About this file

This document contains questions and answers regarding federal solicitation number 12639522R0048 from the Department of Agriculture Animal and Plant Health Inspection Service Marketing and Regulatory Programs Business Services for improvements to the College of Charleston ALB Outbreak Site. The questions and answers provide clarification on inspection responsibilities, with the government paying for necessary inspections to ensure construction quality and the general contractor responsible for any other third-party inspections. It is confirmed that slab on grade is not required under new office trailers, but stone installation is recommended to minimize water pooling. Railroad ties may contain creosote and need to be handled and disposed of as hazardous waste, with potential laboratory analysis.

Q’s and A’s, ALB Charleston, Sol #12639522R0048

Who does CEPSCI inspections? Unknown Who handles the commissioning for water and sewer? General Contractor Is CWS the local water / sewer authority? Unknown

The railroad ties will need to be removed. Are they considered HAZMAT that require special handling / disposal? Depending on when the railroad was constructed, the ties may or may not be contaminated with creosote and considered an environmental hazard. As such, ties should be handled as hazardous waste and disposed of properly. Note a laboratory analysis may be required to properly classify.

Per spec section 01 45 35 are all inspections provided by and paid for by the Owner? Are there any required inspections that are to be contractor provided? Please clarify. (This question was asked, and an answer was provided in the first set of responses. However, the response was unclear as to whether the GC would be responsible for hiring the Special Inspector or if this would be by the owner.) Government will pay for inspections as deemed necessary to ensure quality assurance of the construction. All other 3rd party inspections are the expense of the GC.

Please confirm the area underneath the 2 new office trailers requires no stone or slab on grade work (this was not answered in Amendment 0002). Slab on grade is not required under the trailers. Contractor shall consider installation of stone under trailers to aid in minimizing pooling water.
