QUESTIONS AND ANSWERS:
Solicitation 12639519Q0012 HVAC Maintenance and Repair Services
Question 1. I have a question regarding the non-regular maintenance call-back and emergency call-backs. Are those hours included in the fixed price contract, or billable hourly at the time they are needed?
Answer: The non preventative maintenance or repair hours are NOT included in the preventative maintenance. They are the hourly labor rate repairs.
Question 2. Section 1.4 of the “Equipment Controls Device List” quantity shows 3 chillers, but according to Mr. Belisle during the site visit yesterday there was only “one” Chiller shown? Is this correct and if so, will you be updating the Solicitation according to reflect “one Chiller”? if not, where are the additional two Chillers to be serviced?
Answer: Only (1) Chiller. See the solicitation amendment posted on October 10, 2018 which corrected the number of chillers.
Question 3. There are (3) ABB Drives Listed for the Vent Hoods are the Vent Hoods / Motors supposed to be included with the Drives?
Answer: No. Just the drives.
Question 4. Task numbers asking 1.5.1 & 1.5.2 states “Clean Intake plenum of debris” (in our opinion this needs to be clarified: Example - Remove a plastic bag, vacuum inside of plenum, etc.)?
Answer: Intake Plenum to be free from dirt, impurities and unwanted matter
Question 5. Task number 1.5.3 states “Blow all Line Strainers” (is this referring to the Condensate Line or a pump strainer? the terminology is not very clear).
Answer: All Strainers, Condensate Line and Pumps.
Question 6. •Additionally, this project looks like a Basic Contract (maintenance only) and all repairs would be billable, unless the government met to state “full maintenance contract”? If that’s the case, then we would need to know if the government would allow a Condition Assessment to be conducted prior to the vendor accepting the equipment under a full maintenance contract?
Answer: The solicitation and ensuring contract contains fixed price line items for preventative maintenance. Additionally, it contains line items for repairs and parts as needed outside of what is covered under preventative maintenance.
In regards to the condition assessment, all contractors were provided an opportunity to conduct a site visit and view the facility and equipment. However, assessment of the equipment condition may be permissible. If the potential awardee contractor requires a condition assessment prior to signing the contract, the contractor must perform the assessment within 48 hours of notification of the potential award and provide the government with their decision on accepting the award within 48 hours of completion of the assessment. If the assessment and acceptance of award do not meet the time frames above, the USDA will make an award to the next contractor in line for award. Additionally, the contractor must perform the assessment at their own expense with no cost to the government. The assessment must also be conducted during regular business hours and at a time agreed upon by the government.
