About this file

This document is a Standard Form (SF) 1449 Solicitation/Contract for Commercial Items for the USDA Animal and Plant Health Inspection Service (APHIS) to procure sample cotton sacks for the Cotton and Tobacco Program. The firm fixed-price, indefinite-delivery, indefinite-quantity (IDIQ) contract will be awarded for a five-year period from May 1, 2025, to April 30, 2030. The solicitation is set aside 100% for small businesses with a size standard of 500 employees under NAICS code 314910.

The procurement involves two types of sample sacks: without flap and with flap, to be delivered to multiple USDA Cotton Classing Offices including locations in Abilene, TX, Macon, GA, Memphis, TN, Florence, SC, and Visalia, CA. Vendors must submit technical samples by March 12, 2025, for evaluation, along with a minimum of two and maximum of five past performance references. The government will evaluate offers based on technical qualification, past performance, and price, with technical and past performance being significantly more important than cost. The anticipated award date is March 31, 2025, and vendors must be registered in the System for Award Management (SAM).

1.1 SPECIFICATIONS FOR WOVEN POLYPROPYLENE COTTON SAMPLE

SACK WITHOUT FLAP:

The USDA, AMS, Cotton Program requests bids for woven polypropylene cotton sample sacks as specified below. Refer to attached drawing for dimensions and locations.

The sack shall be constructed of woven polypropylene material.

The sack shall be at a minimum 28” wide and 40” deep in size.

The top of the sack shall be folded over approximately 2” and sewn continuously to form a solid double fold all the way around the mouth for added strength. It is imperative that this be strictly adhered to so that sufficient strength is maintained since this fold will contain the closure.

The sack shall be equipped with a drawstring closure. It shall be contained within a double fold for strength and located in the top 2” of the sack.

Drawstring: The drawstring must be of a strong and durable cotton or nylon construction and must be a minimum of 3/16” in diameter. The drawstring shall be attached to the sack with a stitch in the midpoint of the sack to prevent it from slipping out of the sack. The drawstring must move easily through the seam. The ends of the drawstring must be singed, clinched, or otherwise made to prevent unraveling.

The sack shall have printed on one side that reads, “Property of USDA, AMS, Cotton Program” and “PHONE NO. 901-384-3010” in letters a minimum of 1 ¼ inches in height.

All offerors shall submit a pre-production model sack to the USDA for approval prior to award of the solicitation. This prototype must meet all above specifications with the exception of the printed letters and must be submitted to be eligible for the award of solicitation.

When submitting the offer for the sacks, include any weave specification information for the proposed sack (strength, density, etc.) as well as information about the drawstring.

PART 2 – INDEFINITE QUANTITY PROVISIONS:

2.0. Ordering Procedures

USDA may order supplies within the general scope of the Contract at its discretion at any time throughout the five-year contract period. Upon the USDA’s request and within five (5) business days, unless an extension is granted by USDA, the Contractor must provide a quotation that includes the requested quantities of bale bags for each specified USDA, AMS, Cotton & Tobacco Program Cotton Classing Office at the established unit price within the contract for each location, in accordance with the applicable Ordering Period at the time that USDA requests the quotation.

Each quotation must also include shipping costs that are equivalent to the cost to the Contractor for all items quoted for each Cotton Classing Office and must not include any additional mark-up. At their discretion, the Contracting Officer may require the Contractor to furnish receipts to support shipping costs quoted.

After USDA receives the quotation, if the USDA elects to purchase the items, for orders greater than $10,000.00, the purchase will be made via issuance of a delivery order by a USDA Contracting Officer against the base IDIQ contract. For quotations priced at $10,000.00 or less, USDA may issue a delivery order, or the order may be placed by a USDA, AMS, Cotton & Tobacco Program employee and paid via Government Purchase Card (GPC) (credit card). The Contractor must have and maintain the ability to accept major credit cards.

All delivery orders issued under this contract will contain a delivery date of thirty (30) calendar days after the effective date (date signed by the Contracting Officer) of each delivery order, unless an alternative delivery timeframe is agreed-to by the USDA at the individual order level.

Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.

Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.

Information system means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information ( 44 U.S.C. 3502).

Safeguarding means measures or controls that are prescribed to protect information systems.

This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.

(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
