About this file
This is a Questions and Answers document for federal contract MOF-CON ER02 – Red Run Repairs project. The Q&A addresses 19 contractor inquiries regarding project specifications, payment procedures, and material requirements.
Key technical clarifications include: dry seeding is acceptable as an alternative to hydraulic seeding methods, with weed-free straw required for hand application; silt sock is acceptable in place of silt screen if weed-free; compaction testing requires visible testing with material compacted to surrounding area at 6-inch lifts; all culverts require headwall and outlet pad installation; and armor ditches utilize item 251.04-A (AASHTO #1 aggregate for road sections) with outlet pads measured in cubic yards. Stumps from cut trees must be removed and scattered over fill slopes with treetops. Road grading applies only to specified sections per item 303 on page A-4, though contractors may grade the entire road if willing to absorb costs for unspecified sections. The Contracting Officer's Representative (COR) will stake culverts and set slope stakes, but contractors are responsible for setting culverts to grade during installation and obtaining all required permits and licenses. A bid bond at 20% is required. Invoice submission occurs through the IPP system with approval routing to the Contracting Officer before payment, typically within one week. A rock storage area exists near the lower gate for material transfer to smaller trucks. Table 705-1 provides rip-rap size specifications for reference.
