About this file

This is a Questions and Answers memorandum for RFQ 12445526Q0062, issued by the United States Forest Service Procurement Operations (PROPS) Construction East Zone 3 on 11 May 2026. The memorandum addresses 17 inquiries regarding the Woodtick Trail FR2107 Repairs project.

The project involves three phases of work: Phase 1 includes roadway reconditioning (13.2 miles of roadbed and shoulder reconditioning, plus 2,500 linear feet of ditch reconditioning), culvert installations, and beaver dam removal; Phase 2 consists of spot graveling; and Phase 3 involves resurfacing. The projected period of performance is 6 June 2026 through 21 October 2026, with dates subject to change based on actual award date. Key clarifications include that a single individual may serve concurrently as Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager; the Quality Control Manager and tester need not be separate individuals; third-party inspections and density testing are not required; survey is not required; and pipe plots are not required for culvert installations. The contractor is responsible for obtaining all required permits, including a minerals permit for prospecting within Big Rice Gravel Pit, and for trimming overgrown trees if needed. MnDOT Class 1 Aggregate is specified for the project. Compaction will be verified by the Contracting Officer Representative to ensure no visible signs of deformation. The Government can stake corrugated metal pipe (CMP) elevations upon contractor request, and grading specifications are provided in the Statement of Work. The project is not tax exempt, and bid bond information is located in Provision 52.228-1 on page 23 of the solicitation.
