About this file

This is a Questions and Answers document for a federal contract opportunity. The document addresses ten inquiries from prospective offerors regarding a new service requirement. The Government clarifies that this is a new requirement with no incumbent contractor and no previous award to compare against. Vendors are required to propose their own FTE staffing levels and labor hours based on industry experience rather than Government-provided estimates. The services do not require a transition or phase-in period, with full performance expected to commence on the Period of Performance start date. Weekly service frequency indicates once per week, and quarterly tasks are also specified in the Statement of Work.

Response format requirements specify that offerors must submit a completed SF 1449 form and may include their own quote sheet as supplemental documentation. No specific insurance limits or bonding requirements apply to this contract. Vendor personnel do not need to maintain continuous on-site presence during the Monday–Friday 9:00 a.m.–5:00 p.m. window; they need only be on-site long enough to complete required tasks. Site access requires vendor personnel to obtain an AOA badge through the Hawaii airports system at https://airports.hawaii.gov/ito/passid/forms/.

1. Combined Synopsis/ Page #1: Is this a new or follow-on requirement?

• This is a new requirement

2. SOW/PAGE 4: Can the Government provide the anticipated FTE staffing level (number of FTEs), total estimated labor hours, and the expected number of workdays per week for this requirement?

• The Govt will not dictate how many FTEs are required to accomplish the tasks laid out in the SOW, nor the total labor hours. Vendors are required to propose the number of FTE and hours that they (based on industry experience) believe will be required to accomplish the work as specified in the SOW

3. Combined Synopsis/ Page #1: Attachment 1 – Solicitation Terms and Conditions is referenced as containing instructions and evaluation criteria, but it appears to consist primarily of the SF 1449 and clauses. In the absence of Instructions to Offerors, please confirm the required format for quotations?

• Offerors will need to return a completed copy of the SF 1449, but can also include their own quote sheet as an additional document

4. Combined Synopsis/ Page #5: Is there an incumbent contractor, and if so, can the Government provide the incumbent’s name, contract number, and total value?

• There is no incumbent, this is a new requirement

5. Combined Synopsis/ Page #5: Is there a change in scope from the previous award and this RFP?

• This is a new contract, there is no previous award

6. Attachment 1/Page 1: What is the planned transition period length prior to full performance?

• Full performance is expected to begin on the PoP start date. The services are not complex enough to require a “phase-in” period.

7. Can you confirm the intended weekly service frequency? The scope references weekly and quarterly tasks, and I would like to confirm whether “weekly” indicates one service per week or multiple service days per week.

• “Weekly” indicates once per week.

8. Are there specific insurance limits and/or bonding requirements applicable to this contract?

• No

9. Is a continuous on-site presence required during the Monday–Friday 9:00 a.m.– 5:00 p.m. window, or is completion of the required tasks within that timeframe sufficient?

• No, vendor personnel only need to be on site long enough to accomplish the tasks laid out in the SOW

10. Could you clarify the process for badges and access for our personnel to perform the work on-site?

• Vendor personnel will need to acquire an AOA badge (link below) in order to gain access to the site.
