Questions and Answers – 125B24R0024 Prefabricated Metal Building

Q1: After the pre-bid site visit, I discussed this project with our Engineering/Design Team, and they do not feel that the existing concrete do not have the strength for the size of structure needed to cover the concrete pad. Would it be acceptable to construct a post frame structure along the outside of the concrete walls, with posts offset from the existing piers and set into the perimeter soil? I wanted to confirm with you that bidding the project this way will meet the expectations, since I am aware the original intent was to build the structure on top of the concrete walls. This solution will still provide all the same coverage and primary elements while decreasing the amount of concrete and earthwork required to build on top of the existing concrete structure.

A1: A proposal to build a post frame outside of the concrete pad is acceptable, the design must ensure proper drainage around the perimeter while diverting flow away from the manure lagoon. In addition, the frame posts on the east and west sides must be sheathed unlike the north and south sides which are open ends. Note that the existing pier reinforcements footings sizes (see the attachment drawings on the solicitation) . This does not change any requirements in the solicitation.

Q2: Can you verify we are to bid without taxes?

A2: This is a federal project and is exempt from state and federal taxes.

Q3: Are we to include permits (local, state, etc.)

A3: Yes. (Contract Performance, Permits on page 12 of SOW).

Q4: Please verify a bid bond and a performance/payment bond is required?

A4: A bid bond is required when submitting a proposal. Performance bonds are required if you are awarded the contract

Q5 What kind of loading do you want on the trusses?

A5 Use loading as identified by current federal, state, and local codes.

Q6 Are we to include any foundation work?

A6 Yes, if the structure is built on the existing foundation wall, the foundation must be reinforced.

Q7 Is this considered a commercial project, or does it fall under the Agricultural exempt code in Wisconsin?

A7 No, Agricultural exempt code does not apply.

Q8 Are there any minority requirements?

A8 Yes, please see Provision – FAR 52.222-23 of the Construction Clauses

Q9 Can the period of performance be extended after award once the material/equipment lead times are confirmed due to the current market conditions for the equipment this project?

A9 The period of performance can only be extended to cover material and equipment lead time, the contractor must provide written vendor confirmation to the Government.

Q10 Since the structure will no longer be built on top of the concrete walls, do I need to figure repairing the existing cracks in the concrete or can this be left alone?

A10 If post frame is constructed outside the concrete pad, concrete crack repairs are not required.

Q11 Will this building require gutters and downspouts, since the hoop frame didn’t have any form of run-off control, I am wondering if that caused issues with the site drainage or if it is fine to build without?

A11 The SOW listed gutter and downspouts as requirements (see Design and

Structural Requirements c. Roof Design pg 8, SOW)

Q12 Will there be any high-moisture storage in the new building (salt sand, fresh waste, mulch, liquids, etc.)? I am asking since if this building will be used for high-moisture items at any point in the future the structural components will need to have an epoxy coating applied.

A12 We do not plan to store high moisture materials in the building

Q13 Do the Superintendent, SSHO, and the QC Manager need to be 3 separate individuals?

A13 No
