DIVISION 1
GENERAL REQUIREMENTS
01 10 00 – SUMMARY OF WORK
The project is located at the Mount Ida Seed Orchard at 295 Seed Orchard Rd, Mt Ida, AR 71957.
The contractor shall provide all labor, tools, equipment, and materials to remove and replace underlayment and shingles per the specification from the office building roof, which has a surface area of approximately 810 square feet. Include 96 square feet of decking replacement.
01 31 13 – PROJECT COORDINATION
The contractor shall perform work in a manner that will protect the safety of public and employees. The contractor shall perform the work between the hours of 7:00 AM and 5:00 PM Monday through Friday excluding Federal Holidays unless arrangements have been made with the COR.
During the Contract, the construction area will be open for business to the public.
The Contractor’s work shall not adversely affect the operation. The Contractor is responsible for keeping the site in a safe condition. Hazards to the public shall be well marked in compliance with OSHA regulations.
01 33 00 – SUBMITTAL PROCEDURES
The contractor shall furnish submittals on items they intend to use on the project including those brand names listed in the specifications. Submittals shall be made within fifteen (15) days prior to commencing any work that relates to a respective submittal. Approvals are not automatic. Incomplete information on the proposed items will result in rejection.
The contractor shall submit one hard copy and one electronic copy of the manufacturer's description of all "or equals" proposed in lieu of name brands specified. This description shall include:
1) Product name and model number
2) Manufacturer
3) Product description (include sizes if different from specified"
4) Technical data
5) Warranty
All differences between the specifications or name brands listed shall be noted on the submittal cover sheet and highlighted on the submittal noting all differences.
01 45 00 – QUALITY CONTROL
It is the Government's intent that expert and experienced workers perform the work described in this contract. The Contractor shall provide workers with the necessary skills and knowledge to complete the work in an expert and competent manor even if this requires bringing in outside help such as factory representatives, subcontractors, or consultants.
01 77 00 – CONTRACT CLOSEOUT
The contractor shall remove all materials and construction debris as well as impacted vegetation from the site.
DIVISION 6
SECTION 06 10 00
ROUGH CARPENTRY
PART 1 - GENERAL
A. Work included: roof decking, office framing.
B. Grading and Standards
1. All plywood shall conform to PS-1-74 and to the latest standards of the
American Plywood Association or Hardwood Plywood Institute. All plywood shall be certified by the appropriate grade trademark of the Association.
2. All dimensional lumber shall conform to the latest standards of the American Lumber Standard Committee.
PART 2 - PRODUCTS
A. PLYWOOD Roof Sheathing shall be exterior type "C-D" EXT APA or better, as defined by the American Plywood Association. Thickness shall be the same as what is on the existing roof.
B. Nails ASTM F547, size and type best suited for purpose. For sheathing length of nails must be sufficient to extend 1 inch into supports. In general, 8-penny or larger nails must be used for nailing through 1 inch nominal thickness lumber; 16-penny or larger nails must be used for nailing through 2 inch nominal thickness lumber including toe nailing. Nails used with treated lumber and sheathing must be hot-dipped galvanized in accordance with ASTM A153/A153M. Nailing must be in accordance with the recommended nailing schedule contained in AWC WFCM.
Where detailed nailing requirements are not specified, nail size and spacing must be sufficient to develop an adequate strength for the connection. The connection's strength must be verified against the nail capacity tables in AWC NDS.
Reasonable judgment backed by experience must ensure that the designed connection will not cause the wood to split. If a load situation exceeds a reasonable limit for nails, a specialized connector must be used.
C. Dimensional Lumber shall be locally available, kiln-dried, #2 prime grade or better, whitewood, spruce, pine or fir.
PART 3 - EXECUTION
A. General Requirements
A. Notify COR before removing any rotten or damaged sheathing.
B. After getting approval from the CO or COR rotten or damaged sheathing can be removed and replaced.
C. Do not install building construction materials that show visual evidence of biological growth.
B. Sheathing
a. Install with the grain of the outer plies or long dimension at right angles to supports. Stagger end joints and locate over the centerlines of supports.
Allow 1/8 inch spacing at panel ends and edges. Nail panels with 8-penny common nails or 6-penny annular rings or screw-type nails spaced 6 inches o.c. at supported edges and 12 inches o.c. at intermediate bearings. Do not use staples in sheathing. Where the support spacing exceeds the maximum span for an unsupported edge, provide adequate blocking in accordance with APA E30.
C. Wall Framing
a. Studs
Select studs for straightness and set plumb, true, and in alignment. In walls and partitions more than 8 feet tall, provide horizontal bridging at not more than 8 feet o.c. using nominal 2 inch material of the same width as the studs; install the bridging flat. Sizes and spacing of studs must be nominal 2 inches by 4 inches on 16 inch centers. Double studs at jambs and heads of openings and triple at corners to form corner posts. Frame corner posts to receive interior finish. Truss over openings exceeding 4 feet in width or use a header of sufficient depth. Toe-nail studs to sills or sole plates with four 8-penny nails or fasten with metal nailing clips or connectors. Anchor studs abutting concrete or masonry walls thereto near the top and bottom and at midheight of each story using expansion bolts or powder-actuated drive studs.
b. Plates Use plates for walls and partitions of the same width as the studs to form continuous horizontal ties. Splice single plates; stagger the ends of double plates. Double top plates in walls and bearing partitions, built up of two nominal 2 inch thick members. Top plates for nonbearing partitions must be single or double plates of the same size as the studs. Nail lower members of double top plates and single top plates to each stud and corner post with two 16-penny nails. Nail the upper members of double plates to the lower members with 10-penny nails, two near each end, and stagger 16 inches o.c. intermediately between. Nail sole plates on wood construction through the subfloor to each joist and header; stagger nails. Anchor sole plates on concrete with expansion bolts, one near each end and at not more than 6 feet o.c., or with powder-actuated fasteners, one near each end and at not more than 3 feet o.c. Provide plates cut for the passage of pipes or ducts with a steel angle as a tie for the plate and bearing for joist.
D. Inspection
a. Notify COR of completion of rough carpentry at least 24 hours before covering the framing. Do not cover any framing until the COR has inspected the work.
DIVISION 7
SECTION 07 53 23
ROOF REMOVAL
PART 1- GENERAL
A. SECTION INCLUDES: The removal of the existing shingles, fasteners, and underlayment.
B. PROPER DISPOSAL in this contract means that the material being recycled, removed, or otherwise dealt with is in accordance with all local, state, federal laws, and these specifications. All removed items, debris, slash, etc. shall be disposed of off of Government property unless specifically noted elsewhere.
PART 2 – PRODUCTS – NOT USED
PART 3 - EXECUTION
A. Protect existing construction and landscaping from damage.
B. Completely remove the existing roofing system. All shingles, underlayment, and flashing shall be removed. Any fasteners that remain after the removal of the shingles and underlayment shall be removed or made flush with the structural surface of the roof.
C. Inspect the structural roof deck after the roofing system has been removed. Inform the COR of any areas of concern.
D. Maintain temporary protection to prevent water from entering the building from the time the roof is removed until the new roof is completed.
E. PROPER DISPOSAL in this contract means that the material being recycled, removed, or otherwise dealt with is in accordance with all local, state, federal laws, and these specifications. All removed items, debris, slash, etc. shall be disposed of off Government property unless specifically noted elsewhere.
F. SAFETY:
a. Contractor shall follow all OSHA required safety procedures while performing removal work, including use of FALL PROTECTION and PPE.
SECTION 07 31 13.13
FIBERGLASS-REINFORCED ASPHALT SHINGLES
PART 1 - GENERAL
A. This section covers all roof shingles and related items.
B. Surfaces to which roofing is to be applied shall be smooth, even, sound, clean, and dry, and free of defects which would adversely affect application of this work.
Surfaces which do not meet the tolerances imposed within the sections governing their installation or which contain defects shall be repaired or replaced prior to installation of this work. Any repairs outside the scope of this contract will be paid for with a modification of this contract.
C. Deliver roofing materials to the job site in manufacturer's original unopened packaging with seals intact.
D. Approximate square footage of seed orchard office building roof: 810 Sq Ft
PART 2 – PRODUCTS
A. SHINGLES shall be CertainTeed Presidential Shake IR or GAF Timberline Armorshield II SBS Modified IR or equal.
(1) Type: Laminated asphalt, double-thick asphalt strips with random cut tabs to emulate a wood shake roof.
(2) Impact Resistance UL 2218 Class 4
(3) Fire Resistance UL Class A
(4) 30 year manufacturer's warranty, 5 years wind (shingles and labor)
(5) Algae resistance 10 year warranty
(6) COLOR: To be selected by the COR from manufacture’s standard colors.
B. UNDERLAYMENT Meets or exceeds the physical requirements of ASTM D226 and D4869 Meets the requirements for a fire resistance Class A. The underlayment shall be of a breathable type material.
C. RIDGE CAP AND VENT The ridge cap and vent shall be compatible with the roofing shingles.
D. FASTENERS shall be 11-gauge galvanized roofing nails with 3/8" diameter heads. Length shall be as specified by the manufacturer (printed on wrapper).
Fasteners shall not penetrate interior finishes.
E. FLASHING shall be aluminum, stainless steel, or copper minimum 24 gauge.
A. Application shall be in strict accordance with manufacturers' instructions. All materials used shall be compatible and installed per the manufacture’s written recommendations.
B. SAFETY:
1. Contractor shall follow all OSHA required safety procedures while performing removal work, including use of FALL PROTECTION and PPE.

Union Rate Identifiers
A four-letter identifier beginning with characters other than ""SU"", ""UAVG"", ?SA?, or ?SC? denotes that a union rate was prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2024. PLUM is an identifier of the union whose collectively bargained rate prevailed in the survey for this classification, which in this example would be Plumbers.

Union prevailing wage rates are updated to reflect all changes over time that are reported to WHD in the rates in the collective bargaining agreement (CBA) governing the classification.
Union Average Rate Identifiers
The UAVG identifier indicates that no single rate prevailed for those classifications, but that 100% of the data reported for the classifications reflected union rates. EXAMPLE:
UAVG-OH-0010 01/01/2024. UAVG indicates that the rate is a weighted union average rate. OH indicates the State of Ohio.

The project is located at 1523 Hwy 270E, Mt Ida, AR 71957 at the Womble Ranger Office. The contractor shall provide all labor, tools, equipment, and materials to perform the work listed below per the specification.
• Remove quantity 51 joist hangers or the remnants of such on the West wood deck and East pedestrian bridge as per the COR designation. Provide and install quantity 51 joist hangers to replace the quantity 51 that were removed.
• Reinstall quantity one inside corner bracket on the East pedestrian bridge.
• Remove quantity 5 balusters from the East pedestrian bridge. Provide and install quantity 5 replacement balusters matching the profile of the balusters that were removed from the East pedestrian bridge. Paint the newly installed balusters per the specifications defined below.
• Reinstall quantity one awning over the front door under of the structure under the pergola. The awning will be supplied by the US Forest Service and the hardware to install such awning will be supplied by the contractor.
• Remove approximately 57sf of existing shiplap siding. Provide and install approximately 57sf of shiplap siding matching the profile of the siding that was removed. Designation of locations of such siding shall be provided by the COR. Paint the newly installed siding per the specifications below.
• Remove approximately 12sf of fascia board. Provide and install approximatel12sf of fascia board matching the profile of the fascia board that was removed. Designation of location of such fascia board shall be provided by the COR. Paint the newly installed siding per the specifications below.
• Remove approximately 14lf of existing jamb trim for both jambs for the West entrance doorway on exterior of building structure. Provide and install approximately 14lf of jamb trim matching the profile of the siding that was removed. Designation of locations of such jamb trim shall be provided by the COR. Paint the newly installed jamb trim per the specifications below.
• Paint approximately 527sf of shiplap siding and fascia. Designation of locations of such siding and fascia shall be provided by the COR. Paint the siding and fascia per the specifications below.
• Remove existing beam and filler pieces. Rafters installed on the existing beam must be structurally supported to remove the existing beam or they shall be removed and re-installed after the new beam installation. Supply and install a replacement treated LVL beam supporting the rafters on the pergola attached to the front of the building structure. Such beam to be a treated beam matching existing structure features including filler pieces next to rafters. Such beam shall be designed to carry the load that the current beam supports with current design features for rafter support and design as a simply supported beam. Paint filler pieces and the replacement beam per the specifications below.
• Clamp double wood members making up each pergola rafter together and screw them to one another to remove separation and prevent future separation. Total rafter quantity is 13 with each containing a double wood member.
• Paint quantity 13 rafters on the pergola on the front of the structure per the specifications below.
• Remove metal flashing covers from the quantity 13 rafters on the pergola on the front of the building structure. Remove the metal flashing covers over the filler pieces above the beam that are located on top of the beam and between the rafters on the pergola on the front of the building. Install new metal flashing over the rafters with one continuous metal flashing piece. Replace the flashing over the filler pieces with one continuous metal piece per filler piece. Metal flashing installation shall be completed after the beam is replaced, new filler pieces installed, and beam/rafters/filler pieces repainted. Caulk joints in areas at the end of metal flashing over the filler pieces.
01 31 13 – PROJECT COORDINATION
The contractor shall perform work in a manner that will protect the safety of public and employees. The contractor shall perform the work between the hours of 8:00 AM and 4:30 PM Monday through Friday excluding Federal Holidays unless arrangements have been made with the COR.
01 33 00 – SUBMITTAL PROCEDURES
The contractor shall furnish submittals on all items they intend to use including the brand names listed in the specifications. Submittals shall be made within fifteen (15) days prior to commencing any work that relates to a respective submittal. Approvals are not automatic. Incomplete information on the proposed items will result in rejection.
The contractor shall submit electronic sets of the manufacturer's description of all "or equals" proposed materials specified. This description shall include:

It is the Government's intent that expert and experienced workers perform the work described in this contract. The Contractor shall provide workers with the necessary skills and knowledge to complete the work in an expert and competent manor even if this requires bringing in outside help such as factory representatives, subcontractors, or consultants.
01 77 00 – CONTRACT CLOSEOUT
The contractor shall remove all materials, construction debris as well as impacted vegetation from the site.
Contractor shall submit an electronic operation and maintenance manual for all equipment supplied and any warranty registrations that were completed or need to be completed.
DIVISION 02 00 00 EXISTING CONDITION
SECTION 02 41 00 DEMOLITION AND DECONSTRUCTION
PART 1 – GENERAL
1.1. Items to be deconstructed include vertical jamb trim for both sides of the West end wall door of the structure, shiplap siding (approximately 57sf), fascia board (approximately 12sf), quantity 51 joist hangers, quantity 5 balusters, approximately 182lf of flashing over beam and filler pieces, approximately 26lf of filler pieces over the beam, and quantity 1 structural beam supporting the rafters on the pergola.
1.2. Items to be deconstructed and then re-installed after beam installation are as follows: shiplap siding, corner trim, fascia boards.
1.3. Do not begin demolition or deconstruction until authorization is received from the COR. The work of this section is to be performed in a manner that maximizes the value derived from the salvage and recycling of materials. Remove rubbish and debris from the project site; do not allow accumulations inside or outside the building. The work includes deconstruction, salvage of identified items and materials, and removal of resulting rubbish and debris. Remove rubbish and debris from Government property weekly, unless otherwise directed. Store materials that cannot be removed weekly in areas specified by the COR. In the interest of occupational safety and health, perform the work in accordance with EM 385-1-1 Section 23, Demolition, and other applicable Sections.
1.4. Take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government. Repair or replace damaged items as approved by the COR. Coordinate the work of this section with all other work indicated. Ensure that structural elements are not overloaded. Provide new supports and reinforcement for existing construction weakened by demolition, deconstruction, or removal work. Repairs, reinforcement, or structural replacement require approval by the COR prior to performing such work.
1.5. Before, during and after the deconstruction work continuously evaluate the condition of the structure being deconstructed and take immediate action to protect all personnel working in and around the project site. Where pedestrian safety is endangered in the area of removal work, use traffic barricades.
PART 2 PRODUCTS
2.1 No products provided.
PART 3 EXECUTION
3.1 Carpentry - Salvage for reuse or recycle lumber, millwork items, and finished boards, and sort by type and size and place under equipment shed with other government materials. Dispose of wood unfit for reuse.
3.2 Where removals leave holes and damaged surfaces exposed in the finished work, patch and repair these holes and damaged surfaces to match adjacent finished surfaces, using on-site materials when available. Where new work is to be applied to existing surfaces, perform removals and patching in a manner to produce surfaces suitable for receiving new work.
Finished surfaces of patched area shall be flush with the adjacent existing surface and shall match the existing adjacent surface as closely as possible as to texture and finish.
3.3 Dispose of debris, rubbish, scrap, and other non-salvageable materials resulting from removal operations with all applicable federal, state and local regulations as contractually specified off US Forest Service properties.

SECTION 06 10 00 ROUGH CAPRENTRY
PART 1 – GENERAL
1.1 Scope of work includes:
1.1.1 Installation of a replacement LVL beam supporting rafters on pergola attached to the front of the building structure. Such beam to be a treated LVL beam matching existing structure features including filler pieces next to rafters. Rafters installed on the beam must be structurally supported to remove beam or they shall be removed and re-installed after the new beam installation. Such beam shall be designed to carry the load that the current beam supports with current design features for rafter support and design as a simply supported beam.
1.1.2 Clamp double wood members making up each pergola rafter together and screw them to one another to remove separation and prevent future separation. Total rafter quantity is 13 with each containing a double wood member.
1.1.3 Installation of replacement filler pieces located on the top of the beam between the rafters on the front of the building structure. Such filler pieces to match existing filler pieces dimensions.
1.1.4 Installation of quantity 51 replacement joist hangers for the West wood deck and East pedestrian bridge. Recommended use of Simpson Strong Tie Model LU Joist Hanger or equivalent for 2x12 dimensional lumber. COR to identify the joist hangers with contractor on site.
1.1.5 Re-installation of quantity 1 inside corner bracket using thru bolts, flat washers, and nuts for East pedestrian bridge. COR to identify such corner bracket with contractor on site.
PART 2 – PRODUCTS
2.1 Contractor shall supply treated lumber, untreated lumber, fasteners, and all other accessories required. If an item is not specified contractor shall match government materials.
2.1.1 Sizing and surfacing ALSC PS 20 for dressed sizes of yard and structural lumber. Lumber must be surfaced four sides. Size references, unless otherwise specified, are nominal sizes, and actual sizes must be within manufacturing tolerances allowed by the standard under which the product is produced. Other measurements are IP or SI standard.
2.1.2 Treat wood products with waterborne wood preservatives conforming to AWPA P5. Pressure treatment of wood products must conform to the requirements of AWPA BOOK Use Category System Standards U1 and T1. Pressure-treated wood products must not contain arsenic, chromium, or other agents classified as carcinogenic, probably carcinogenic, or possibly carcinogenic to humans (compounds in Groups 1, 2A, or 2B) by the International Agency for Research on Cancer (IARC), Lyon, France. Pressure-treated wood products must not exceed the limits of the U.S. EPA's Toxic Characteristic Leaching Procedure (TCLP) and must not be classified as hazardous waste. Submit certification from treating plant stating chemicals and process used and net amount of preservatives retained are in conformance with specified standards. In accordance with AWPA U1 provide non-copper preservative treatment such as EL2, PTI or SBX,DOT for products in direct contact with sheet metal.
2.1.3 0.25 pcf intended for above ground use.
2.1.4 All wood must be air or kiln dried after treatment. Specific treatments must be verified by the report of an approved independent inspection agency, or the AWPA Quality Mark on each piece.[ Do not incise surfaces of lumber that will be exposed.] Minimize cutting and avoid breathing sawdust. Brush coat areas that are cut or drilled after treatment with either the same preservative used in the treatment or with a 2 percent copper naphthenate solution. The following items must be preservative treated:
2.1.5 Wood framing, woodwork, and plywood up to and including the subflooring at the first-floor level of structures having crawl spaces when the bottoms of such items are 24 inches or less from the earth underneath.
2.1.6 Wood sills, soles, plates, furring, and sleepers that are less than 24 inches from the ground, furring and nailers that are set into or in contact with concrete or masonry.
2.1.7 Nailers, edge strips, crickets, curbs, and cants for roof decks.
2.2 Hardware
2.2.1 Joist Hangers
2.2.1.1 Steel or iron, zinc coated or galvanized, sized to fit the supported member, of sufficient strength to develop the full strength of the supported member in accordance with ICC IBC, and furnished complete with any special nails required. Recommended use of Simpson Strong Tie Model LU Joist Hanger or equivalent for 2x12 dimensional lumber. Installation of such joist hangers to be in accordance to manufacturers specifications with all holes filled with nails or screws per below.
2.2.2 Bolts, Nuts, Studs, and Rivets ASME B18.2.1, ASME B18.5.2.1M, ASME B18.5.2.2M and

2.2.5.1 Wood screws for joist hangers to meet joist hangers manufacturers specifications. Typical reference for Simpson Strong Tie Model LU Joist Hanger allows alternative to nails to be SD connector screws with applicable designations per the manufacturer’s specifications.
2.2.6 Nails ASTM F547, size and type best suited for purpose. For sheathing and subflooring, length of nails must be sufficient to extend 1 inch into supports. In general, 8-penny or larger nails must be used for nailing through 1-inch thick lumber and for toe nailing 2 inch thick lumber; 16-penny or larger nails must be used for nailing through 2 inch thick lumber. Nails used with treated lumber and sheathing must be hot-dipped galvanized in accordance with ASTM A153/A153M.
Nailing must be in accordance with the recommended nailing schedule contained in AWC WFCM. Where detailed nailing requirements are not specified, nail size and spacing must be sufficient to develop an adequate strength for the connection. The connection's strength must be verified against the nail capacity tables in AWC NDS. Reasonable judgment backed by experience must ensure that the designed connection will not cause the wood to split. If a load situation exceeds a reasonable limit for nails, a specialized connector must be used.
2.2.6.1 Nails for joist hangers to meet joist hangers manufacturers specifications. Typical reference for Simpson Strong Tie Model LU Joist Hanger allows for common nails that meet the requirements of ASTM F1667.
2.2.7 Clip Angles Steel, 3/16 inch thick, size best suited for intended use; or zinc-coated steel or iron commercial clips designed for connecting wood members.
3.1 Do not install building construction materials that show visual evidence of biological growth.
Conform to AWC WFCM and install in accordance with the National Association of Home Builders (NAHB) Advanced Framing Techniques: Optimum Value Engineering, unless otherwise indicated or specified. Select lumber sizes to minimize waste. Fit framing lumber and other rough carpentry, set accurately to the required lines and levels, and secure in place in a rigid manner. Do not splice framing members between bearing points. Do not cut or bore structural members for the passage of ducts or pipes without approval. Reinforce all members damaged by such cutting or boring by means of specially formed and approved sheet metal or bar steel shapes, or remove and provide new, as approved. Provide as necessary for the proper completion of the work all framing members not indicated or specified.
