Forest Service Pacific Southwest Region Videotape Digitization Project

Section C - Scope of Work

The contractors shall transfer video from a variety of tape-based formats (including but not limited to Betacam, BetacamSP, U-Matic, HDCAM, and D2). When a program is available in more than one tape format, transfer from the higher quality version. The program shall be captured in its native size and resolution to an uncompressed digital Quicktime file and also provide an mpeg version, When the videotape is closed captioned, the caption file shall be extracted and converted to a caption file for delivery with the video files.

(Notes: When a videotape contains more than one title, the Forest Service will edit the programs into individual files. The years listed in the videotape list refer to the year that the film or video was produced not the year of transfer to video)

Performance Period Six months from contractor acceptance of the source tapes.

Forest Service Deliverables

● Approximately 191 videotapes (Exhibit A contains the list of tapes)

● Additional tapes may be located and added to the project during the performance period.

Contractor Deliverables

1. External RAID hard drive with all files and internal backup. The files are estimated to be in the 30-40TB range.

2. Each videotape title shall be in folder named for the videotape and containing the video transfer files and caption files. The files shall be:

● 10 bit Uncompressed Quicktime file (.mov) for archival storage

● MPEG4 (H264 codec) for viewing and sharing.

● Caption files (.srt) where found on videotapes.

3. Return all videotapes.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.217-6 Option For Increased Quantity (MAR 1989) The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree.

SECTION M--EVALUATION FACTORS FOR AWARD

M-1 Evaluation of Offers

Addendum to FAR 52.212-2, Evaluation – Commercial Items (Oct 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on all or none and best value to the Government. Award shall me made to the lowest priced, technically acceptable offeror. The Government may award without discussions; however, the Government reserves the right to conduct discussions if deemed in the Government’s best interest.

Award will be made to the offeror who provides the lowest price technically acceptable offer to the government. The following factors shall be used to evaluate offers:

a. Technical capability of the service offered to meet the Government requirement as specified in the solicitation and attachments.

i. Contractors shall provide a description of the proposed method to accomplish the requirement.

ii. List equipment that will be used

iii. Past Performance: provide at least 3 previously completed projects that are similar in scope and magnitude with a reference.
