consider changing compaction method, which method will be used?

USFS Response – Please see response to 1.RFI #14.

RFI #7 – 7.Equestrian Loop-does subgrade require testing? If so, will processing of native material have its own line item? We are also concerned that during the rip and process of subgrade that we will rip out several large, exposed roots.

FOR OFFICIAL USE ONLY

Same question applies to equestrian loop as family loop CG- will the government consider changing the compaction method?

USFS Response – Compaction: Please see response to 1.RFI #14.

Subgrade prep work is paid under 31 20 00 A-Excavation and Placement, roots and unsuitable material removal is a requirement under specs and not paid separately, please estimate accordingly. The contractor can decide the extent of ripping to obtain required compaction for aggregate surfacing, for example they can skip area where subgrade is stable and well compacted under use.
