Basis for Award: The Government intends to award firm fixed price Contract. The Government anticipates awarding one Firm-fixed Price Contract to the Offeror whose quote is the most advantageous to the Government.
The Government will evaluate quotes for price fair and reasonableness. The Government reserves the right to hold discussions, however it may make an award based on initial quotes received without discussions of such offers.
NOTE: Estimated delivery date will be before June 30, 2023. The Forest Service intends to award a single contract for all of the above items.

Statement of Work
2024 Cattleguard Supply Contract
Santa Fe and Carson National Forests
Description of Work
The Santa Fe and Carson National Forests are seeking to purchase new forest road cattleguards and cattleguard wings during Fiscal Year 2024. If the existing location of the cattleguards is greater than one hundred (100) miles from both project locations as described in the following section (the Santa Fe National Forest administrative site in Santa Fe, New Mexico and the Carson National Forest administrative site outside of Taos, New Mexico), all supplies shall be delivered to the three project locations as described below. If the existing location of the cattleguards is within one hundred (100) miles of either project location, delivery of the supplies shall be excluded from this contract.
Twenty-one (21) U-80 model cattleguards with concrete bases and six (6) cattleguard wings shall be provided for compliance with this contract. Cattleguards shall have a loading capacity of sixty (60) tons and be fourteen (14) feet in width. If delivery is required by this contract, three (3) U-80 model cattleguards shall be delivered to the Santa Fe National Forest administrative site, fifteen (15) U-80 model cattleguards shall be delivered to the Las Vegas Ranger Station, and three (3) U-80 model cattleguards shall be delivered to the Carson National Forest administrative site.
Lastly, all cattleguard wings shall be delivered to the Carson National Forest administrative site.
Project Location
The project is located on National Forest land within Santa Fe, NM, within Las Vegas, NM, and outside of Taos, NM. The coordinates of the Santa Fe administrative site are 35.655086 N, 105.979584 W, the coordinates of the Las Vegas Ranger Station are 35.612501 N, 105.223735 W, and the coordinates of the Carson administrative site are
36.397504 N, 105.554554 W.
Directions to Santa Fe National Forest administrative site from the Santa Fe NF Supervisor’s Office:
Head north on NM-14 (Cerrillos Rd) for 6.5 miles. Turn right onto Camino Carlos Rey for 0.2 miles. Turn left at the first opportunity onto an access road for 0.2 miles. Turn right at the end of the access road for 0.1 miles until reaching the site.
Directions to Las Vegas Ranger Station from the Santa Fe NF Supervisor’s Office:
Head north on NM-14 (Cerrillos Rd) for 1.4 miles. Turn right to merge onto Interstate 25 North and remain on Interstate 25 North for 70.1 miles. Take Exit 345 for University Ave and NM-104 and turn left onto University Ave for 0.3 miles. Turn right onto Grand Ave for 0.7 miles. Turn left onto Mills Ave for 0.7 miles. Turn right onto 7th Street for 0.5 miles until reaching the site on the right.
Directions to Carson National Forest administrative site from the Carson NF Supervisor’s Office:
Head east on Cruz Alta Rd for 1.2 miles. Turn left onto NM-585 for 0.7 miles. Turn left onto US-64 for 0.7 miles.
Turn right onto Piedmont Rd for 1.0 miles until reaching the site on the right.
Measurement and Payment
Measurement for all work done on this project shall be outlined in the attached Schedule of Items (SOI).
Contractor shall provide all equipment, supplies, superintendence, materials, and labor necessary to complete the work in accordance with all attached drawings and specifications.
All invoices shall be processed through IPP.
Commencement and Completion of Work
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use within 30 days of the Notice to Proceed unless otherwise approved in writing by the CO.
The Period of Performance is from June 15, 2024 through August 15, 2024.
Work is estimated to begin on June 15, 2024.
QUESTIONS AND ANSWERS
1. Is the total width of all the cattle guards 14'?
The total width of each individual cattleguard is 14 feet. Therefore, a vehicle 13 feet in width should be able to safely pass over each cattleguard.
2. Are bases required for the cattle guards? Bases are called out in the SOW but not in the schedule of items.
Bases are indeed required for each cattleguard. They are included within the cattleguard line item on the Schedule of Items.
3. Are wings priced by the piece or set?
Cattleguard wings are priced by the piece. Per the Statement of Work and Schedule of Items, 6 individual pieces are required.
4. Are there any drawings available?
There are no drawings available. All requirements for this contract are contained in the Statement of Work and/or the Schedule of Items. No other specifications will be provided for this solicitation.
5. Are there any detailed drawings of the U-80 model cattleguards and cattleguard wings? Such as metal type, dimensions and color they need to be painted?
- There are no detailed drawings of either the cattleguards or the cattleguard wings. All requirements for this contract are contained in the Statement of Work and/or the Schedule of Items. No other specifications will be provided for this solicitation.
- There is no specification for the type of metal of which the cattleguards will be composed. However, the U- 80 specification requires that the cattleguards be able to support a loading of 60 tons (or 120,000 pounds).
- The cattleguards should be 14 feet in width. Therefore, a vehicle 13 feet in width should be able to safely pass over each cattleguard.
- Our Forest would prefer the cattleguards to be painted yellow.
6. Can you clarify the color of the cattle guard. Green and Yellow are available.
The Forests would prefer the yellow color option.
7. Regarding the GPS coordinates provided in the scope of work. Based on our analysis, we believe the following addresses may be correct, but we would appreciate your confirmation of the exact delivery locations:

- There is no physical address for the Santa Fe NF administrative site. The Statement of Work includes directions to this delivery location.
o Below is a screenshot of the access to this delivery location. The site is within Santa Fe, NM and the nearest major intersection is between Cerrillos Road and Camino Carlos Rey.
- The physical address for the Las Vegas Ranger Station is correct.
8. Is the RFQ sent for the job would be to install all cattle guards and if so where is the location that they will be placed?
This RFQ is for only what is included in the RFQ 127EAV24Q0082, no other work is authorized. Please thoroughly read the requirements provided.
