About this file

This is a Questions and Answers document for the Cisco Branch Ontonagon River Bridge Replacement project (Solicitation 12445527Q0001), a small business set-aside solicitation issued by the Department of Agriculture Forest Service for highway and bridge construction services. The document addresses six inquiries submitted by potential offerors regarding project requirements and constraints.

Key clarifications provided include: (1) all work must be completed by October 1, 2027, with the 180-day Notice to Proceed referring only to on-site construction time, not material ordering; (2) in-stream work is contractually controlled between June 1 and September 15 per EGLE permit restrictions; (3) temporary stream control will utilize existing abutments as cofferdams with no additional permit approvals anticipated; (4) offerors may inspect the site independently without advance notice or access restrictions; (5) utility relocation coordination details remain under review; and (6) Forest Road 6930 closure is limited to 90 consecutive days followed by a mandatory 20-day reopening period before subsequent closures may commence. Two responses were noted as pending research at the time of the document's last update on October 9, 2026.

12026-10-09Standard Form 1442 states completion within 180 calendar days after Notice to Proceed, while the solicitation states the entire work must be ready for use no later than October 1, 2027. Please confirm the controlling completion requirement and whether the contractor must satisfy both. All work must be completed by 10/01/2027. The 180 days after NTP refers to on-site construction time.

An NTP is not required for ordering materials. This office considers "proceed" to mean physically perform construction on-site. NTP only needs to be issued up to 14 days prior to mobilization to the job site.

22026-10-09The project plans state that all in-stream work shall be performed between June 1 and September 15, while the EGLE permit prohibits in-stream work from October 1 through May 31. Please confirm that the contractually controlling in-stream work window is June 1 through September 15.[Researching, Response Pending]
32026-10-09Supplemental Specification Section 157 discusses berms, temporary bypass channels, stream diversion, and dewatering procedures. The EGLE permit states that temporary fills or structures in the stream channel or floodplain are not authorized unless separately approved. Please clarify what temporary stream-control/dewatering methods are currently authorized under the project permit and whether any additional permit approval will be required from the contractor.Intent of the design is to utilize the existing abutments as cofferdams for construction of the new abutments. Once abutment construction is complete, the existing abutment walls are to be removed, down to elevation 1289.60’. No other temporary stream control devices are anticipated and no additional permit approvals are anticipated.
42026-10-09The solicitation urges offerors to inspect the project site but does not identify a scheduled Government site visit. Please confirm whether offerors may inspect the site independently and advise whether there are any access restrictions or advance-notice requirements.Contractors may inspect the site at their convenience; no access restrictions or notice necessary.
52026-10-09The plans require coordination of utility relocation work at no additional cost to the project. Please identify any known utilities within the construction limits, known conflicts, or anticipated utility relocations that bidders should include in their pricing.[Researching, Response Pending]
62026-10-09Supplemental Specification Section 156 permits closure of Forest Road 6930 from Station 8+05 to Station 11+45 for a maximum of 90 consecutive days, followed by a minimum of 20 consecutive days open. Please confirm whether, if additional closure time is required, the roadway must be fully reopened to public traffic for 20 consecutive days before another closure period may begin.Confirmed. Please advise if 90 days is insufficient and why.
