About this file

This document contains questions and responses related to a request for information (RFI) for temporary housing facilities at Grizzly Flats fire station in California. The federal agency is seeking proposals to provide accommodations for a minimum of five employees, with the potential to house up to ten personnel if additional funding is available. The housing units must include a full kitchen with appliances and be placed on a provided parking pad. Respondents are advised that water and electric utilities are located approximately 250 feet from the proposed trailer location. Questions were asked regarding electrical capacity, preferred layouts for single or double wide units, septic tank requirements, and foundation considerations.

127EAS24Q0013 Grizzly Flats Temporary Housing Facility Request for Information and Responses Correction to amendment 01. Water and electrical are 250 feet from site.

Statement: After inspecting the site, it appears that the water and electric utility sources are located approximately 250 feet from the proposed trailer location.

Question:

Please confirm that these are the nearest points that water and power can be connected.

Response:

Yes, those are the nearest points Question:

The trailers each have a 125A breaker panel. Does the source panel have sufficient capacity to feed the 2 trailers?

Response:

Yes, it is a 200amp service Question:

After reviewing the site photos and speaking with our Site Superintendent, we agree the only viable option for the building placement is the lower / larger pad nearest the main road (photo attached). In addition, we recommend additional grading at the driveway entrance off the main road to minimize the tight turning radius and grade change (screenshot attached).

Response:

Would require more information regarding the grading to determine if the government will do it or not. They are free to include it in their bid.

Question:

We also suggest overhead power poles for extending the electrical to the trailers vs underground to minimize the cost.

Response:

Overhead is acceptable, include cost in bid Question:

At the job walk today, Steve mentioned a preference for two separate single wide units as opposed to a double wide 24x60. We intended to propose a double wide.

If two 12x60 single wides are preferred, how should the toilet, sleeping, kitchen and common spaces be divided?

Would a separate ADA ramp be required for each single wide?

Response:

The Government has a need for housing for 5 personnel, which is the base item. They would like to be able to house up to 10 personnel but are concerned that the available funding will not be enough for that purchase. The Government intends to award the base item. If there is available funding for the optional item, they would like to award it. If the option item is awarded it could be a double wide which could incorporate the additional beds and would share the amenities. If, two trailers are being provide they would both have to have a ADA ramp. Please note that these are temporary buildings being treated as real property and must remain on wheels and axles with a tow hitch installed. Let me know if you have any other questions.

The RFQ specifies "Minimum 1250 gallon above ground septic holding tank for toilet & plumbing fixtures. Tank must be sized appropriately to be pumped weekly or less (pumping is not a part of this bid, but use for sizing). Line to holding tank must have ability to use year-round without freezing."

In order to get the necessary slope for drainage (without a sump pump) we recommend low profile 16" high x 53" wide x 95" long above ground holding tanks (image below). The largest is 300 gallons. My suggestion would be to manifold two of these tanks together for half of the building and then do the same for the other half, providing 1200 gallons of total storage. Is this what you had in mind?

Response: Would be acceptable With a frost depth of 18", the Civil Engineer designing the foundation system is concerned the standard auger type anchors will not be deep enough to avoid frost heave. He suggests removing the existing asphalt at each anchor location to get the anchor below the frost line. This would also require asphalt patching upon the trailer removal. Please advise.

Response: There is no asphalt Question:

The government will provide access to shore power and water for hook ups." Other than providing and installing the sewer holding tank(s), is the contractor required to connect to power and water? If so, what is the available water and power and how far is it from the new trailers?

Response: Water and electric utility sources are located approximately 250 feet from the proposed trailer location.
