Q&A

By “Tree Reconnaissance, Tree Sampling, and Tree Collection”, are you asking for a single price to do reconnaissance of trees, to do tree sampling (what does this mean?), or to collect cones by the bushel from trees (Tree collection)?

Tree Reconnaissance (surveying) could be lumped together with tree sampling in the future.

We would have them do the initial survey and then return to the areas to monitor (tree sampling) later to check on cone maturity.

Tree collection would still need to be separated because the other two doesn’t mean that they would necessarily collect from where the vendor surveyed and monitored.

Tree sampling (monitoring) means they would pick one or two cones from a tree to cut open and determine how far along the cone has matured, if the cones are healthy (no insect damage), and get a general idea of when the cones would be ready to collect.

What is the difference between “pick tree after climbing & testing” (line 004 on page 2) and “pick tree (no Mechanical Truck)(line 005 on page 2)?

Any vendor NOT shooting cones out of a tree and NOT using a mechanical lift would probably use line 004. We require the contractor to climb, pick a cone for testing (looking at maturity and overall health of the cone), and then determine if the tree is worth collecting at the time of collection. Some trees will look healthy up until they are ready to be collected only to find insects have gotten into the tree between monitoring and collection time.

Line item 005 would be most suited for a vendor that has permission to shoot cones or just shake cones out of a tree. This would primarily be used for candidate testing since it doesn’t require as many cones to be collected as the general collection does.

CONTRACTING OFFICER NOTES:

Please keep in mind, that you have the choice to only fill in the items that pertain to your services and abilities for pricing in Section B. Not all items have to be completed if you do not want them to be considered when we will be looking to call for a project against this BPA.

This BPA will be the first stop contracting vehicle for all Region 5 Cone and Needle Collection projects, and there is flexibility to justify lower pricing or possibilities to justify higher pricing if the current project requirements or conditions require and the Contracting Officer can verify the validity of the request.

The BPA will allow for a streamlined process to ensure we can get to the project in a timely manner due to environmental factors and fluctuations and to find the best value, fair and reasonably, with any project conditions.
