ITEM #1:

Please send any further questions to Beverly Brown at beverlys.brown@usda.gov. All answers to questions received will be replied to on the http://beta.sam.gov website as an additional addendum.

ITEM #2:

Teinert Construction: Clarify the requirements for the hard copy and the email proposal?

• The proposer is required to submit both a hard copy proposal and a soft copy via email to Beverly Brown:

o Hard Copy: 100 Riverside Parkway, Suite 101, Fredericksburg, Virginia 22406 Attn: Beverly Brown o Soft Copy: beverlys.brown@usda.gov

• The mechanical design, if installed properly, will result in ASTM Conditions of 70 deg.F/65%”RH. The design team will not give prior approval for any substitution, but substitution requests will be considered in accordance with section 01600.

ADDENDUM NUMBER ONE (1) Page 2

ITEM #4:

Price Break-out: Please clarify how you want to see the pricing for this proposal?

• In addition to the lump sum amount, the proposer is required to provide a break-down of costs by submittal division and showing labor/material break-out. It would resemble a typical Schedule of Values for the selection committee to review.

ITEM #5:

Are we required to use the E-Verify system?

• Yes.

ITEM #6:

Regarding the Small Business Plan, is there a HUB Subcontracting incentive?

• This is not an incentive program. We want to know if the respondent has a method or program of soliciting small businesses to ensure fair opportunities to small businesses.

ITEM #7:

As an additional clarification to the Small Business Plan, are you asking us to provide a narrative on our approach to offer opportunities and not actually listing any subcontractors?

• Yes. You do not need to show actual subcontractors regarding the Small Business Subcontracting Plan. We would like to know how you plan on soliciting and contracting with small businesses. Please see FAR 19.704 for plan requirements.

• The building’s mechanical and electrical systems are critical to the functionality of the building, because of the ASTM conditions. A critical component of best value is your mechanical and electrical subcontractors.

These should be identified, along with their experience relative to facilities for USDA Cotton and also large projects on the Texas Tech campus.

• The mechanical system consists of water-cooled heat recovery chillers, condensing boilers, built-up air handlers, and complex controls. This is a high-end mechanical system, requiring specialized expertise in the mechanical trades. Subcontractors who can demonstrate proficiency in installation of large systems demonstrate best value to the government.

• Project schedule shall include time for commissioning and completing the building, ready for occupancy.
