Statement of Work Battery Backup Uninterruptible Power Supply Acquisition USDA AMS FGIS Technology and Science Division Background
The U.S. Department of Agriculture (USDA) Agricultural Marketing Service (AMS) operates laboratories in a privately-owned building located at 10383 North Ambassador Drive in Kansas City, Missouri 64153. The laboratories operates under the Federal Grain Inspection Service (FGIS), Technology and Science Division (TSD).
TSD provides analytical testing of grain and grain-related commodities for facilitation of the U.S. grain market. Many of these analytical tests rely on the use of expensive and sensitive equipment such as liquid chromatography/tandem mass spectrometry (LC/MS/MS). These kinds of laboratory instruments are susceptible to power interruptions, even if the interruption is for less than a couple of seconds. In such cases, the equipment may suffer damage, and the test samples may be lost. This loss of productivity and potential equipment damage may be prevented through the use of battery backup Uninterruptible Power Supply (UPS) and Power Conditioner units.
Contract Scope/Deliverables
1. Two (2) 15 kVA/13,500 Watt Digital Tower Battery Backup UPS and Power Conditioner for Sensitive Electronics unit
2. Six (6) 10 kVA/9,000 Watt Digital Tower Battery Backup UPS and Power Conditioner for Sensitive Electronics units
3. Two (2) 6 kVA/5,400 Watt Digital Tower Battery Backup UPS and Power Conditioner for Sensitive Electronics units
4. One (1) 3 kVA/2,700 Watt Digital Tower Battery Backup UPS and Power Conditioner for Sensitive Electronics unit
5. One (1) 2 kVA/1,800 Watt Digital Tower Battery Backup UPS and Power Conditioner for Sensitive Electronics unit
6. One (1) 1.5 kVA/1,350 Watt Digital Tower Battery Backup UPS and Power Conditioner for Sensitive Electronics unit
7. Two (2) Hardwire 2/3 SOOW, 2 AWG 3-conductor power cords
8. Six (6) NEMA 6-50 power cords with straight blade plugs
9. Two (2) NEMA L6-30 power cords with twist lock plugs
10. Ten (10) 120/208-240 Volt AC Power Distribution Units with ¼” Ring Terminals In addition to the base configuration, the battery backup UPS units must meet the following technical requirements:
1. Advanced UPS – the units must synchronize internal battery power with utility power to permit a seamless transfer to backup power alone should utility power be lost.
2. Power Line Conditioner – programmable modes to allow the user flexibility in how the unit handles power output, from Constant Voltage Constant Frequency (CVCF) mode for steady output regardless of input voltage or frequency, to Economy mode which allows more variability in output but with higher efficiency than CVCF mode.
3. Surge Protection – the units will be equipped with circuit breaker protection which will protect the connected lab equipment from damage from dangerous power surges.
4. Weight – maximum weight for any one battery backup UPS unit is 375 pounds.
5. Dimensions – maximum dimensions for any one battery backup UPS unit is 13x36x26 inches (WxHxD).
Terms and Conditions
This is a fixed price (not to exceed dollar amount) contract. The battery backup UPS units must be delivered to the lab facility (see address above) at a loading dock 4 feet high with a 13-foot wide driveway leading up to the dock. Installation of the units will be by others. An additional amount may be added as a shipping estimate.
Proposal Submittal
Offeror shall include technical literature of the battery backup proposed. Literature shall provide enough detail to determine it meets the requirements stated in the SOW.
