Question: Is there an incumbent contractor?
Answer: No. This is a new requirement. There is not an incumbent contractor.
Question: Does the contractor determine the schedule for induction of aircraft?
Answer: No. The schedule for induction of aircraft is set by the Government and will be accomplished by task order. Aircraft will be inducted for modifications on a fluctuating timeline.
The timeline will depend on the Navy’s divestiture schedule, available funding, and needs of the program. Currently, the Government anticipates 5 aircraft per year, but that is only an estimate.
The only guaranteed obligation is the minimum contract obligation of $1M, see AGAR Clause 452.216-73 in the solicitation.
Question: When will the first aircraft be inducted for modification?
Answer: The first aircraft is anticipated to be inducted within 45 days of contract award.
Question: Is the contractor required to be a Part 145 Repair Station, Bell Service Center, and Garmin dealer?
Answer: No. The preference for a Part 145 Repair Station, Bell Service Center, and authorized Garmin dealer is only a preference, not a requirement. The preference is based on anticipated efficiencies through parts availability and having special tooling, service information, and manuals on hand. However, this is only a preference and any quoter that can adequately provide the required services will be considered. Demonstrated past performance modifying, rather than strictly maintaining and operating, Bell 206 aircraft is preferred.
Question: How are prices determined for parts required for identified repairs?
Answer: The contractor will provide a quote for identified repairs to include parts and labor to the COR by email. Once approved by the COR and adequately funded on the task order, the contractor will proceed with the identified repairs. Labor will be at the hourly rate stated in the Schedule for the applicable ordering period.
Question: Which specific BHT 206B series Maintenance Manual is applicable?
Answer: Maintenance will be conducted in accordance with the BHT 206B3 Maintenance Manual.
Question: What specific parts must be provided by the contractor?
Answer: The contractor will provide all parts other than those needed for repairs. The SOW was revised for clarity to read, “The Contractor must provide personnel, labor, Service Bulletin Kits, parts, materials, and consumables necessary to complete aircraft transportation, modifications, and inspections specified in the Schedule. Parts and labor for repairs must be coordinated in advance with the COR and invoiced against applicable task order.”
Question: Is there a distance limitation from Whiting Field to the contractor’s facility?
Answer: There is no distance cap, but since most aircraft will be relocated to areas in the eastern U.S. after modification, the Government will consider contractor location in the overall value of the potential contract.
Question: Is there a page limit for submissions?
Answer: No.
