STATEMENT OF WORK

Replace Electrical Panels

North Central Soil Conservation Research Laboratory (NCSCRL)

Statement of Work:

1. Project Location: Building 1

4. Interested parties are strongly encouraged to visit the site of the proposed work and review the existing conditions there relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit the site will not disqualify those submitting a proposal. However, change order requests for items that could have been reasonably ascertainable from a site visit (and included in a proposal) will be reviewed by the CO and evaluated accordingly.

5. Contractor shall provide replacement of multiple electrical panelboards identified below in “Panel Descriptions”. The scope of work shall include replacement of electrical panel along with associated equipment / components, conduit/wiring modifications, and miscellaneous work components as described in the “Panel Descriptions” and “General Requirements for Electrical Panel Replacement” below and shall in accordance with this Statement of Work and attached Specification Section 26 24 16. The each panel replacement shall be complete, properly functioning, code-compliant installation.

6. Period of performance shall be as indicated in the Contract Documents and begins after Notice to Proceed is issued by CO.

7. Basis-of-design products are indicated in this SOW to convey a specified standard of quality and salient characteristics desired but are not to be considered a single-source specification. Contractor-proposed equals will be considered.

The Contractor must compare and validate that quality and salient characteristics are equal and approve the proposed equal products prior to submission for Government review and approval. Additional work required to incorporate Contractor-proposed equals shall be at the Contractor’s expense.

Owner will review all Contractor-proposed equal equipment, materials, manufacturers, or installation. It shall be the Contractor’s burden to furnish all documentation and / or samples to show equality with specified items.

Owner’s decision on equality is final. Manufacturers / products that are submitted as “Approved Equal” are reviewed during the shop drawing process, not during bidding.

8. After award, Contactor shall provide submittals/product data / shop drawings on the panelboards and associated equipment / components that are proposed for the project. Submittals shall be reviewed by USDA for general conformance with the Contract Documents. Markings for comments and approval of the submittals by USDA shall not be construed as releasing the Contractor from compliance with the specified requirements.

9. The Contractor shall furnish all labor, materials, equipment, supplies, transportation, utilities, supervision, safety equipment, and incidentals for all elements of the work to provide a complete and properly functioning installation in accordance with this Statement of Work. age.

Contractor shall provide all means and methods to protect the facility and its installations from all project activities, including protecting the facility from environmental elements as the improvements are completed.

10. Contractor shall coordinate all work activities with the Owner prior to beginning any work. All work shall be scheduled in a manner such that ongoing research is not jeopardized, and facility’s ongoing day-to day operations are not affected negatively, including air quality.

Project shall be left broom-clean at the end of each workday.

Contractor shall coordinate access to all areas with the designated USDA staff.

Contractor shall verify all parking, security, and health requirements with the

USDA staff.

Coordinate with location for laydown and staging areas.

Panel Descriptions:

Note:

Panel A:

1. Panel A is in Shop Area of the facility. See Photograph 1 below.

2. Existing nameplate data of Panel A is 120/208V, 3 phase, 4 wire, 200 A, FPE

Type NALP. Existing panel is main lug only type.

3. Original construction drawings (dated April,1958) indicates main distribution panel (Panel D) in Boiler Room 14 as the source for Panel A. Panel A is supplied from 100A, three pole branch breaker at Panel D.

4. Original construction drawings (dated April,1958) indicates existing panel feeder as 3” conduit with 4 #4/0.

5. Existing panel is surface mounted type with 39”H x 16-1/4”W x 5”D panel enclosure.

6. An existing “toggle” switch for facility’s gas pump is installed adjacent to Panel A and is interlocked with Panel A. Existing toggle switch and associated circuiting shall be maintained in new Panel A installation.

7. An existing sub-panel Panel A1 (General Electric panel) has been installed adjacent to Panel B in the shop area. This sub-panel is supplied from 60A, three pole breaker at Panel A, the Panel A1 feeder is routed through the enclosure of Panel B.

Contractor shall remove existing panel feeder of the sub-panel in its entirety.

Contractor shall provide new 2-1/2” conduit with 4#4/0 and 1#4 Grd and re-feed new Panel A1 from ‘feed-thru” lugs at new Panel A. New panel feeder shall not be routed through the enclosure of Panel B.

8. The Panel A1 (sub-panel) supplies branch circuit wiring that originates from the sub-panel, is routed through Panel B enclosure and through outgoing conduits at Panel A.

Contractor shall confirm exact routing of this branch circuit wiring and confirm the associated Panel A outgoing conduits of these branch circuits.

Contractor shall intercept outgoing conduit and wiring runs of these circuits and re-route to the sub-panel such that branch circuits are not routed through Panel B.

9. Existing Panel A supplies four 208V, 20A, single phase circuits (note: Panel A has three 20A, two pole breakers with one of three 20A, two pole breakers having two wires to each terminal).

Contractor shall relocate two (2) 208V, 20A, single phase circuits to new Panel A1. Contractor shall intercept associated conduit and wiring runs of the 208V circuits and re-route to new Panel B. Wiring of these 208V circuits shall not be routed through Panel A enclosure.

10. An existing FPE safety switch is located adjacent to Panel B. A neutral conductor originates from Panel A and is routed to this safety switch. The safety switch will be renovated as described in Panel A1 notes.

Contractor shall remove neutral conductor routed to Panel A in its entirety.

11. Contractor shall remove and replace existing Panel A with new.

12. New branch breakers shall be high interrupting type with 22K AIR.

13. See Specification Section 26 24 16 and “General Requirements for Electrical

Panel Replacement” for additional information.

14. New panel shall be 120/208V, 3 phase, 4 wire, main lugs only, 225 A, branch circuit type with 42 single pole circuit spaces available. Branch breakers shall be arranged to allow connection of existing branch wiring without splicing. New panel shall be provided with the following branch breakers and accessories:

Feed-Thru Lugs Thirty-seven (37) 20A, single pole breakers.

Two (2) 20A, two pole breaker.

Panel A1 (sub-panel):

1. Panel A1 is in Shop Area of the facility. Panel A1 is a sub-panel fed from Panel A. See Photograph 1 below.

2. Existing nameplate data of Panel A1 is 120/208V, 3 phase, 4 wire, with 100A main circuit breaker, General Electric A-series.

3. Existing panel is main circuit breaker type and is supplied from Panel A.

4. See Panel A notes for replacement of Panel A1 feeder.

5. Existing panel is surface mounted type.

6. See Panel A notes for re-routing branch circuits that originate at Panel A1 and are routed through Panel B enclosure and outgoing conduits at Panel A.

A1.

8. An existing Square D safety switch is installed adjacent to Panel B and is supplied from the main lugs of Panel B. this safety switch is labeled “Oil Compressor”. Existing circuit is 208V, single phase.

Contractor shall remove existing safety switch in its entirety.

Contractor shall intercept existing conduit and wiring of this load and extend to new Panel B.

9. An existing FPE safety switch is located adjacent to Panel B and is supplied from

Panel B.

Contractor shall remove existing safety switch in its entirety.

Contractor shall intercept existing conduit and wiring of this load and re-route to new Panel A1.

10. Contractor shall remove and replace existing Panel A1 with new.

11. New branch breakers shall be high interrupting type with 22K AIR.

13. New panel shall be 120/208V, 3 phase, 4 wire, main lugs only, 225 A, branch circuit type with 30 single pole circuit spaces available. Branch breakers shall be arranged to allow connection of existing branch wiring without splicing. New panel shall be provided with the following branch breakers and accessories:

Six (6) 20A, single pole breakers.

Four (4) 20A, two pole breakers.

One (1) 30A, two pole breaker.

Two (2) 15A, three pole breakers.

One (1) 30A, 2 pole spare breaker.

One (1) 50A, three pole breaker.

Panel B:

Panel E:

1. Panel E is in Room 14 (Boler Room).

2. This panel is indicated as Panel E on existing 1958 drawings but has a “W” painted on the cover.

3. Existing nameplate data of Panel E is 120/208V, 3 phase, 4 wire, 200 A, FPE

Type NALP.

4. Existing panel is main lug only type.

5. Original construction drawings (dated April,1958) indicates main distribution panel (Panel D) in Boiler Room 14 as the source for Panel E. Panel E is supplied from 100 A, three pole branch breaker at Panel D.

6. Original construction drawings (dated April,1958) indicates existing panel feeder as 1-1/4” conduit with 3#2.

7. Existing panel is surface mounted type with 39”H x 16-1/4”W x 5”D panel enclosure.

8. Existing panel has unterminated, abandoned branch circuit wiring coiled in the panel enclosure. Contractor shall review and confirm what conduit(s) the abandoned wiring is routed in. If associated conduit(s) contain only abandoned wiring, Contractor shall cut conduit and abandoned wiring at floor level and fill conduit with non-shrink grout.

9. Contractor shall remove and replace existing Panel E with new.

10. New branch breakers shall be high interrupting type with 22K AIR.

12. New panel shall be 120/208V, 3 phase, 4 wire, main lugs only, 225 A, branch circuit type with 42 single pole circuit spaces available. Five (5) 15A, three pole breakers.

Panel F:

Existing panel feeder is tapped at main lugs of panel and extended to Panel K (Room 24). See Photograph 2 below.

4. Original construction drawings (dated April,1958) indicates main distribution panel (Panel D) in Boiler Room 14 as the source for Panel G / Panel K. Panel G / Panel K is supplied from 100A, three pole branch breaker at Panel D.

Panel K:

1. Panel K is in Room 24.

2. Existing nameplate data of Panel K is 120/208V, 3 phase, 4 wire, 200 A, FPE

Type NALP.

3. Existing panel is main lug only type. Existing panel feeder has three phase conductors without a neutral conductor. Existing panel feeder is tapped at main lugs of Panel G (Room 34) and extended to Panel K. See Photograph 2 below.

4. Original construction drawings (dated April,1958) indicates main distribution panel (Panel D) in Boiler Room 14 as the source for Panel G / Panel K. Panel G / Panel K is supplied from 100A, three pole branch breaker at Panel D.

5. Original construction drawings (dated April,1958) indicates existing panel feeder as 1-1/2” conduit with 3#1.

6. Existing panel is surface mounted type with 39”H x 16-1/4”W x 5”D panel enclosure.

Panel at Room 15 (Headhouse / Greenhouse Access):

1. Existing panel is in Room 15 (Headhouse / Greenhouse Access).

2. Existing nameplate data of Room 15 panel is 120/208V, 3 phase, 4 wire, 100 A, FPE Type NALP.

3. Existing panel is main lug only type.

4. Existing panel appears to be supplied from main distribution panel (Panel D) in

Boiler Room 14. Contractor shall confirm.

5. Existing panel is surface mounted type.

6. Contractor shall remove and replace existing Room 15 panel with new.

7. New branch breakers shall be high interrupting type with 22K AIR.

8. See Specification Section 26 24 16 and “General Requirements for Electrical

9. New panel shall be 120/208V, 3 phase, 4 wire, main lugs only, 100 A type with 30 single pole circuit spaces available. Branch breakers shall be arranged to allow connection of existing branch wiring without splicing. New panel shall be provided with the following branch breakers and accessories:

Four (4) 20 A, single pole breakers.

One (1) 30 A, single pole breaker.

One (1) 15 A, two pole breaker.

One (1) 20 A, two pole breaker.

Four (4) 30 A, two pole breakers.

One (1) 20 A, three pole breaker.

One (1) 30 A, three pole breaker.

Four (4) 20 A, single pole spare breakers.

Panel at Butler Building:

1. Existing installation at Butler Building (out building) consists of electrical equipment mounting board with multiple disconnect switches and branch circuit panel. The mounting board is approximately 48” H x 80” W. See Photograph 3 below. The following equipment was noted at the electrical equipment mounting board:

Main Disconnect for Butler Building – labeled as “N”. Bulldog Electric fusible safety switch, 200 A, three pole, fused at 200A. Load side lugs of the switch have multiple taps.

o Contractor shall remove this 200 A disconnect switch in its entirety. Line side feeder to this disconnect switch shall be intercepted and extended to main circuit breaker of new panel.

Disconnect switch for Quonset Building (adjacent to disconnect “M” – left side) - labeled as “M”. Bulldog Electric fusible safety switch, 100 A, three pole, fused at 100 A. Line side conductors are from main disconnect switch “N”. Load side lugs of switch has two feeders (one to Quonset Hut, second to adjacent 30 A disconnect switch).

o Contractor shall remove this 100 A disconnect switch and associated line side feeder in its entirety. Load side feeder to adjacent 30 A disconnect switch shall be removed in its entirety.

Load side feeder to Quonset Building shall be intercepted and extended to new panel – 100 A, 3 pole branch breaker.

Disconnect switch adjacent to disconnect switch “M” (left side). General Switch Corp, 30 A, three pole, fused at 15 A (no neutral conductor noted).

o Contractor shall remove this 30 A disconnect switch and associated line side feeder in its entirety. Load side feeder shall be intercepted and extended to new panel – 15 A, 3 pole branch breaker.

Existing FPE panel with building branch circuits. Existing panel feeder is supplied for load side lugs of main disconnect switch “N”.

o Contractor shall remove existing panel and its panel feeder is its entirety. Contractor shall intercept branch circuits of this panel and extend to new panel.

Disconnect switch adjacent to main disconnect switch “N” (right side) – labeled as “O” - Bulldog Electric fusible safety switch, 100 A, 3 pole, with no fuses installed. Load side conduit and wiring is routed to adjacent room along wall and is cut-off and abandoned.

o Contractor shall remove this 100 A disconnect switch, associated line side feeder, and associated abandoned load side feeder in its entirety.

Square D fusible safety switch, 30 A, 3 pole, with no fuses installed (older Square D switch), located on right side of mounting board.

o Contractor shall remove this 30 A disconnect switch and associated line side feeder in its entirety.

o Contractor shall intercept load side conduit and wiring and install new junction box, locate junction box in logical, accessible location. Coil wiring at junction box in electrically safe manner.

Label junction box to indicate spare wiring and where existing wiring is routed to.

Square D safety switch, 60 A, three pole (located on right side of mounting board). Line side feeder originates at load side lugs of main disconnect “N” and appears to be two phase conductors and two neutral conductors.

o Contractor shall remove this 60 A disconnect switch and associated line side feeder in its entirety. Load side feeder shall be intercepted and extended to new panel.

2. Contractor shall provide new panel at Butler Building (at equipment mounting board). Intercept and extend existing circuits to new panel as indicated in Note 1 above. Provide new grounding electrode system at new panel in accordance with requirements indicated in “General Requirements for Electrical Panel Replacement”.

3. New branch breakers shall be high interrupting type with 22K AIR.

4. See Specification Section 26 24 16 and “General Requirements for Electrical

Panel Replacement” for additional information.

5. New panel shall be 120/208V, 3 phase, 4 wire, with 200A, three pole main breaker and with 42 single pole circuit spaces available. Branch breakers shall be arranged to allow connection of existing branch wiring without splicing. New panel shall be provided with the following branch breakers and accessories:

Panel shall be service entrance rated.

One (1) 100 A, three pole breaker – for Quonset Building One (1) 15 A, three pole breaker – for load served by existing General

Switch Corp disconnect.

One (1) 60 A, two pole breaker – for load served by “newer” Square D disconnect.

One (1) 15 A, single pole breaker Six (6) 20A, single pole breakers Six (6) 20A, single pole spare breakers.

One (1) 20A, two pole spare breaker.

One (1) 30 A, two pole spare breaker.

One (1) 30 A, three pole spare breaker.

Panel at Quonset Building:

1. Existing installation at Quonset Building (out building) consists of electrical equipment mounting board with main building disconnect switch and branch circuit panel. See Photograph 4 below. The following equipment was noted at the electrical equipment mounting board:

Main Disconnect for Quonset Building – labeled as “Z”. Bulldog Electric fusible safety switch, 100 A, three pole, fused at 100 A (note: only 2 phase conductors are fused, third phase conductor of building feeder is not fused). Line side feeder originates from Butler Building. Load side lugs of the switch has two feeders (one feeder is for branch circuit panel, second feeder exits the Quonset Building).

o Contractor shall remove this 100 A disconnect switch in its entirety. Line side feeder to this disconnect switch shall be intercepted and extended to main circuit breaker of new panel.

o Contractor shall intercept load feeder that exits the Quonset Building and extend to the new panel.

Existing FPE panel with building branch circuits. Existing panel feeder is supplied for load side lugs of main disconnect switch “Z”.

o Contractor shall remove existing panel and its panel feeder is its entirety. Contractor shall intercept branch circuits of this panel and extend to new panel.

6. Contractor shall provide new panel at Butler Building (at equipment mounting board). Intercept and extend existing circuits to new panel as indicated in Note 1 above. Provide new grounding electrode system at new panel in accordance with requirements indicated in “General Requirements for Electrical Panel Replacement”.

7. New branch breakers shall be high interrupting type with 22K AIR.

8. See Specification Section 26 24 16 and “General Requirements for Electrical

Panel Replacement” for additional information.

9. New panel shall be 120/208V, 3 phase, 4 wire, with 100A, three pole main breaker and with 18 single pole circuit spaces available. Branch breakers shall be arranged to allow connection of existing branch wiring without splicing. New panel shall be provided with the following branch breakers and accessories:

Panel shall be service entrance rated.

Panel shall be equipped with feed-thru lugs – for feeder that exits building.

Five (5) 20A, single pole breakers One (1) 50 A, two pole breaker.

One (1) 20 A, three pole breaker.

Five (5) 20 A, single pole spare breakers.

General Requirements for Electrical Panel Replacement:

1. The renovated installations shall be code-compliant, properly functioning; and shall be installed in accordance with the requirements of the Statement of Work (including these supplemental requirements and Specification Section 26 14) and in accordance with manufacturer’s written recommendations and instructions.

2. After award, Contractor shall review and confirm laydown and staging areas with Owner. Laydown and staging areas shall be acceptable to Owner.

3. After project award, the Contractor shall inspect / confirm all existing conditions and dimensions prior to proceeding with any project activities and identify all existing conditions that may impact the work and alert the CO immediately if conditions are discovered that differ from the SOW.

4. Prior to submission of shop drawings and product data on new panels, Contractor shall perform an on-site review of the existing panel installations.

Contractor shall remove panel covers and review wiring installations including confirming if wire sizes match circuit breaker sizes for code compliance (i.e.

confirm that #12 AWG or larger is on 20A breakers, #10 AWG or larger is on 30 A breakers, etc.) and to identify any items of concern. Contractor shall submit a written report (email) to the Owner of their findings so that any adjustment to the specified branch breakers is captured in the submittal process.

5. Contractor shall submit shop drawings and product data on proposed new panels and associated equipment. Submittals shall be reviewed by USDA for general conformance with the project requirements. Markings for comments and approval of the submittals by USDA shall not be construed as releasing the Contractor from compliance with the specified requirements.

All submittals shall be distributed to and reviewed by the Government prior to commencing work at the site. Purchase of materials prior to submittal approvals are at the Contractor’s risk.

Product data sheets shall indicate and shall be clearly marked to identify the specific model, size, dimensions, capacities, and performance characteristics of the material / component to be furnished.

Shop Drawings shall indicate and shall be clearly marked to identify the assembly, unit dimensions, and construction details of the material / component to be furnished.

6. New electrical panels shall comply with the requirements indicated in attached Specification Section 26 24 16.

7. Contractor shall provide new typewritten panel directory at each new electrical panel that is furnished in the project.

At each new panel, Contractor shall include two (2) on-site hours of one electrician to confirm existing loads supplied by the panel and new typewritten panel directories shall reflect these efforts. If existing load cannot be determined, after this effort, indicate load as “Existing Load” in the directory. Contractor shall review panel directory with Owner prior to finalizing.

8. Contractor shall provide label on each new electrical panel. Label shall be engraved, laminated acrylic type or melamine label with ½” high lettering. Label shall indicate panel designation, voltage, phase, amperage, and source as a minimum.

9. Each new panel shall be equipped with a neutral bar with terminations that are properly sized for existing wiring present and with terminations in a quantity for future addition of circuit breakers. Neutral bar shall be insulated type unless otherwise noted. (Note: Neutral bar shall be provided at each new panel, even panels with 3 phase, 3 wire panel feeders. This neutral bar could be potentially used in a future project to upgrade panel feeders).

10. Each panel shall be equipped with an equipment grounding bar with terminations that are properly sized for existing wiring present and with terminations in a quantity for future addition of circuit breakers. Equipment grounding bar shall be bonded to the panel enclosure in accordance with NEC requirements.

11. Contractor shall include the following in their proposal:

Contractor shall furnish and install panel manufacturer furnished

‘identified’ handle ties, include 70 handle ties in Contractor’s proposal.

Contractor shall confirm any existing multiwire 120 V branch circuits (120

V circuits with shared neutral) at each panel to be replaced. Contractor shall install handle tie(s) at branch breakers of multiwire branch circuits for compliance with NEC 240.4.

12. Contractor shall intercept / modify / extend conduit and wiring installations at each panel to re-connect panel feeder and branch circuits. Modifications shall be performed in a neat, workmanlike, code-compliant manner.

13. When indicated, a grounding electrode system shall be provided at the new panel. The new grounding electrode system shall consist of:

#4 AWG, copper grounding electrode conductor. Connect grounding electrode conductor to ground rod with exothermic weld. Connect grounding electrode conductor to equipment ground bar of new panel and bond to panel enclosure. (Note: Neutral bar at new panel shall be insulated type.

5/8” diameter x 10’-0” long copper weld ground rod. Drive ground rod outside building to 12” below finished grade.

PART 1 - GENERAL

1.1 SUMMARY

A. Section Includes:

1. Branch-circuit panelboards.

1.2 SUBMITTALS

A. Product Data: For each type of panelboard, switching and overcurrent protective device, transient voltage suppression device, accessory, and component indicated. Include dimensions and manufacturers' technical data on features, performance, electrical characteristics, ratings, and finishes.

B. Shop Drawings: For each panelboard and related equipment.

1. Include dimensioned plans, elevations, sections, and details. Show tabulations of installed devices, equipment features, and ratings.

2. Detail enclosure types and details for types other than NEMA 250, Type 1.

3. Detail bus configuration, current, and voltage ratings.

4. Short-circuit current rating of panelboards and overcurrent protective devices.

5. Include evidence of NRTL listing for series rating of installed devices.

6. Detail features, characteristics, ratings, and factory settings of individual overcurrent protective devices and auxiliary components.

7. Include wiring diagrams for power, signal, and control wiring.

8. Include time-current coordination curves for each type and rating of overcurrent protective device included in panelboards. Submit on translucent log-log graft paper; include selectable ranges for each type of overcurrent protective device.

1.3 QUALITY ASSURANCE

A. Source Limitations: Obtain panelboards, overcurrent protective devices, components, and accessories from single source from single manufacturer.

B. Product Selection for Restricted Space: Drawings indicate maximum dimensions for panelboards including clearances between panelboards and adjacent surfaces and other items. Comply with indicated maximum dimensions.

C. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application.

D. Comply with NEMA PB 1.

E. Comply with NFPA 70.

1.4 DELIVERY, STORAGE, AND HANDLING

A. Remove loose packing and flammable materials from inside panelboards; install temporary electric heating (250 W per panelboard) to prevent condensation.

B. Handle and prepare panelboards for installation according to NECA 407.

1.5 PROJECT CONDITIONS

A. Environmental Limitations:

1. Do not deliver or install panelboards until spaces are enclosed and weathertight, wet work in spaces is complete and dry, work above panelboards is complete, and temporary HVAC system is operating and maintaining ambient temperature and humidity conditions at occupancy levels during the remainder of the construction period.

2. Rate equipment for continuous operation under the following conditions unless otherwise indicated:

a. Ambient Temperature: Not exceeding 23 deg F to plus 104 deg F.

b. Altitude: Not exceeding 6600 feet.

B. Service Conditions: NEMA PB 1, usual service conditions, as follows:

1. Ambient temperatures within limits specified.

2. Altitude not exceeding 6600 feet.

C. Interruption of Existing Electric Service: Do not interrupt electric service to facilities occupied by Owner or others unless permitted under the following conditions and then only after receiving approval from the Owner.

1. Notify Owner no fewer than two days in advance of proposed interruption of electric service.

2. Do not proceed with interruption of electric service without Owner's written permission (email acceptable).

3. Comply with NFPA 70E.

1.6 COORDINATION

A. Coordinate layout and installation of panelboards and components with other construction that penetrates walls or is supported by them, including electrical and other types of equipment, raceways, piping, encumbrances to workspace clearance requirements, and adjacent surfaces.

Maintain required workspace clearances and required clearances for equipment access doors and panels.

A. Furnish extra materials that match products installed and that are packaged with protective covering for storage and identified with labels describing contents.

2.2 GENERAL REQUIREMENTS FOR PANELBOARDS

A. Enclosures: Flush- and surface-mounted cabinets.

1. Rated for environmental conditions at installed location.

a. Indoor Dry and Clean Locations: NEMA 250, Type 1.

b. Outdoor Locations: NEMA 250, Type 3R.

c. Wash-Down Areas: NEMA 250, Type 4X, stainless steel.

d. Other Wet or Damp Indoor Locations: NEMA 250, Type 3R.

e. Indoor Locations Subject to Dust, Falling Dirt, and Dripping Noncorrosive Liquids:

NEMA 250, Type 12.

2. Skirt for Surface-Mounted Panelboards: Same gage and finish as panelboard front with flanges for attachment to panelboard, wall, and ceiling or floor.

2.4 DISCONNECTING AND OVERCURRENT PROTECTIVE DEVICES

A. Molded-Case Circuit Breaker (MCCB): Comply with UL 489, with interrupting capacity to meet available fault currents.

1. Thermal-Magnetic Circuit Breakers: Inverse time-current element for low-level overloads, and instantaneous magnetic trip element for short circuits. Adjustable magnetic trip setting for circuit-breaker frame sizes 250 A and larger.

2. GFCI Circuit Breakers: Single- and two-pole configurations with Class A ground-fault protection (6-mA trip). Furnish when indicated in Statement of Work.

3. Ground-Fault Equipment Protection (GFEP) Circuit Breakers: Class B ground-fault protection (30-mA trip). Furnish when indicated in the Statement of Work.

4. Arc-Fault Circuit Interrupter (AFCI) Circuit Breakers: Comply with UL 1699; 120/240- V, single-pole configuration. Furnish when indicated in the Statement of Work.

5. Molded-Case Circuit-Breaker (MCCB) Features and Accessories:

a. Standard frame sizes, trip ratings, and number of poles.

b. Application Listing: Appropriate for application; Type SWD for switching fluorescent lighting loads; Type HID for feeding fluorescent and high-intensity discharge (HID) lighting circuits.

c. Ground-Fault Protection: Integrally mounted relay and trip unit with adjustable pickup and time-delay settings, push-to-test feature, and ground-fault indicator.

d. Shunt Trip: 120-V trip coil energized from separate circuit, set to trip at 75 percent of rated voltage.

h. Handle Clamp: Loose attachment, for holding circuit-breaker handle in on position.

2.5 ACCESSORY COMPONENTS AND FEATURES

A. Accessory Set: Include tools and miscellaneous items required for overcurrent protective device test, inspection, maintenance, and operation.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Receive, inspect, handle, and store panelboards according to NECA 407.

B. Examine panelboards before installation. Reject panelboards that are damaged or rusted or have been subjected to water saturation.

C. Examine elements and surfaces to receive panelboards for compliance with installation tolerances and other conditions affecting performance of the Work.

D. Proceed with installation only after unsatisfactory conditions have been corrected.

3.2 INSTALLATION

A. Install panelboards and accessories according to NECA 407.

B. Temporary Lifting Provisions: Remove temporary lifting eyes, channels, and brackets and temporary blocking of moving parts from panelboards.

C. Mount top of trim so that top-most breaker handle is 72” inches above finished floor unless otherwise indicated.

D. Mount panelboard cabinet plumb and rigid without distortion of box. Mount recessed panelboards with fronts uniformly flush with wall finish and mating with back box.

E. Install overcurrent protective devices and controllers not already factory installed.

1. Set field-adjustable, circuit-breaker trip ranges.

F. Install filler plates in unused spaces.

G. Arrange conductors in gutters into groups and bundle and wrap with wire ties.

H. Comply with NECA 1.

3.3 IDENTIFICATION

A. Create a directory to indicate installed circuit loads; incorporate Owner's final room designations.

Obtain approval before installing. Use a computer or typewriter to create directory; handwritten directories are not acceptable.

3.4 FIELD QUALITY CONTROL

A. Acceptance Testing Preparation:

1. Test insulation resistance for each panelboard bus, component, connecting supply, feeder, and control circuit.

2. Test continuity of each circuit.

B. Tests and Inspections:

1. Perform each visual and mechanical inspection and electrical test stated in NETA Acceptance Testing Specification. Certify compliance with test parameters.

2. Correct malfunctioning units on-site, where possible, and retest to demonstrate compliance; otherwise, replace with new units and retest.

C. Panelboards will be considered defective if they do not pass tests and inspections.

D. Prepare test and inspection reports, report shall identify panelboards tested and shall include deficiencies detected, remedial action taken, and observations after remedial action.

3.5 ADJUSTING

A. Adjust moving parts and operable component to function smoothly and lubricate as recommended by manufacturer.

B. Set field-adjustable circuit-breaker trip ranges as indicated.
