About this file

This document is an Amendment (Amendment 0001) to a federal solicitation for janitorial services at the El Rito Ranger District in New Mexico. The solicitation (127EAV25Q0005) is a small business set-aside for a firm-fixed-price contract with a base year and four option years from April 15, 2025, to March 31, 2030. The current incumbent is LOCG LLC, with a total contract value of $87,100.00. The contract requires providing all management, tools, equipment, and labor to perform janitorial services at the El Rito Ranger District, maintaining a clean, professional facility appearance.

The amendment updates various Federal Acquisition Regulation (FAR) provisions and clauses, including modifications related to Executive Orders 14173 and 14168. It introduces a Quality Assurance Surveillance Plan (QASP) that establishes performance objectives with a maximum allowable defect rate of 4 defects per month across three key areas: overall cleaning (80% weight), work schedule performance (5% weight), and building/compound security (15% weight). The QASP includes a detailed performance-based deduction formula where contractors can have their monthly payments reduced proportionally for exceeding the maximum defect rate, providing a mechanism for ensuring service quality.
