About this file
This document is a federal solicitation amendment for the Lincoln Woods Trail Reconstruction project on the White Mountain National Forest. Amendment 0001 extends the bid closing date to 7/21/25 at 5:00pm Eastern, adds a bid opening link for 7/22/25 at 2:00pm via Microsoft Teams, and includes two new attachments: a Geotechnical Report (Attachment 8) and a RACR Map (Attachment 9). The amendment also documents pre-bid meeting questions and answers, providing critical details for potential contractors, including clarifications on tree cutting restrictions (allowed from August 16th through April 14th), work area boundaries, material reuse guidelines, and project completion timeline (extended to 10/29/2027). The solicitation is set aside for small businesses and falls under the Davis-Bacon and Related Acts (DBRA), with interested contractors required to be active in SAM.gov.

Site Visit Notes and Contractor Questions
Q1: Can we clear anything in the laydown RACR area near the Kanc?
A: Yes, up to the defined RACR boundary. Tree cutting/removal is allowed from August 16th through April 14th. Tree cutting time restriction applies throughout the project area as well. The RACR map is included in Amendment 0001.
Q2: To what width can the trail corridor be cleared for equipment to get through?
A: The trail can be cleared 10 feet from the edge of each side of the trail.
Q3: Can branches be cut at any time?
A: Yes, but the contractor must coordinate with the COR prior to cutting.
Q4: How does cutting trees with the government work?
A: Coordinate all requests of tree cutting with the COR prior to cutting.
The Forest Service timber staff must look at value, and mark trees to be cut; the trees are government property; if there are a lot of logs, they need to be stacked by the contractor. The timeframe for cutting is restricted to August 16th through April 14th.
Q5: Do stumps need to be removed after trees are cut?
A: If trees are cut from the trail/road stumps must be removed so road is still drivable. This will be determined when the contractor coordinates tree cutting request with the COR.
See Question 4.
Q6: Can we make the 5’x5’ compacted gravel steps under the rip rap wider to accommodate equipment size?
A: It probably isn’t possible to enlarge the size without hitting bedrock. However, you can make the bench step wider if needed, as long as the rip rap size and amounts of the plans are met.
Q7: How far back can we work/clear uphill of the trail and slump?
A: FS advises to work to the toe of the uphill embankment because above that is unstable. Any disturbance or issues that arise because a contractor works up higher will fall on the contractor to fix without payment.
Q8: Can we reuse onsite material (gravel, soil etc.)? Can we cover it with loam?
A: Yes, if the material is suitable. Plants need to be able to take root and grow on the embankment in the material put down.
Q9: How do we remove unsuitable stone and material?
A: Boulders in the streambed can be pushed out of the way (into the stream) with approval from COR. All other boulders and unusable material shall be removed from the Forest.
Q10: Can we clear a laydown area just past the orange fencing at the slump riverside of the trail? Can we brush and chip?
A: Refer to RACR Map for areas that can be cleared and used.
Q11: Will the CAD file of the plans be available prior to bidding?
A: Currently, the AutoCAD file is not available. The Forest Service requested the file from the design engineer and will incorporate the AutoCAD file as a solicitation amendment if received prior to bid closing.
Q12: What are the bounds and definition of the FS restriction of only working ‘adjacent to the stream’ May-September?
A: The government is removing the following two statements from Regulatory Requirements note number 6 located in the Plans on sheet 2 - “Work adjacent to stream, is limited to the months f rom May to September. Easter brook trout spawning season is from October 1st to May 1st and should not be disturbed.”
Q13: Can this be a multi-year and/or phased project to work around the Army Corps, bat, and stream adjacent timeframe restrictions?
A: Yes, the new completion date is now 10/29/2027.
Q14: Can we postpone the bid due date?
A: Yes, the bid closing date will be extended. See Solicitation Amendment 0001.
