About this file
This is a pricing template for diagnostic laboratory services under the NAHLN (National Animal Health Laboratory Network) Diagnostic Testing Services solicitation (12639526Q0089). Laboratories responding to this RFQ must complete the price list by entering their laboratory name, providing firm-fixed-price unit costs for five ordering periods spanning a 60-month contract period (September 1, 2026 through August 31, 2031), and indicating any testing services they are not approved to perform. The pricing template covers approximately 20 diagnostic testing services across four service categories: Culture/Isolation Services (virus isolation, bacterial culture and sensitivity testing); Immuno Assay Services (ELISA and immunohistochemistry tests for detecting diseases including pseudorabies virus, bovine spongiform encephalopathy, classical swine fever, and influenza A virus in milk); Molecular Services (PCR-based detection, multiplex PCR, and sequencing services for detection of various animal pathogens including exotic Newcastle disease and foot-and-mouth disease); and Other Services (laboratory LIMS accessioning fees and morphologic evaluation for New World Screwworm identification). Each service line specifies a unit of issue (per sample, per isolate, per slide, per result, or per submission).
The pricing structure requires separate unit prices for each of the five ordering periods, with the first period covering the award date through month 12 (estimated September 1, 2026–August 31, 2027) and subsequent periods covering 12-month increments through month 60. Laboratories must use checkboxes in the template to exclude any testing services they are not capable of performing, which automatically grays out the corresponding pricing rows. This solicitation is issued by the Department of Agriculture Animal and Plant Health Inspection Service (APHIS) Marketing and Regulatory Programs Business Services and is not set aside for small business concerns; the applicable NAICS code is 541940 (Veterinary Services) with a small business size standard of $10 million.

Pricing sheet Instructions for Completing the Price List
1. Laboratory Name – Enter the full diagnostic laboratory name in Cell B3.
2. Pricing – Enter Firm-Fixed-Price (FFP) unit prices for Ordering Periods 1–5 in Columns D–H for all testing services the laboratory is approved to perform.
3. Excluded Services – Use the checkboxes in Column I to indicate any testing services the laboratory is not approved to perform. When a checkbox is selected, the corresponding row will automatically gray out.
