About this file
This is Amendment 0002 to USDA-APHIS Solicitation 12639526Q0075, issued by the Animal and Plant Health Inspection Service (APHIS), Agricultural Services Division at the Riverdale, Maryland facility. The amendment extends the offer response deadline to April 30, 2026 at 1:00 PM EST and provides responses to vendor questions submitted during the pre-award phase.
The solicitation is for custom corrugated fiberboard shipping containers and related components for fruit fly transport and handling, issued under requisition number 1161756. Six line items are required: Fruit Fly Shipper Corrugated Fiberboard Containers (Items 0001, estimated 2,500–5,000 units), Fruit Fly Shipper Liner Corrugated Fiberboard Pads (Item 0002, 2,500–5,000 units), Fruit Fly Scored Pads (Item 0003, 5,000–10,000 units), Level Stands (Item 0004, 5,000–10,000 units), Level Separators (Item 0005, 5,000–10,000 units), and Top Level Separators (Item 0006, 2,500–5,000 units). The typical ordering pattern consists of two half-orders per ordering period with a 2–3 month lead time from order issuance to delivery. Deliveries must be palletized on standard 48" × 40" pallets with a maximum height of 80" and delivered to the Hawaii facility between 0600–1200 hours, Monday–Friday by appointment only. Products must feature DayGlo hot pink printing in all capital letters centered on the length sides of outer containers, with the specification including text such as "THIS SIDE UP," "LIVE INSECTS," "HANDLE WITH CARE," and facility address information. Contractors bear all costs for rejected or non-conforming materials and associated replacement freight. This is a renewal of an existing contract with ongoing operational demand rather than event-driven emergency response.

1. Our samples are currently in production but are taking slightly longer than anticipated.
We anticipate shipping them out at the end of the week, with an estimated arrival sometime the week of April 14. They would definitely be there before the submission date. Would this be acceptable? Yes
2. The SOW states that pallets should be on "standard pallets" with no overhang. Are there specific pallet dimensions required, or may we use different pallet sizes provided there is no overhang? Use standard pallet size: 48” x 40”.
3. The SOW states that pallet height (including the pallet itself) should be approximately 80" maximum. Does this refer to each individual pallet as loaded, or does it refer to double-stacked pallets on the truck? We typically double-stack pallets in transit to provide more efficient shipping — individual pallets for these items would be approximately 45–50" in height. Please clarify whether the 80" restriction applies to the loaded pallet at the delivery location or to the stacked configuration during transit.
The 80” maximum applies from top to bottom, regardless of how many pallets.
4. Could you please provide the minimum and maximum quantities per delivery order?
Typically, within one ordering period, two half orders are placed. For instance, ordering period 1 would contain two separate orders of the following quantities.
Item Description Estimated Quantity

0001 Fruit Fly Shipper Corrugated Fiberboard Container
2,500

0002 Fruit Fly Shipper Liner Corrugated Fiberboard Pad

6. We also noted that the item numbering in the Specifications section of the revised SOW
(Section B) does not appear to align with the item numbering in the Price Schedule — specifically, the Top Level Separator is listed as Item 6 in the specs but Item 3 in the price schedule. Could you confirm the correct item sequence for purposes of our quote submission?

7. There is mention of a picture that we should be able to reference for printing purposes in the SOW. I don't see a picture attached to the solicitation. Would you be able to provide the image?
"See attached picture for an example of the printing. " support accurate quotation development, we respectfully request clarification on the following items:
8. Sample Submission
For the required product sample, would USDA prefer a full assembled shipper box set including all inserts, or are representative individual components acceptable? A full assembled shipper box set is preferable, but if you cannot send an assembled box, please send detailed instructions for assembling box parts.
9. Printing Artwork / Layout
Is there an existing approved print layout, dieline, or artwork file available for the required DayGlo hot pink markings on the outer shipper cartons? No existing files, but please see photo.
10. Ordering Cadence Are estimated annual quantities typically ordered in scheduled releases throughout the year, or does the Government anticipate surge/emergency release patterns tied to fruit fly response operations? Ordered in scheduled releases, not ordered for emergencies. Box orders are placed as needed according to operational needs. Half-orders are typically placed twice during one ordering period to amount to the full quantity per ordering period.
11. Equivalent Ink Standard
For the DayGlo hot pink print requirement, are commercially equivalent fluorescent inks acceptable provided legibility and visibility standards are maintained? The DayGlo hot pink print or equivalent is a requirement. It must be hot pink.
What is the typical ordering pattern, including the number of delivery orders issued per year and the average quantity per order? Ordering pattern is typically two half-orders per ordering period.
Each half-order would look like this:
Unit
0003 Fruit Fly Scored Pads – corrugated fiberboard pad
5,000 EA
0004 Level Stand - corrugated fiberboard pad
5,000 EA
0005 Level Separator - corrugated fiberboard pad
5,000 EA
0006 Top Level Separator - corrugated
2,500 EA
Will delivery orders typically include multiple line items per shipment, or be issued by individual item? Each order will include items 0001-0006.
Should contractors expect smaller, more frequent shipments or larger, consolidated shipments, and will ordering patterns support standard ocean freight (LCL) transit without requiring expedited or air shipments? Larger/consolidated shipments via standard shipping. Not expedited.
What is the expected lead time from delivery order issuance to delivery, and is this lead time generally consistent? Lead time after an order is placed is typically two-three months.
Are contractors expected to hold inventory to support rapid or short-turn orders, or can production be scheduled based on delivery orders? Based on delivery orders, not based on rapid or short-turn orders.
Are there any delivery or site constraints (e.g., truck size limitations, access restrictions, staging limitations, or delivery windows beyond appointment requirements)? No truck size limitations.
Site has controlled access via appointments only with delivery window between 0600-1200, M- F.
Are there any pallet configuration, height, or weight limitations, and is there flexibility to optimize palletization for freight efficiency? Standard pallet size with height limitation of 80”.
No weight limitation.
What is the process for handling rejected or non-conforming materials, including responsibility for replacement and associated freight? All responsibility for rejected or non-conforming materials is at the expense of the contractor.
Are expedited or short-turn orders expected as part of this requirement? No If so, how frequently and under what circumstances? N/A
Are the estimated quantities based on historical usage or projected future demand? Both.
Is this requirement primarily ongoing operational demand or event-driven/emergency response?
Ongoing demand and not event-driven.
Is this an existing contract up for renewal? Yes. If so, please provide the prior solicitation or contract number, along with any available historical ordering data (e.g., order frequency and typical order size). This type information would have to be requested through the Freedom of Information Act.
Is there any available prior award pricing, government estimate, or typical order value range to help align pricing with expectations? Typical order value is two half-orders per ordering period to equal the full quantity listed per ordering period.
May I ask if you have specific brand or part numbers? Boxes are custom made. No specific brand or part numbers exist.
The specification states:
"The information on this box shall be printed in DAYGLO Hot Pink Colored Ink or equivalent.
The printing shall be clear and easily read. See attached picture for an example of the printing.
The printing shall be centered on the outside of each length side of the box and in all capital letters as follows:"
The requirement mentions an attachment with an example image. To ensure accuracy and provide a correct quote, could you please confirm whether the attachment is available and provide it if so? This will help us verify font size, layout, and any additional formatting expectations.
