About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a transformer replacement project at the Alexandria Forestry Center in Pineville, Louisiana. The amendment (0001) extends the bid due date from 12/16/25 to 1/15/26, provides responses to Request for Information (RFI) questions, and uploads a corrected Wage Determination for building construction projects.
The project involves replacing a failed 75 kVA transformer that supplies power to two SRS research greenhouses. Key details from the RFI responses include: the underground primary conductors from the utility source will be replaced, secondary conductors will remain in place, the project is not tax exempt, the transformer must be replaced with a new unit of the same capacity and specifications, and heavy machinery is permitted for removal of the existing transformer and concrete pad. The wage determination specifies prevailing wage rates for various construction trades, with minimum hourly rates ranging from $10.77 for common laborers to $34.75 for ironworkers.

The scope of work confirms that the underground primary conductors from the utility source to the transformer will be replaced, while the secondary conductors from the transformer to the greenhouse will remain in place.
7. Can you please provide the approximate length and route of the underground primary, including number of conduits, bends, and any manholes or pull boxes? The underground primary feed is approximately 70 feet in length. Additional details regarding conduit configuration, bends, manholes, or pull boxes are not available.
8. Will the government provide a one (1) week extension of the bid due date, allowing ample time to review RFI answers to provide the best price possible? An extension will be provided the new bid date has been changed to January 15, 2026.
9. Is this project exempt from sales tax? a. If so, will the government provide a tax exemption certificate for this job to Prime Contractors, subcontractors, or suppliers? b. Or should offerors include sales tax in their bids? This project is not tax exempt. Offerors shall include all applicable sales tax in their quotes.
10. Will the government clarify if the Prime Contractor is required to have an OSHA 30 Certified on-site Superintendent? If so, is this Superintended required to be on-site at all times? The SOW does not specify an OSHA 30 Certified superintendent. The requirement is to have a superintendent onsite at all times that has the authority to act on behalf of the contractor.
11. How does the government want bids to be submitted? Mailed, electronically through e-mail, etc.? Per the solicitation section L and M all quotes are due electronically via e-mail to Brandye Wakefield and Jalisa Sims.

There is no specific software required for submittals. Submittals can be emailed to Contracting Officer representative (COR) for approval.
20. Will the government please clarify their submittal process (I.E. submittal tracking, submittal registry, coordination and sign-off, A&E involvement, A&E approval, government approval, routing process, timelines, deadlines, A&E expectations, government expectations, etc.)? Submittals should be emailed to the Contracting Officer representative (COR). The COR will review the submittal and reply (request clarification, reject, or approve). The email chain shall be the official correspondence for submittal tracking and approval.
21. Will a copy of the site visit sign in sheet be provided? No, a copy of the site visit sign in sheet will not be provided.
22. Does the proposal need to include replacing the 3 – 15KV rated fuse holders located at the top of the primary feeder pole? The fuse holders are distorted, appearing to curve which indicates material deterioration of the fuse element holders. No, the quote does not need to include replacing the 3 – 15KV rated fuse holders located at the top of the primary feeder pole. The Government does not want to replace these items.
23. Does the proposal need to include replacing the faulted lightning arrestor located at the top of the primary feeder pole? We suggest replacing all 3 outdated porcelain lightning arrestors with new polymer style lightning arrestors. No, the quote does not need to include replacing the faulted lightning arrestor located at the top of the primary feeder pole. The Government does not want to replace these items.
24. Are there any testing requirements for the newly installed 15KV primary cables? VLF, Megger, Hi Potential? The SOW doesn't specify testing, but the SOW does require that the components are working properly after installation. If that requires one of the listed tests, then the contractor should perform it.
25. Two of the three fuses located on the pole have inline current limiters installed on the load side of the fused cutout switch. Does the 3rd phase need to have one added or remove the other 2. All 3 need to match. Replacing the current inline current limiters is not required and the Government does not want to replace the items at this time.
26. The provided Wage Determination (LA20250006 08/01/2025) lists the Construction Type as “Heavy Elevated Storage Tank”. Will the government confirm this is the applicable wage determination for this project? Please see updated revised attachment for Wage Determination that is for building construction projects.
27. What are the facility entrance requirements for construction crews? Are REAL ID’s and/ or background checks required? Construction crews should check in with the local Point of Contact (POC) detailed in the SOW. No Real ID’s or background checks required for this project or for the facility entrance.
28. The old transformer's primary side has a live front which has an exposed termination point which is an older method and is not a preferred method due to safety concerns. The industry standard is typically a dead front transformer with a loop feed with lightning arresters, this is the preferred method of utility companies due to its safety and ease of maintenance. Which option do we need to provide a price for? The SOW requires that all work shall adhere to all applicable codes and standards (OSHA, NEC). The SOW states that the transformer shall be replaced with a new transformer of the same capacity and specifications.
29. Are we going back with aluminum windings or copper windings? A remanufactured transformer with aluminum windings has a shorter lead time then new transformers with copper or aluminum windings. The requirement is to replace it with a new transformer with the same capacity and specification.
30. Is a factory remanufactured transformer with aluminum windings acceptable? The requirement is to replace it with a new transformer with the same capacity and specification.
31. We are unable to identify what size of the existing 15kva primary wire is, in our opinion 1/0 or 2/0 15KVA aluminum cable would be sufficient. It is the contractor’s responsibility to verify all measurements and specifications. The SOW also requires that the wire be replaced with wire that meets all applicable codes and standards for the application.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (iii)).
The body of each wage determination lists the classifications and wage rates that have been found to be prevailing for the type(s) of construction and geographic area covered by the wage determination. The classifications are listed in alphabetical order under rate identifiers indicating whether the particular rate is a union rate (current union negotiated rate), a survey rate, a weighted union average rate, a state adopted rate, or a supplemental classification rate.
Union Rate Identifiers
A four-letter identifier beginning with characters other than ""SU"", ""UAVG"", ?SA?, or ?SC? denotes that a union rate was prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.
0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2024 in the example, is the effective date of the most current negotiated rate.
Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.
Union Average Rate Identifiers
The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:
UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.
The next number, 0010 in the example, is an internal number used in producing the wage determination. The date, 01/01/2024 in the example, indicates the date the wage determination was updated to reflect the most current union average rate.
A UAVG rate will be updated once a year, usually in January, to reflect a weighted average of the current rates in the collective bargaining agreements on which the rate is based.
Survey Rate Identifiers
The ""SU"" identifier indicates that either a single non-union rate prevailed (as defined in 29 CFR 1.2) for this classification in the survey or that the rate was derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As a weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SUFL2022-007
6/27/2024. SU indicates the rate is a single non-union prevailing rate or a weighted average of survey data for that classification. FL indicates the State of Florida. 2022 is the year of the survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. The date, 6/27/2024 in the example, indicates the survey completion date for the classifications and rates under that identifier.
?SU? wage rates typically remain in effect until a new survey is conducted. However, the Wage and Hour Division (WHD) has the discretion to update such rates under 29 CFR 1.6(c)(1).
State Adopted Rate Identifiers
The ""SA"" identifier indicates that the classifications and prevailing wage rates set by a state (or local) government were adopted under 29 C.F.R 1.3(g)-(h). Example: SAME2023-007 01/03/2024. SA reflects that the rates are state adopted. ME refers to the State of Maine. 2023 is the year during which the state completed the survey on which the listed classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination.
The date, 01/03/2024 in the example, reflects the date on which the classifications and rates under the ?SA? identifier took effect under state law in the state from which the rates were adopted.
