About this file
This document is a Requests for Information (RFI) and Responses record for USDA roof coating solicitation 12639526Q0209, addressing critical clarifications for the installation of an elastomeric reflective roof coating system on Building 6017 at Moore Air Base, Texas. The project involves coating and sealing approximately 8,625 square feet (115' L × 75' W) of roof surface and repairing leaks beyond the scope of coating alone.
Key technical specifications and requirements include: GacoFlex S4200 White Elastomeric Silicone Roof Coating is approved for installation per current Gaco Application Specification ASP-S4200-34-20; a 10-year minimum manufacturer labor-and-material warranty with no-dollar-limit coverage of the entire roof is required, with manufacturer inspection and warranty fees included in the base bid. All testing, removal, and preparation work—including moisture surveys, adhesion and compatibility testing, concealed wet or deteriorated materials removal (roof membrane, insulation, cover board, decking, and flashings), and roof repairs—must be priced in the initial bid with no allowances permitted. The contractor must perform wet and dry adhesion testing, remove and replace any incompatible existing coatings down to the asphalt membrane, apply primer or bleed blocker as needed, and apply wet-film thickness documentation and dry-film thickness verification. Torch-applied or heat-fused membrane repairs are permitted under hot-work permit procedures with fire-watch and fire extinguisher requirements, restricted to 7:00 a.m.–3:30 p.m. with minimum three-hour post-work monitoring. The 30-day completion period begins from the Notice to Proceed, with time extensions granted for unsuitable weather, wet roof conditions, manufacturer-required cure periods, and unforeseen repairs. Contract performance requires contractor-provided storage, staging, dumpster placement, temporary fencing, and portable restrooms; facility badges and security clearance processing are mandatory, with work restricted to Monday–Friday, 7:00 a.m.–3:30 p.m., excluding Sundays and holidays, requiring daily site check-in and HVAC coordination through USDA FMS.
