RFI¿s and Answers

1. Can you confirm the actual # of tapes? 191

2. It¿s noted that the additional tapes may then be added to the project during the performance period. Is that on top of the 460 tapes or the 275? Given the request is for a FFP quote, can you confirm that any additional items that need to be digitized after the initial contract is in place would be handled via a change order? Yes, any additional tapes would be handled via change order.

3. There are approximately 37 tapes that don¿t have a TRT listed. As we¿re being asked to provide a FFP, a run time for all the tapes will be needed to determine the total amount of digitizing to be done. Can you provide TRTs for the items that don¿t have them listed and if not, how should vendors account for them in their quotes? I added a few Total Running Times (TRT) to the revised spreadsheet (attached). For some, it is impossible to tell without playing the tape.

4. Do you need meta-data for the resulting files provided along with the drives? If so, what information would you like provided and is there a particular format you would like this laid out in?

We asked for closed caption files for those tapes have closed captioning. We do not need any metadata other than the title.

4. Can you provide information on how the tapes have been stored to date? Any information about the (approximate) last time they were used (ie: played back) would be helpful as well. We¿re trying to get an idea of the condition of the tapes and if any restoration work may potentially be needed before digitizing.

This information will be helpful to that end.

The tapes have been stored under reasonably good office conditions but not an archival, cold storage. They have been stored vertically. None have been played for over a decade and some for longer than that. The dates on the tapes will provide some idea of the potential concerns about degradation. Tapes that are 25 years or older will likely require special care and handling.

5. Can you confirm that the tapes are all boxed and ready for shipment? Will USDA_USFS be handling shipping the tapes out to the vendor or should we account for that in our proposal? If we should account for the outbound shipment, can you provide approximate weights for each of the boxes?

Yes, the tapes are all boxed and ready to be shipped. The USDA Forest Service will cover the cost of shipping or transferring the boxes to the vendor.

6. What is the delivery time? Please see page 1 of solicitation document. PoP stated is (06/30/2021 to 12/31/2021). Due to solicitation extension the PoP will be from date of award to 12/31/2021. If you have a different delivery timeframe in mind please note that on your quote.
