Statement of Work 2024 Cattleguard Supply Contract
Santa Fe and Carson National Forests
Description of Work
The Santa Fe and Carson National Forests are seeking to purchase new forest road cattleguards and cattleguard wings during Fiscal Year 2024. If the existing location of the cattleguards is greater than one hundred (100) miles from both project locations as described in the following section (the Santa Fe National Forest administrative site in Santa Fe, New Mexico and the Carson National Forest administrative site outside of Taos, New Mexico), all supplies shall be delivered to the three project locations as described below. If the existing location of the cattleguards is within one hundred (100) miles of either project location, delivery of the supplies shall be excluded from this contract.
Twenty-one (21) U-80 model cattleguards with concrete bases and six (6) cattleguard wings shall be provided for compliance with this contract. Cattleguards shall be fourteen (14) feet in width. If delivery is required by this contract, three (3) U-80 model cattleguards shall be delivered to the Santa Fe National Forest administrative site, fifteen (15) U-80 model cattleguards shall be delivered to the Las Vegas Ranger Station, and three (3) U-80 model cattleguards shall be delivered to the Carson National Forest administrative site. Lastly, all cattleguard wings shall be delivered to the Carson National Forest administrative site.
Project Location
The project is located on National Forest land within Santa Fe, NM, within Las Vegas, NM, and outside of Taos, NM. The coordinates of the Santa Fe administrative site are 35.655086 N, 105.979584 W, the coordinates of the Las Vegas Ranger Station are 35.612501 N, 105.223735 W, and the coordinates of the Carson administrative site are

Directions to Santa Fe National Forest administrative site from the Santa Fe NF Supervisor’s Office:
Head north on NM-14 (Cerrillos Rd) for 6.5 miles. Turn right onto Camino Carlos Rey for 0.2 miles. Turn left at the first opportunity onto an access road for 0.2 miles. Turn right at the end of the access road for 0.1 miles until reaching the site.
Directions to Las Vegas Ranger Station from the Santa Fe NF Supervisor’s Office:
Head north on NM-14 (Cerrillos Rd) for 1.4 miles. Turn right to merge onto Interstate 25 North and remain on Interstate 25 North for 70.1 miles. Take Exit 345 for University Ave and NM-104 and turn left onto University Ave for 0.3 miles. Turn right onto Grand Ave for 0.7 miles. Turn left onto Mills Ave for 0.7 miles. Turn right onto 7th Street for 0.5 miles until reaching the site on the right.
Directions to Carson National Forest administrative site from the Carson NF Supervisor’s Office:
Head east on Cruz Alta Rd for 1.2 miles. Turn left onto NM-585 for 0.7 miles. Turn left onto US-64 for 0.7 miles.
Turn right onto Piedmont Rd for 1.0 miles until reaching the site on the right.
Measurement and Payment
Measurement for all work done on this project shall be outlined in the attached Schedule of Items (SOI).
Contractor shall provide all equipment, supplies, superintendence, materials, and labor necessary to complete the work in accordance with all attached drawings and specifications.
All invoices shall be processed through IPP.
Commencement and Completion of Work
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use within 30 days of placing order unless otherwise approved in writing by the CO.
The Period of Performance is from August 20, 2024 through October 8, 2024.
Work is estimated to begin on August 20, 2024.

(a) Definitions. As used in this clause–
“Covered contractor information system” means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
“Federal contract information” means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
“Information” means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
“Information system” means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
“Safeguarding” means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.

(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
