REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW21R0033 - Renovate Boulder Oaks Campground

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – Will the government accept a pre-fabricated pump house building?

USFS Response – Yes, provided the structure meets applicable codes/regulations in sections 01

01 11.

Material shall be concrete or metal.

Note: Roof hatch approx. 2’ x 2’ is required for wellhead service access.

Photo Example: Cottonwood Pump House 3225-3227 Buckman Springs Rd

RFI #2 – Who is responsible for materials testing, subgrade compaction and concrete testing?

USFS Response – The contractor.

RFI #3 – Will there be an entry gate in the chain link fence surrounding the new pump house building? Will this be a walk in gate or vehicle entry gate? What size chain link fence gate? Any locking mechanism requirement? Any razor wire atop the new fence?

USFS Response – Yes. Photo reference – Cibbets Flat Campground

RFI #4 – The specs call for the pump house, electrical, and fencing. However Section C Statement of Work includes the wellhead and pump enclosure. Which is correct? The latter might involve quite a bit more scope depending on what is included.

USFS Response – The pump house is ‘the wellhead and [submersible] pump enclosure’. Photo of existing.

RFI #5 – Regarding the wellhead:

• Is the scope only the piping above the well and piping within the building? Only if necessary for construction, the system is currently functional.

• Is a concrete wellhead pedestal required per code? Yes, currently it’s not: has only few inches cover at the corner, requires 2 ft. min.

• What currently controls the well pump? Pressure sensor, the system has a pressure tank.

USFS Response –

RFI #6 – What is the pump house building requirements:

• Size/dimensions? Will be sized, as small as practical, to provide safe working space by

OSHA, meet applicable codes and regulations; will accommodate future chlorination setup. Example similar existing Descanso Pump House measures 8’ x 16’, proposed new pump house for this contract is expected to have approximately similar size.

• Material (roof and walls)? No. and size of door? (Vandalism concern) Concrete wall.

Concrete, asphalt single or metal with insulation roof – shall have roof hatch. One standard size single pedestrian door.

• Lighting? Yes.

• Controls? Maintain existing configuration.

• Alarms? No.

• I assume no SCAD A? No.

• Where is the power coming from and is it adequate? The power comes from SDG&E, the existing electrical system has no known issues powering the pump and lighting + future chlorine setup should have combined power much less than the well pump.

• Emergency generator hookup? No.

• Lightning protection? If required by most current codes/regulations.

• Chain link fence:

o standoff from the building? 5 feet off.

o no./size of gates? One double swing 6’ + 6’.

o High of fence? 6’ o Razor wire or other? Yes.

Example with chlorination setup: Descanso FS

RFI #7 – Class 2 Aggregate Base (3/4in crushed rock) is required for the Family Loop and

Equestrian Loop. Is Baserock Class A or B) or recycled concrete acceptable as well?

USFS Response – No recycled, reason being this is not aggregate base under asphalt surface, the amount of concrete dust in recycled material is not controlled. Class 2, 3/4 inch maximum

Caltrans.

RFI #8 – For the expected placement of 3/4in crushed rock in the Loops, would a nominal thickness of 8in be acceptable, resulting in a cross section of 6in to 8in across the roadway as indicated in the drawings?

USFS Response – Quantity was estimated based on average 12’ width and 4 in. thick. If funding available thicker layer is desirable.

RFI #9 – For the 6in Topsoils removed in the excavations, to be “stockpiled around walkways with

BMP’s” is this required to be groomed as native soils (smoothed with light compaction?)

USFS Response – Yes.

RFI #10 – For the Entry roadway and Equestrian Loop, are two (2) options required, (Option 1: as stated); (Option 2: Place geotextile fabric with rock on top)

USFS Response – Yes.

RFI #11 – Fiber Rolls required around new construction areas only (walkways and parking spaces only)

USFS Response – And down slope where cross drain exists, there are a few minor cross drains.

RFI #12 – No Fiber rolls or Silt Fences are required around the Loops when construction is underway.

USFS Response – Full loop is not expected but some is needed for the loops, see RFI#11.

RFI #13 – Please confirm the Pump house is excluded as an Option in the present scope.

USFS Response – Clearance was secured for the Pump house for this Option. RFIs related to this Item were addressed and photos included.

RFI #14 – Please clarify compaction procedures required for the Loops, for instance:

8.1 Collect 2 soils samples from each Loop (approximately 2 gallons each) and perform Laboratory tests to produce a curve for use in compaction testing.

8.2 Perform a compaction test prior to placement of geotextile or rock in each Loop at 50 ft intervals and document these values.

8. 3 After placement of rock and compaction in place by “rolling”, 2 or 3 passes, perform compaction tests to maintain the previous compaction values, at a minimum.

USFS Response – For Family Loop only where we are not allowed to do grading.

1 Collect 2 soils samples from each Loop (approximately 2 gallons each) and perform

Laboratory tests to produce a curve for use in compaction testing.

2 Perform a compaction test prior to placement of geotextile or rock in each Loop at 500 ft intervals and document these values.

3 After placement of rock and compaction in place by “rolling compaction equipment as specified in Section 31 20 00 over the full width of each layer until there is no visible evidence of further consolidation, make at least three complete passes, perform compaction tests to maintain the previous compaction values, at a minimum.

For Equestrian Loop, follow Section 31 20 00 as normal.

RFI #15 – Please consider extending the time for bid by 2 weeks, after issuance of new scaled drawings, Sheets 3, 4 and 5 dated 5/3/2021.

USFS Response – Proposal due date has been extended to 20 July 2021, 1300 PST.
