About this file
This is a Questions and Answers (Q&A) document for the CNF-CON FSLM-Park Falls Parking Lot Paving project that clarifies technical specifications and project logistics for prospective bidders.
The document addresses five key topics. First, it clarifies that bidders must use Method 2 for compacting reclaimed asphalt, achieving at least 95 percent of maximum density per Subsection 301.05, and corrects a sheet reference error by confirming that N. and S. Drive cross-sections are located on Page C-03, not C-04. Second, it specifies that no particular fog seal product is mandated; contractors must apply emulsified asphalt at 0.10 to 0.15 gallons per square yard. Pavement markings must be Type B Solid waterborne traffic paint with Type 1 glass beads, with non-epoxy materials acceptable. Third, no formal site visit is scheduled, but prospective bidders may conduct independent site reviews by driving through the parking lot. Fourth, regarding electrical work shown on Sheet C-01 for feeder replacement, no additional details on breaker size or feeder configuration are available; the replacement is necessary due to recurring failures caused by corroded splices, with work governed by FP 14 Section 636 (Traffic Signal, Traffic Counter, Lighting, and Electrical Systems). Finally, waste dirt generated from the project may be disposed of at the FR 136C pit located approximately 7 miles from the work site (3 miles east of Fifield, Wisconsin) at coordinates 45°53'1.12"N, 90°20'25.28"W, with disposal considered incidental work requiring no additional payment.

Q&A: CNF-CON FSLM-Park Falls Parking Lot Paving
1. Q: On Sheet C-01, the plans identify the Full Depth Reclamation as Method 1, while the Schedule of Items lists it as Method 2. Which method should bidders assume will be used for this project? Additionally, the plans reference the N. and S. Drive cross-sections as being on Page C-04, but they actually appear on Page C-03. There is no Page C-04. Please confirm the correct sheet reference.
A: For the compaction of the reclaimed asphalt, please use Method 2. The material should be compacted according to Subsection 301.05, achieving at least 95 percent of maximum density. Regarding the sheet reference, the N. and S. Drive cross-sections are correctly located on Page C-03; the reference to Page C-04 is an error.
2. Q: The fog seal contractor has several product options. Is there a specific fog seal required for this project? Also, must the pavement markings be epoxy, or are non-epoxy materials acceptable?
A: The specifications do not identify a particular fog seal product. The requirement is simply for an emulsified asphalt applied at a rate of 0.10 to 0.15 gallons per square yard.
For pavement markings, the Schedule of Items specifies Type B Solid, which is waterborne traffic paint with Type 1 glass beads.
3. Q: Will there be a scheduled site visit? If not, are contractors allowed to visit the site independently before submitting a quote?
A: No formal site visit is planned. However, prospective bidders may drive through the parking lot and review the site on their own.
4. Q: Do you have any information on the existing feeder to the garage—its source, breaker size, or the reason for replacement? The plans show it originating near the center of the main office.
A: The electrical work shown on Sheet C 01 is incidental to the full depth reclamation and references FP 14 Section 636 (Traffic Signal, Traffic Counter, Lighting, and
Electrical Systems). No additional details are available regarding breaker size or feeder configuration. The feeder is being replaced due to recurring failures caused by corroded splices in the existing line.
5. Q: N/A
A: Any waste dirt generated from this project may be disposed of at the FR 136C pit, located approximately 7 miles from the work site (3 miles east of Fifield, WI). Disposal at this location is considered incidental to the Paved Ditch and Asphalt work and requires no additional payment.
