About this file
This document is a Questions and Answers file for Solicitation 12639525Q0073, addressing a USDA facilities maintenance services contract for two Cotton and Tobacco Program facilities in Lamesa and Lubbock, Texas. The solicitation is a re-procurement of an existing contract (12474020D0005) set to expire in May 2025, seeking a single-award, firm fixed-price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a base period of one year and four one-year option periods.
The Q&A document provides insights into the contract's scope, including maintenance requirements for two cotton classing facilities. Key details include approximately nineteen repairs over $2,500 in Lamesa and four such repairs in Lubbock over the past four years. The USDA indicates flexibility in project management, allowing one Project Manager to oversee both sites. The solicitation emphasizes technical factors such as Technical Approach Narrative, Quality Control Program, Key Personnel, and Experience & Past Performance as significantly more important than cost, with the government anticipating award around April 15, 2025.

Solicitation 12639525Q0073 Questions and Answers
Q: I was contacted by a Mechanical Company that wanted us to quote the water treatment for the Classing Facilities in Lamesa and Lubbock. I was wanting to send a quote to all of the companies that were interested in placing a bid in for the work. Can you provide me with a list of contacts for those companies?
A: USDA does not have that information, and it is not possible to accurately forecast this information prior to receiving quotations.
Q: Under loose cotton filtration on the Lamesa location there is a note for replace shaft upon failure. Does this contract include the price to replace this shaft or just that we are available to replace it upon the event it fails and charge for the repair?
That is a large ticket item to include in the event that it may or may not fail. The only other thing I see is the 24 and 40 sets of roll filter media for the different locations. I assume that is over the span of the whole contract duration?
A: Any service that does not fall under the standard services (preventative maintenance) would fall under additional services (as-needed maintenance). Please see Section 1.2.2 (Additional Services) As-Needed Maintenance – Major Repairs within the Performance Work Statement (page 17 in the attached PDF).
Q: I would like to find out if the project mentioned above is considered as a potential new requirement or is there an incumbent contract currently performing these services? If there are incumbent vendor(s), would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award and end dates, total contract value)? Lastly, is an estimated value available for this requirement?
A: This is a re-procurement for Contract 12474020D0005 that expires in May 2025;
USDA will not provide an estimate for this procurement.
Q: How many per year 2,500.00 deductible repair events occurred over last 4 years for each site?
A: For the facility in Lamesa, TX there have been approximately nineteen (19) repairs that were $2,500.00 or more over the last four (4) years. For the facility in Lubbock, TX there have been approximately four (4) repairs that were $2,500.00 or more over the last four (4) years.
Q: What is the FTE (Full Time Employee) staff trades mix on site with current contractor at each site.
A: USDA will not provide this information; it is the responsibility of the Vendor to determine appropriate staffing levels for their quotations.
Q: Can 1 Project Manager be assigned to manage both sites?
