About this file
This document is a pre-bid meeting memorandum from the U.S. Forest Service, Ouachita National Forest, documenting a site visit and discussion held on February 18, 2026, at 0800 hours at the Womble District Ranger Office. The meeting was conducted by Will McFadden, PE, Facilities Program Manager, and attended by six bidders representing construction and plumbing companies: Five Hats LLC, Surfco, AAA Construction, Byway Plumbing, Mr Handyman, and 13:12 Restoration. The site visit covered three project locations: the District Office building, the work center (featuring water valves to be replaced), and the Seed Orchard roof.
The memorandum identifies seven items requiring addendum modifications to the solicitation: removal of joist hangers from a rebuilt walkway at the office; addition of drip edge to seed orchard roof specifications; inclusion of Cedar Lake plans (which were not provided in the original solicitation); modification of door trim specifications from 14 linear feet to 17 linear feet with terminology change from "beam" to "head trim"; provision of a site/utility plan showing existing utilities as designed rather than as-built conditions; correction of one cubic yard of concrete to one cubic yard of flowable fill; and clarification regarding the Cedar Lake project scope, which was described verbally during the meeting due to missing plans in the solicitation documents.

Re: Womble and Cedar Lake pre-bid meeting
The meeting was convened at 0800 hours on Wednesday, February 18, 2026 at the Womble District Ranger Office. We walked around the District Office, walked to the work center to look at the water valves and then drove to the Seed Orchard to look at the office roof. The list of attendees are:
Brady Knight – Five Hats LLC Chris Foster – Surfco Brad Lumon – AAA Construction James Carter – Byway Plumbing Eric Garcia – Mr Handyman Scott Tucker – 13:12 Restoration
I made a short run-through of the list of items to be repaired at the Office building. We then walked around the building looking at each item on the list. We walked to the work center to look at the valves to be replaced and where to shut off the water at the meter. We then drove to the seed orchard to look at the roof.
While at the seed orchard, we discussed the Cedar Lake portion of the project. I described the project since the plans were not included in the solicitation. The meeting concluded at 1000 hours.
Items that will require an addendum:
The district rebuilt a walkway at the office and the joist hangers from that walkway will need to be removed.
The seed orchard roof specifications do not include drip edge. This will need to be added.
The Cedar Lake plans need to be added.
The door trim at the office will need to be changed from 14 lf to 17 lf and “beam” changed to “head trim.”
Site/utility plan showing the existing utilities as they were designed, not as-builts.
1 cubic yard of concrete should be 1 cubic yard of flowable fill.
