About this file

This document is a Questions and Answers file for the GAOA Bay Furnace Campground Paving Project, dated 24 Sep 25. The project involves repaving campground roads and spurs, with key specifications including one 2" lift of asphalt on campground spurs, two 1.5" lifts of asphalt (totaling 3") on roadways, and a 3" gravel base on spurs. The period of performance is set for 09/07/2026 – 10/16/2026, with a preference for completing the work in the Spring of 2026 prior to campground opening, potentially delaying the opening to early June if needed.

Notable details include work hours from 6:00 am to 6:00 pm, use of Sherwin Williams Setfast Acrylic Modified Alkyd paint, 11' x 18' fixed accessible parking stalls, and the contractor being responsible for site closures and signage. The project does not require phasing, and staging areas are limited to campground roads and parking lots. The campground road can be completely shut down during construction. Testing as specified in the specifications is required, and surveying is only needed by the contractor to control the work.

GAOA Bay Furnace Campground Paving Project

Questions and Answers

24 Sep 25

1. The Revised SOW (Sept 18, 2025) specifies one 2" lift of asphalt on campground spurs, while an earlier SOW version requires two 1.5" lifts. Please confirm the correct spur paving requirement.

One 2” lift on the campground spurs.

2. The drawings show 3" asphalt on roadways, while the SOW specifies two 1.5" lifts.

Should the 3" be placed as one lift or two lifts of 1.5"?

Two 1.5” lifts to create the 3” of asphalt.

3. Attachment 4 (Revised Quote Form) lists 600 CY of base/shoulder aggregate, while Attachment 2 Schedule lists 1 LS. Please clarify which governs for bidding and payment.

The revised quote form governs, with 600 CY aggregate for the road and parking areas. For the campground spurs, aggregate should be included in the alternate add.

4. The SOW states weekday work hours as 6:00 am – 6:00 pm, while the February 2025 drawings specify 8:00 am – 5:00 pm. Please confirm the governing work hour restriction.

The revised work hours in the revised plans of 06:00 to 18:00 is governing. We thought the 08:00 to 17:00 was too restrictive.

5. Amendment 1 sets the period of performance as 09/07/2026 – 10/16/2026. Can the work be completed earlier (prior to campground opening in 2026) if coordinated with the

COR?

Yes. Per the statement outlining the changes in the advertisement we would prefer the work be done in the Spring prior to campground opening. If given a 6-month advance notice the campground opening could be delayed into early June to allow the work to be done.

6. Will the contractor be permitted to perform temporary lane closures on M-28 during tie-ins at the campground entrance, or must all work occur within the campground road

ROW?

That would have to be coordinated by the contractor with Michigan DOT, if required.

7. The SOW requires the site to remain closed during construction. Please confirm whether the contractor is responsible for installing barricades/gates, or if closures will be handled by the Forest Service. T

The contractor can install a closure sign at the beginning of the campground road.

8. Revised SOW requires a 3" gravel base on spurs, while older versions specify 6" gravel base. Please confirm the required gravel thickness.

3” gravel base on the spurs.

9. The SOW specifies Sherwin Williams Setfast Acrylic Modified Alkyd or approved equivalent. Will DOT-approved traffic paints be acceptable upon COR approval?

If we decide that they are an approved equal it might be acceptable. We are not familiar with and have not looked at DOT approved paints at this time.

10. The drawings show 11’ x 18’ accessible stalls with blue symbol at 2’ spacing. Are these dimensions fixed, or can adjustments be made in the field with COR approval to accommodate site conditions?

These are fixed.

11. The SOW calls for an “approved seed mix.” Please confirm whether this seed mix is government-furnished or contractor-furnished.

There should be no disturbed ground that requires seeding. If there is, the seed would be contractor furnished.

12. Do the Superintendent, SSHO and QC Manager need to be three separate individuals?

No, if one person can adequately perform all roles.

13. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

No. There is enough time to plan this over the winter, and there is enough flexibility in scheduling this work. Any change in the period of performance would push this project into likely inclement weather.

14. Please provide bidding quantities for the deteriorated base course.

The contractor is responsible for figuring the quantities.

15. Please provide the site visit registration information. Unsure what you are asking for here.

We provided the sign in sheet for the pre-bid meeting.

16. Is there a bulk water fill (i.e., a hydrant or water source) we can pump from for grading operations in close proximity?

We do not have one on site. This will have to be determined by the contractor.

17. Does this project require phasing?

No

18. Please provide lay down/staging area for construction. Campground roads and parking lots are available as staging areas.

No other locations are available.

19. Can we shut down roadway access, or do we need to maintain one lane for travel?

The campground road can be shut down.

20. What are the limitations for construction intervals (for proposed road work)?

Unsure of what is being asked.

21. Is there an anticipated start date?

This will be negotiated but would have to be after weather conditions allow in the Spring of 2026.

22. Is testing required?

Testing called for in the specifications is required.

23. Is surveying required?

Only as needed by the contractor to control the work.

24. Is an SWPPP required?

Only if required by the plans and specifications, or by the State. As far as I know it is not required for repaving projects.
