About this file
This document appears to be Attachment 7, SMZ Treatment Specifications, related to a federal contract opportunity for Incline Mechanical Cut & Pile Site Prep on the Sierra National Forest.
The key details are:
- Treatments are required within Riparian Conservation Areas (RCAs) and Streamside Management Zones (SMZs) to mitigate intense fuel loading in these riparian habitats.
- Tracked equipment may access the SMZ up to 15 feet from the established stream channel or meadow where slopes are less than 15% and soil conditions are dry. In rare instances, equipment may operate on up to 20% slopes with prior COR approval.
- Rubber-tire based equipment may be utilized within meadow SMZ. For slopes over 15%, snags should be felled upslope for removal by excavator.
- Coarse Woody Debris (CWD) retention requirements are specified, including leaving more decomposed logs while removing solid/intact down logs.
- No machine piling is allowed within 100 feet of the SMZ.
The related federal contract opportunity is for Site Prep/Fuels Reduction, including mechanical cutting and piling of trees, brush, and slash, as well as hand cutting of larger conifers, on the Sierra National Forest. The solicitation number is 127EAS24Q0104.

Incline Treatments within RCA/SMZ areas
Treatments within the RCA/SMZ are needed to mitigate the intense fuel loading within many of these riparian habitats. WTR-RCA-STD #12.
• Riparian Fuel Treatments o Tracked Based Logging/Fuels Operations (< 15% Slope) Tracked equipment may access the SMZ up to 15' away from the established stream channel or meadow where sustained slopes are less than 15% and soil conditions are dry enough as determined by COR in consultation with the district watershed representative. In rare instances, to accomplish fuels reduction goals, tracked equipment may operate for short distances on up to 20% slope. These instances must be approved in writing by the COR prior to entry by equipment.
• Utilize the equipment boom to remove material within the 15' buffer minimizing stream bank/flood plain impacts
• Rehab soil gouging/trenching No turning/side hilling within SMZ Ingress and egress should be perpendicular to the stream channel or meadow Entries can occur at 40' intervals within the SMZ
• If additional entries are needed, they must be approved in writing by the COR prior to entry by equipment.
o Rubber-tire based equipment may be utilized within meadow SMZ heritage site.
o Slopes >15%. Where possible, fell snags upslope to where excavator can reach into SMZ with boom to remove as much of felled snag as possible. Limb remaining bole.
o Coarse Woody Debris (CWD) Retention
Remove the mostly solid/intact down logs (debris classes 1 & 2) of recently downed/suspended fuels in areas where excess fuel loading is of concern
Leave the less competent more decomposed down logs (debris classes 3 to 5) for CWD retention while still maintaining fuel management objectives
Do not remove woody material from in-channel established log jams as these provide important habitat components
Buried material or material that could compromise the stream bank/flood plain if removed needs to be left in place
No machine piling within 100 ft SMZ.
