About this file

This is a Questions and Answers document (Amendment 001) for solicitation 12445526Q0035, a federal construction project for an unconditioned garage building with parking functionality only.

The project specifications clarify that taxes must be included in proposals, no state, local, or federal permits are required, and no known hazardous materials exist on site. The garage will be unconditioned (not heated or cooled) with manual garage doors, gutters and downspouts draining to grade, and no floor drains, fire alarm system, or sprinkler system required. The structure includes a base bid and optional bid representing two different configurations—only one will be awarded. The contractor is responsible for verifying electrical capacity at the existing workshop panel to support the new garage, determining frost depth for foundation design, matching existing workshop siding colors, and performing site visits as needed. The document permits either ridge vents or insulated roof blankets (R-10) as acceptable alternatives, allows eave heights up to 12 feet provided maximum building height is not exceeded, and accepts vertical metal siding if cost savings are demonstrated. Davis-Bacon wages are posted on sam.gov. Site clearing includes cutting and disposing of an existing tree at the building location. The site superintendent may serve dual roles as safety/site health officer and quality control manager. Working hours and temporary power sourcing requirements are referenced in Paragraph 1.2.B and 1.2.D of the Specifications Summary Section.

1) Question: Please confirm if taxes should be carried in proposals?

Answer: Yes.

2) Question: Please confirm if any state, local, and/or Federal permits will be required on this project?

Answer: There are no state, local, or Federal permits required for this project.

3) Question: Please confirm if there are any known hazardous materials?

Answer: There are no known hazardous materials.

4) Question: Confirm the intent of the garage is for parking vehicles only, not for maintenance / repair.

Answer: The purpose of the garage is for parking only.

5) Question: Will there be any flammable or hazardous materials stored in the building (other than vehicle fuel tanks)?

Answer: No

6) Question: Plans show the “shed” portion of the garage is a add/alt. Unclear how this will be added as it appears to be integral to the building. Current plans show continuous roofline from ridge to shed overhang. Is the intent to adjust the roofline in base bid to end at back wall of the garage?

Answer: The Base Bid and Optional Bid are 2 different configurations of the garage.

Only one will be awarded. If the Base Bid is awarded, the Optional Bid will not be awarded later.

7) Question: Is the government’s expectation that the garage will be heated / cooled or unconditioned?

Answer: Unconditioned

8) Question: Is there any plumbing expected other that gutters / downspouts? Plans do not show any water service or sewer service to the building.

Answer: Plans do include gutters and downspouts. The proposed garage does not have water or sewer. As noted on the plans the contractor shall raise an existing sewer cleanout to meet the new grading of the site.

9) Question: Is there any requirement for floor drains in garage? If so, does the government understand that Oil water separator will be required?

Answer: There are no floor drains.

10) Question: Confirm intent is that gutters will drain to grade and garage floor drains will go to sewer (if there are floor drains).

Answer: As noted on the plans the gutters/downspouts are to run-out (drain) onto the grass. There are no floor drains.

11) Question: Does the government want the building to be sprinklered?

Answer: No

12) Question: Does the government want lighting occupancy sensors?

Answer: Lighting control is called out on the Electrical Sheet E-01 for the 3-way wall switch with sensor.

13) Question: Will the vehicles be using block heaters?

Answer: No

14) Question: Will the garage doors be automatic or manual?

Answer: Manual

15) Question: Is there a requirement for Fire Alarm in the building?

Answer: No

16) Question: Can we assume that the electrical power requirements of the new garage can be supported by the existing electrical service to the workshop?

Answer: The contractor is responsible for determining this and may visit the site.

17) Question: Is there an existing geotechnical report for the project site?

Answer: No

18) Question: Beyond sewer and electrical shown on drawings, are there any known undocumented utilities (water, comms, fuel, abandoned lines) within the construction limits?

Answer: There are no other known utilities.

19) Question: Please clarify whether the 12" HDPE culvert installation requires headwalls, riprap, or additional end treatment beyond the flared end sections shown?

Answer: The 12” HDPE culvert shall have flared end sections as called out on the plans. There are no headwalls, riprap or other end treatments call out on the plans.

20) Question: Confirm slab thickness for garage and apron areas where not explicitly dimensioned on plans?

Answer: The typical slab thickness is shown on Sheet C-04 and is 4”.

21) Question: Confirm required frost depth used for foundation and slab edge design?

Answer: Determining the frost depth of the foundation is the responsibility of the contractor when they design the foundation as called out on the Structural Notes on Sheet A-01 and in the specifications.

22) Question: Can the Government provide exact color samples or RAL numbers for the existing workshop siding and roof be provided to ensure accurate matching?

Answer: The contractor is responsible for verifying this and may visit the site

23) Question: Please clarify whether ridge vent or insulated roof blanket (R-10) is acceptable, or if both are required?

Answer: As noted on the Plans the ridge vent or the insulation roof blanket is acceptable, both are not required.

24) Question: Confirm no fire-rated wall, draft stop, or fire separation is required between the new garage and adjacent existing buildings?

Answer: Correct

25) Question: Please confirm the available capacity at the existing workshop panel feeding the new garage and confirm no upgrades are required?

Answer: The contractor is responsible for determining this and may visit the site.

26) Question: Confirm whether temporary power may be sourced from existing facilities at no cost, as stated, or if metering/logging is required?

Answer: See Paragraph 1.2.D in the Summary Section of the Specifications.

27) Question: Please confirm working hours?

Answer: See Paragraph 1.2.B in the Summary Section of the Specifications.

28) Question: An eave height of 11' does not work well with 10" high doors. Can we use a 12' eave height?

Answer: Yes, as long as the maximum height of the building does not exceed what is called out on the Plans.

29) Question: Is an insulation system required for the building?

Answer: No, the building is unconditioned.

30) Question: Can the Government provide the Davis-Bacon wages that should be used for this project?

Answer: They are posted to sam.gov, with the solicitation documents.

31) Question: Is an 18' x 84' shed roof an option?

Answer: Bid the contract as shown on the plans.

32) Question: Horizontal siding is not well-suited for a pre-engineered steel building, additional framing is required if this siding is necessary. Can we use vertical siding?

Answer: Horizontal metal siding is preferred, but the Forest Service would accept vertical metal siding if there were potential cost savings. Vertical metal siding shall have minimum thickness, finish, and color as called out in the specifications.

33) Question: Please confirm if this project will require to have a full time Superintendent, SSHO & QC Manager on site while work is going on?

Answer: For the project Superintendent see FAR Clause 52.236-6. There is no QC Manager required, but the contractor shall follow the requirements in the Quality Control Section of the Specifications. There is no requirement for a SSHO.
