Solicitation No. 12639518R0004, Waste Water Treatment Plant Upgrade
Section C – Description/Specifications/Statement of Work
C.1 Particulars:
1.1 Title: Waste Water Treatment Plant Upgrade
1.2 Location: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ) Moore Air Base, 22675 N. Moorefield Road, Edinburg Texas 78541
1.3 Project Background: In 2005, Moore Air Base installed two modular pre-fabricated Waste Water Treatment Plants (WWTP). Both plants have a maximum treatment capacity of 20,000 gallons per day and have moderate to severe corrosion. Up until recently, there were grounding and bonding issues associated with the plants. The WWTP are in violation of the Texas Commission on Environmental Quality (TCEQ) for corrosion and diminished corrosion maintenance. The current plants do not hold up to the extreme environmental conditions of south Texas, i.e., sun, heat, and humidity. In addition, effluent released from the WWTP is slightly acidic and contains Mexican Fruit Fly pupa casings, a by-product of fruit fly rearing. Current pump levels are approximately 300,000 gallons per month with the peak flow time period being between 0700 hours and 1530 hours, seven days a week.
1.4 Scope of Contractor Services: The purpose of this Statement of Work (SOW) is to procure contractor services to construct and install new WWTP. The project includes site preparation, installation of new WWTP and all associated electrical, mechanical, piping works, and demolition of the existing WWTP. Contractor shall construct the new WWTP as designed under Stanley Consultants, Inc. task order No. AG-32KW-D-14-0245. Modifications to the approved design shall be preapproved prior to implementation.
1.4.1 Meet with USDA employees [e.g., Facility Manager (FM), Chief Engineer, Contracting Officer (CO), etc.] to ascertain an understanding of the project’s goals and objectives, project boundaries, and to address any site security concerns. Tasks that are unclear shall be confirmed with the CO or Contracting Officer Representative (COR) prior to incurring costs.

1.4.3 Contractor is responsible for obtaining permits from TCEQ and for obtaining final approval to place the WWTP in operation. Any inspection or permit fees required by TCEQ are the responsibility of the Contractor. Contractor shall ensure that the design has TCEQ approval prior to commencing construction.
• Documentation of approvals, inspections, permits, etc. obtained from TCEQ shall be forwarded to the Government upon project completion. Likewise, meeting with TCEQ shall be documented for Government record.
1.4.4 Additions, alterations, renovations or repairs to any sewer system shall conform to that required for a new plumbing (piping) system without requiring the existing plumbing system to comply with all the requirements of the code. Additions, alterations or repairs shall not cause an existing system to become unsafe, unsanitary or overloaded. Work is limited to tasks that will ensure the proper functionality of the new WWTP.
• Minor additions, alterations, renovations and repairs to existing plumbing/sewer systems shall be permitted in the same manner and arrangement as in the existing system, provided the design documents do not specify something differently and provided that such repairs or replacement are not hazardous, do not overload or burden the current system, and are code compliant.
1.4.5 New plumbing work and parts of the existing systems affected by new work or alterations under this task shall be inspected by the COR to ensure compliance with the design documents. No piping or drainage system shall be covered, concealed or put into use until it has been tested and inspected by the COR and TECQ.
1.4.6 During construction, if the Contractor encounters an unusual situation that is not denoted on the design drawings, Contractor shall immediately notify the COR for resolution before proceeding.
1.4.7 Upon completion of restoration repairs, perform testing of the rough piping installation in its entirety to ensure the system(s) is working per the design requirements, manufacturer’s recommendations, and to ensure that there are no leaks. Plumbing system shall be tested to ensure pressure and/or flow is maintained. Please ensure a Government representative is present during system tests. Contractor shall submit written documentation stating that the system is functioning correctly.
1.4.8 Contractor shall video the new installation and piping tie-ins to ensure line is clear, functioning properly, and free of defects and bumps, and provide a copy of the video to the FM.

1.4.12 Contractor is responsible for locating existing utilities at the construction site prior to digging.
Contractor shall contact “Dig Tess” or similar entity to mark and identify potential buried utilities in the project area. Contractor will assume all responsibility if damage occurs resulting from failure to properly identify site utilities in the construction zone. Damaged utilities whether above or below grade will be repaired at no cost to the Government.
• Contractor shall not leave any open trench overnight. Excavate only the amount of trenching that can be covered during a normal shift or provide proper coverings as approved by the FM.
1.4.13 Provide the FM with a minimum of three (3) days notification, before disconnecting any utilities.
1.4.14 Contractor shall have a minimum of five (5) years of experience performing work of this caliber.
1.4.15 Contractor shall maintain a photo journal for project duration and submit upon project closeout.
1.4.16 WWTP shall be commissioned to ensure its operation is compliant with TCEQ requirements for permitting.
