About this file

This is a Questions and Answers document for Solicitation 12639526Q0089 for NAHLN Diagnostic Testing Services. The document addresses five key questions received by July 2, 2026, at 12:00 PM CT regarding the nature of the opportunity and subcontracting eligibility.

The solicitation is a recompete opportunity with incumbent contractors currently performing the services. The scope of work is similar to previous contracts, though specific testing requirements may differ due to the nature of the National Animal Health Laboratory Network (NAHLN) program. Technical information is available via attachment 12639526Q0089, section Technical Data – External Website Access. The document explicitly prohibits non-NAHLN firms from teaming with NAHLN-member subcontractors due to stringent membership and competency requirements; only NAHLN-approved laboratories are authorized to perform this work, precluding any subcontracting opportunities. The document includes a comprehensive list of 48 incumbent contractors with their addresses and IDIQ numbers, including universities, state departments of agriculture, and diagnostic laboratory facilities across the United States. Further contract details including total contract values and lengths are available on SAM.gov.

Questions and Answers Solicitation 12639526Q0089

NAHLN Diagnostic Testing Services

Solicitation Questions Received by July 2, 2026, 12:00 PM CT

Question 1: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer 1: There are incumbent contractors currently performing these services. The contract numbers are listed at the end of this document.

Question 2: Is there an incumbent? If so, please provide the total contract value, length and number.

Answer 2: Refer to answer 1. Further information on the contracts identified at the end of this document is available on SAM.gov.

Question 3: Is the scope of work the same as the previous contract?

Answer 3: The scope is similar. However, due to the nature of NAHLN, not all specific testing requirements are identical to those in the previous contracts. For additional information, see attachment 12639526Q0089, section Technical Data – External Website Access, which provides a link to further technical information.

Question 4: Will the Government allow a non NAHLN firm to team with a subcontractor who is a National Animal Health Laboratory Network (NAHLN) member for this opportunity?

Answer 4: No. The stringent membership and competency requirements, combined with the fact that only NAHLN-approved laboratories are authorized to perform this work, preclude any opportunity for subcontracting.

Question 5: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer 5: Refer to Answer 1.
