About this file

This is a Questions and Answers document addressing clarifications on a roof replacement solicitation for a federal contract opportunity.

Key clarifications include: SOW Section 3.2 tasks marked with an X are not exhaustive, and contractors may be required to perform additional work beyond those items; the site visit was scheduled to identify such additional requirements. Equal architectural shingles meeting specified color and standards are acceptable as substitutes for the named Atlas Pinnacle Pristine (Coastal Granite) product. For pricing purposes, Attachment 1 Line 1 is designated for mobilization and preconstruction costs (or zero if none apply), while Line 2 captures total construction costs; per-linear-foot and per-sheet decking prices should be incorporated within these line items. SOW paragraphs 4.2 through 4.7, requiring CADD drawings, sealed engineering documents, code analysis, and cost estimates, must be included in technical proposals. A subcontractor's on-site foreman may serve as the superintendent under FAR 52.236-6 (Superintendence by the Contractor) if UA LLC provides written authority. The required Period of Performance is confirmed as 10 days. All technical and price proposals will be reviewed by the Government prior to contract award, occurring before Notice to Proceed; the 14-day Government submittal review period is not included within the 10-day performance schedule.

Q. The SOW AT 3.2 There are two items marked with an X, however the statement says "but not limited to the following tasks marked by an X" can you explain what the not limited to is referring to?

A. You may be required to do more than what is marked, this is why the site visit was scheduled.

Q. At the site visit, offerors were advised that the Atlas Pinnacle Pristine (Coastal Granite) selection carried over from a prior project. Will an equal architectural shingle meeting the listed standards, such as CertainTeed Landmark, be acceptable?

A. Yes, as long as it meets color and standard.

Q. SOW 3.0 requests per-linear-foot and per-sheet decking prices, but Attachment 1 has two line items. Where should these unit prices be shown?

A. Attachment 1 Mobilization is for any preconstruction costs and line 2 is the total cost of the construction. If there is no preconstruction cost just mark it with a zero.

Q. SOW paragraphs 4.2 through 4.7 (CADD drawings, sealed engineering documents, code analysis, cost estimates) apply to this roof replacement?

A. Yes these shall be included in your technical proposal.

Q. FAR 52.236-6, Superintendence by the Contractor, is included. UA LLC would subcontract the roofing work to a licensed local roofing contractor. May that subcontractor's on-site foreman serve as the superintendent, with UA LLC giving that person written authority to act for UA LLC on site?

A. Yes

Q. Please confirm the required PoP: 10 days per the solicitation or approximately 21 days per the SOW.

A. It is 10 10 Days

Q. Will the 14-day Government submittal review period occur before NTP, or is it included in the required PoP?

A. All technical, price proposals will be reviewed prior to award. Please see the updated Statement of Work.
