SUBJECT: RFQ 12445526Q0102 Questions & Answers

1. Question: “May [the Government Team provide] the bid bond percentage and warranty period?”

Answer: “The requested bid guarantee (bid bond) and warranty information is included in the

Solicitation either in full text or by reference.”

2. Question: “On the base [line item], the double door is not listed to be replaced. Should it be added to the pricing or will remain in place?”

Answer: “The double doors will remain in place. They were replaced in 2025. The doors and door frame may be removed and reinstalled, if necessary, to facilitate construction.”

3. Question: “Is 7/16” OSB appropriate?”

Answer: “Wall sheathing requirements have been changed. The requirement was changed to 5/8”

CDX plywood. Changes made to SOW sections 2.c and 7.a.”

4. Question: “Which wage rate is appropriate for installation of corrugated metal siding?”

Answer: “Sheet metal worker is the appropriate classification for installing corrugated metal siding.”

5. Question: “Will the contract be awarded strictly based on low bid, or will technical capability also be considered?”

Answer: “Page 21 of the RFQ states: Any award resulting from this solicitation will be issued to the responsive, responsible vendor whose quotation, meeting or exceeding the technical requirements of the solicitation, represents the lowest price to the Government.”

6. Question: “Does the Site Superintendent, Safety Officer, and Quality Control Manager need to be three separate individuals, or can one person fulfill multiple roles? Are any of these positions required to remain on-site full-time?”

Answer: “The contractor is required to provide superintendence at the worksite (FAR 52.236-6).

Superintendence is required “at all times during performance of this contract.” The contract does not require a safety officer or quality control manager. However, the contract requires a proposed written safety plan (FAR 52.236-13) and shall meet the requirements of FAR 52-236-5 (Material and Workmanship)”

7. Question: “[May the Government Team] confirm that the prefabricated storage shed and stand-alone lean-to are to be installed on compacted gravel with no concrete floors?”

Answer: “Statement of Work Section 20.b states “Be installed level and plumb on an appropriate foundation or base system (e.g., compacted gravel, concrete slab, or manufacturer-recommended system); Section 21.b. states “Site preparation and grading as required and Provide compacted gravel base or other approved foundation system suitable for the proposed structure.”

8. Question: “What is the anticipated period of performance? Is the contractor expected to begin the work this fall, or could work begin next spring if awarded later this season?”

Answer: “The work may begin next spring. The period of performance is 09/09/2026 to 09/08/2027.

The work needs to be accomplished in this time and within the number of assigned days after the notice to proceed is issued.”

9. Question: “Should the existing steel angle iron remain in place at each of the overhead doors? This complicates things for the siding and trim installation?”

Answer: “The SOW has been revised to address this issue. Please refer to the updated SOW, incorporated into the RFQ via Amendment 0001.”

10. Question: “What is the required separation between the stand-alone lean-to and the existing warehouse?”

Answer: “Section 21.b in the Statement of work: “Stand-alone lean-to structure shall be located a minimum of 4 feet from the Upper Warehouse, measured from the exterior wall, unless otherwise approved by the Government.”

11. Question: “Are there any liquid damages/penalties for not completing the work on time included in the contract?”

Answer: “The Period of Performance advertised in the Solicitation is mandatory. Failure by the vendor to perform in accordance with the terms and conditions of the solicitation and any resulting purchase order may result in outcomes including but not limited to termination, applicable CPARS record(s) of performance, consideration owed to the Government for failure to perform, etc.

Delays in performance resulting from causes outside of the contractor’s control (i.e. unexpected weather events) will be addressed in good faith on a case-by-case basis.

12. Question: “Will the government guarantee 6' of access around all elevations of the buildings throughout construction?”

Answer: “Yes. Lower warehouse has adequate access. The government owns a minimum of six feet around entire building. Upper warehouse has adequate access. The government owns a minimum of six feet around entire building. On the north side of the building (adjacent to neighboring house) the government only owns six feet. If additional space is needed, coordinate with neighboring property owner. See related FAR clauses (FAR 52.236-7, FAR 52.236-9)”

13. Question: “Are there any limitations on work hours or the contractor's work schedule?”

Answer: “Work hours and days must comply with any/all applicable labor laws and regulations.

Prior coordination with the COR for weekend, evening, and Federal Holiday work is required.”

14. Question: “Is the contractor required to remove and reinstall signage? What's the expectation for the signage that is attached to the warehouses?”

Answer: “The SOW has been revised to address this issue. Please refer to the updated SOW, incorporated into the RFQ via Amendment 0001.”
