REGION 5 CONE & NEEDLE COLLECTION BPA

QUESTIONS AND ANSWERS

How many cones will need to be collected from each tree?

This depends on the collection type. For general collections (Ponderosa, Jeffery pine, Doug-fir, Incense cedar, RRSP, etc.) we generally won’t collect less than 2 bushels per tree unless it is a high need seed zone and or elevation range.

For the 5 needle pine (whitebark, western white, sugar, limber, bristlecone, foxtail pines) we only require 5 cones for sugar pine and 10-15 cones on the other species. This is because we don’t need a bushel of cones for rust resistant testing.

How many needles need to be collected from each tree?

We only need between 25 and 50 needle samples per tree.

Are these collections for sampling purposes, or are these standard collections?

The 5 needle pine (Candidate collections) and needle collections are for sampling purposes only.

I see the species mentioned are White pines, Sugar pine, Western White pine Whitebark pine, Limber pine, Foxtail pine, and Bristlecone pine. The methods used and the effort required to do collections or sampling from these species vary greatly. Are you asking for a single price that would cover any species collected?

CONTRACTING OFFICER NOTE:

All items will need to have a single price even though there may be some variations to species and pricing in this type of Blanket Purchase Agreement.

In order to reflect your most competitive pricing and reach best value please determine your average price, there is the option to come down in pricing per item with negotiation during best value determination, but without proper process and justification we are unable to add to your initial cost/pricing per item.

Keep in mind that best value determination will first be based off of your submitted pricing in Section B and then with the cost of travel and additional crew costs. If you can offer better pricing at time of project award, to ensure you are offering your most competitive pricing, then that can be negotiated with the contracting officer and ordering unit.

For any questions in regard to this process please reach out to the Contracting Officer:
