Q&A for Incline Mechanical Cut & Pile Site Prep

Q1: There’s a lot of work including some very tall dead trees and getting it all done in the time given would be tight. Can we expect a longer contract time than the dates in the solicitation?

A1: Vendors should base their work plans (schedule, personnel, equipment, etc.) on the dates given. Contract extensions are subjective and never guaranteed.

Q2: Can the LOP for fisher be waived so work doesn’t have to wait until summer?

A2: The fisher LOP for Unit 2 has been lifted since habitat there was destroyed by fire. Work in Unit 2 may begin when soil conditions permit in the spring. (The LOP remains in place for Unit 1 which must be complete by Nov 22, 2024.)

Q3: Is there a site visit, site walk, bid walk?

A3: The government-led site visit was held on August 20, as announced in the solicitation. Vendors are still welcome to walk the units independently to get an accurate idea of the terrain, access, and level of effort required to complete the work.

Q4: When pulling material out of the drainages or meadows does it need to be fully suspended or can you skid one end?

A4: There is an area in one of the meadow SMZs that is also an old mill site. Materials will need to fully suspend there if anything is removed.

In other areas, materials do not need to be fully suspended pulling out of the SMZ; however, if it results in making a trench the contractor must rehab soil gouging/trenching (construct slight water barring, etc.) per the SMZ Treatment Specifications included with this amendment (see Attachment 7). One end should be raised off the ground a bit rather than straight skidding to avoid trenching.

Q5: Could we use a dozer to begin making the cone shaped piles and finish making them with an excavator?

A5: The pile base may be created utilizing a dozer equipped with brush rake. A track feller buncher or excavator shall construct a cone shaped pile over the pile base as described in the specifications given in the Statement of Work. The contractor shall clear and pile slash as specified in the Statement of Work.

Q6: Can we take sound logs/merch logs, or could we deck them to buy/bid on later?

A6: This contract does not include any product removal and the Government does not have current plans for a deck sale. Vendors should not anticipate this as a part of quoting for this cut and pile contract. All materials must be piled according to the specifications in the Statement of Work.

Q7: Could we masticate the brush and smaller trees and subsoil the material?

A7: Brush may be masticated instead of piled. Masticated brush shall be cut down to ground level and where possible mulched into the ground. Slash shall be piled and not masticated.

Q8: There are some dead trees between a meadow and the road. Do those have to be treated?

A8: All prescribed material that can be reached from the road must be treated.

Q9: Is there a pile size limit?

A9: Pile size is not restricted.

Q10: How are shorter snags/broken off boles to be handled?

A10: Standing broken tree boles less than 10 feet in height may be left standing and not felled.

Q11: The solicitation doesn’t explain treatment expectations within the meadow SMZ buffer. Do the buffer areas have to be treated, and if so, how?

A11: Equipment may enter an SMZ on slopes less than 15% as specified to treat fuels. On slopes greater than 15%, fuels reachable with an excavator boom shall be removed for piling outside of the SMZ.

More complete information is contained in the SMZ Treatment Specifications included with this amendment (see Attachment 7).

New Information:

The Government may elect to begin burning of built piles after they have been inspected and accepted for payment. This may occur while the contractor is still working in other areas of the unit. Advance notice will be given by the COR. The contractor will not be involved in the burning activities.
