2.0 MONTANA STATEMENT OF WORK

GRASSHOPPER AND MORMON CRICKET

SUPPRESSION PROGRAM AERIAL APPLICATION

2.1. Background

The USDA, Animal and Plant Health Inspecon Service (APHIS), Plant Protecon and Quaranne Services (PPQ), in Montana intends to procure services including all labor, equipment, supervision, transportaon, operang supplies, and incidentals necessary for applying grasshopper treatments in mulple regions in Montana. The Contract Pricing Schedule specifies separate line items for three regions where grasshopper treatments may be needed in Montana. The intent of this acquision is to award one or mulple firm-fixed-price Indefinite Delivery, Indefinite Quanty (IDIQ) contract for the three idenfied treatment regions.

The type of service is a full-service rangeland aerial spraying treatment using Diflubenzuron. A contractor upon award of a contract, will provide all required Diflubenzuron, clean crop oil, buffering agents and water to complete the applicaon once a task order designed is issued. The GHMC General Statement of Work (Atachment 1) is hereby incorporated by reference and lists technical specificaons, terms and condions applicable to this contract and any contracts awarded for USDA APHIA rangeland Grasshopper and Mormon Cricket Suppression Program Aerial Applicaon services.

2.2. Scope of Work

The USDA, APHIS, Plant Protecon and Quaranne in Montana requires aircra, personnel, facilitang equipment, and services to apply pescides in mulple regions. The objecve is to reduce the grasshopper populaon in each of the project areas if the grasshopper populaons reach treatment levels.

2.3. Contract Type and Period of Performance

The firm-fixed-price Indefinite Delivery, Indefinite Quanty (IDIQ) will be award date through one base year and one opon year.

If treatment is required, the Contractor(s) may be required to commence work under each resulng contract as early as June 15, 2024 (report on site June 14) or upon official noficaon by the Contracng Officer through issuance of task orders. It is esmated that aerial spraying treatments will begin someme mid-June through July each year.

2.4. Performance Requirement

The type and amount of equipment and personnel needed to accomplish the contract work; including satellite geo-posioning guidance and recording device is the responsibility of the Contractor. The aircra must have flat fan nozzles, the ability to accept/read shape files and the ability to overlay spayed areas on a map aer treatment. The work shall be done in strict compliance with the specificaons provided by terms, specificaons, condions, and provisions of this solicitaon and the General Statement of work.

The Contractor shall be liable for default unless non-performance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the U.S. Federal Government in either its sovereign or contractual capacity, fires, floods, epidemics, quaranne restricons, strikes, unusually severe weather, and delays of common carriers. The Contractor shall nofy the Contracng Officer in wring as soon as it is reasonably possible aer the commencement of any excusable delay, seng forth the full parculars in connecon there with, shall remedy such occurrence with all reasonable dispatch, and shall promptly give writen noce to the Contracng Officer of the cessaon of such occurrence (see clause 52.212-4 (f)).

Offerors are reminded that there are numerous biological and entomological factors that determine the me and sequence of treatments. The importance of starng and compleng a program within specified limits is crical. The objecve of each program is to achieve the desired coverage of the designated geographic areas within specified me frames.

No adjustment will be made in the contract price for providing addional aircra beyond the esmated number and category of aircra that may be required by the contract or in the esmated number of acres to be sprayed.

2.5. Task Orders

Performance must be made only as authorized by a task order when aerial spray service is required. Task orders will be issued only by a contracng officer. Each task order will specify the quanty of gallons of Diflubenzuron needed for the designated spray block(s). The task order will also include addional site-specific informaon and maps of spray blocks for that task order. Other specific technical direcon related to the task order will be provided by the COR or Authorized Program Representave.

The government is not responsible for reimbursing contractor for Diflubenzuron bought by contractor when no task orders are issued. The government recommends that the contractor purchase the necessary amount of Diflubenzuron when a task order is issued.

Mulple task orders may be issued at a me for each region idenfied in the price schedule.

Payment will be made for each gallon of inseccide acceptably applied as specified in the GHMC General Statement of Work (Atachment 1), Secon 4.4 “Payment for Gallons/lbs. Applied”, as well as contract clause 52.212-4. No payment will be made for any flying/spraying not ordered.

Covered contractor informaon system means an informaon system that is owned or operated by a contractor that processes, stores, or transmits Federal contract informaon.

Federal contract informaon means informaon, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including informaon provided by the Government to the public (such as on public websites) or simple transaconal informaon, such as necessary to process payments.

Informaon means any communicaon or representaon of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrave, or audiovisual (Commitee on Naonal Security Systems Instrucon (CNSSI) 4009).

Informaon system means a discrete set of informaon resources organized for the collecon, processing, maintenance, use, sharing, disseminaon, or disposion of informaon ( 44 U.S.C. 3502).

(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.

(xii) Idenfy, report, and correct informaon and informaon system flaws in a mely manner.

(xiii) Provide protecon from malicious code at appropriate locaons within organizaonal informaon systems.

(xiv) Update malicious code protecon mechanisms when new releases are available.

(xv) Perform periodic scans of the informaon system and real-me scans of files from external sources as files are downloaded, opened, or executed.
