Project Title Janitorial Services for Coweeta Hydrologic Laboratory
General Information
1.0 Background and Purpose
The USDA Forest Service, Coweeta Hydrologic Laboratory was established March of 1934. The site is in a resort area of Macon County, NC at 3160 Coweeta Lab Road, Otto, NC 28763. There are several office buildings and an analytical laboratory. One of the newest buildings at Coweeta, is the Coweeta Conference Center and Office Complex. This building was completed in 2003 and houses an 80-person capacity conference center, visitor reception area, and administrative and scientist office space. The Ecosystems Ecology Building, which contains additional offices for scientists and technicians, was constructed in 1980 by Job Corpsmen. The Data Processing and Hydrology Building is the focal point for data storage and processing at Coweeta. This building was built by the Job Corp in 1989, an contains data processing equipment, a vault for storing long-term data, and office space for technicians and scientists. The Analytical Laboratory was expanded and renovated in 2001. It provides a state-of-the-art facility for chemical determinations of water, soil, and vegetation in support of the research activities at Coweeta. The four separate buildings total square footage is approximately 17537 square feet.
The scope of the work is to provide weekly year-around janitorial cleaning to these four separate buildings totaling approximately 17537 square feet. There are quarterly scheduled janitorial services as stated in section 3.2 for windowpanes, baseboards. The Bi-yearly scheduled services include carpet cleaning, floor strip and wax, as noted in section 3.3. The yearly task is to clean all windows inside and out of the four separate buildings as stated in section 3.4
2.0 Definitions
As used throughout this contract, the following terms shall have the meaning set forth below.
Clean – Clean shall be defined as free of dirt, dust, spots, streaks, stains, smudges, litter, debris, and other residue.
Contracting Officer (CO) – The Contracting Officer is a person with the authority to enter, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.
Contractor – The term Contractor as used herein refers to both the prime contractor and any sub- contractors. The prime Contractor shall ensure that his/her subcontractors comply with the provisions of this contract.
Contracting Office Representative (COR) – A Government Employee that is the Contracting Officer’s representative designated by the Contracting Officer.
Contractor Representative– A foreman or superintendent assigned in writing to represent the Contractor.
Disinfect – Cleaning to destroy any harmful microorganisms by application of an approved chemical agent.
Waste Containers – Waste containers are defined as trash receptacles, waste baskets, trash cans, wastepaper baskets, or any container holding trash, paper, or refuse of any type.
Weekly(W) – Services performed 52 times during each 12-month period of the contract intervals of six to eight calendar days.
Quality Assurance (QA) A method used by the Government to provide some measure of control over the quality of purchased goods and services received.
Regular Working Hours Contractor will perform the required Custodial services after the Government's regular (normal) working hours of (7:30 a.m. – 4:00 p.m., Monday through Friday, except Holidays) on a schedule that is mutually acceptable to contractor and the contractor officer’s technical representative (COR).
Response Time Response time is defined as the time allowed the Contractor after initial notification of a work requirement to be physically on the premises at the work site, with appropriate tools, equipment, and materials, ready to perform the work required.
Recyclables. Any plastic, paper, metal, or other materials that may be recycled locally free of charge at the local recycling centers, Coweeta Hydrologic Laboratory is responsible for removing these items from the premise.
Space A space is an area to receive custodial services which may or may not be considered a room by common definition. Examples of spaces are definable sections of hallways, stairwells, lobbies, offices, entrances, and deck areas.
Contractor Requirements
3.0 Technical Requirements / Tasks
The intention of this solicitation/resultant contract is to obtain janitorial services for the USDA Forest Service, Southern Research Station, Coweeta Hydrologic Laboratory, 3160 Coweeta Lab Road, Otto, North Carolina 28763. The contract will be awarded for a Service Base Period of 12 months with 4 option year periods. There are 4 buildings with approximately 17537 total square feet.
The Contractor shall provide all labor, cleaning supplies, supervision, tools, materials, equipment, and transportation necessary to provide custodial services in accordance with this specification. The site is located in the resort area of Macon County, North Carolina at 3160 Coweeta Lab Road Otto, North Carolina 28763.
Custodial service applies to all designated spaces including, but not limited to, office and administrative spaces/offices, halls, stairways, restrooms, work areas, entrance ways, lobbies, storage areas. Contractor is to furnish their own cleaning materials, machines, to perform a full range of janitorial services in the:
Conference Center/Main Office Building (7,092 gross square footage – GSF) Ecology Building (2,145 GSF) Data Processing Building/Hydrology Building (4,300 GSF) Analytical Lab Building (4,000 GSF)
In accordance with the requirements and specifications listed below. All work shall be accomplished outside normal working hours (7:30 a.m. – 4:00 p.m., Monday through Friday, except Holidays) on a mutually acceptable schedule to the Contractor and the COR.
The following requirements shall be performed in accordance with commercial cleaning standards. Services are broken down into weekly, quarterly, twice a year, and yearly. Acceptance will be based on the performance standards listed in section 4.0.
3.1 Weekly Tasks
The following tasks shall be completed weekly, throughout each of the buildings to ensure cleanness:
3.1.1 Empty, then re-line all waste containers every scheduled service. Clean/disinfect container as needed. (Recycle containers are not included) Leaving clean spare bags in bottom on container.
3.1.2 Replace and replenish all paper products and soap/disinfectant dispensers, each week
3.1.3 Vacuum, sweep, mop, and disinfect all floors and carpets which includes stairways every scheduled service
3.1.4 Clean and disinfect all toilets, urinals, patricians, clean mirrors, sinks, and bathroom fixtures. This includes the outside areas of the toilet or urinals in addition to the handle, seat, tank, and lid. This is a weekly service
3.1.5 Clean and disinfect all counters and work surfaces, inclusive of all items and areas that are routinely touched such as door handles, door plates, light switches, etc.
3.1.6 Kitchen areas: Clean disinfect/scour on all features including sink, microwave, coffee maker, toaster, counter tops, and refrigerator handles/doors.
3.1.7 Dust all horizontal surfaces of furniture and partitions in offices and lobby areas
3.1.8 Clean all glass interior office doors in all buildings and clean glass exterior in the Main Office doors and Analytical front exterior doors.
3.1.9 Remove cobwebs in offices and hallways (7’0 but not higher than 12’0)
3.1.10 Clean and disinfect all drinking fountains
3.1.11 Sweep outside doorway entrances at Main Office, removing cobwebs, trash, dirt, or any other objects
3.2 Quarterly Tasks
The following tasks shall be completed quarterly throughout each of the buildings, with exceptions at the Analytical Laboratory. This is to ensure cleanness is maintained
3.2.1 Clean interior windowpanes of dust or debris in all office buildings and in the front office and entry of the Analytical Laboratory is to be included in this quarterly task.
3.2.2 Clean baseboards in all office buildings and the front office, Main Office Lobby and entry of the Analytical Laboratory are to be included in this quarterly task.
3.3 Bi-yearly
The following tasks shall be completed twice yearly throughout the specific buildings indicated below. Pre planning and coordination with COR is essential.
3.3.1 Clean, Strip, Wax and buff all tile and laminate floors has required by their specific commercial floor type twice a year. These floors are in the Analytical Laboratory, Main Office Kitchen, Main Office Bathrooms, Main Office Entrances, Ecology Building, and the Hydrology Building
3.3.2 Deep clean/shampoo all rugs and carpeted walking areas using the specific commercial cleaning requirement for them.
3.4 Yearly
The following tasks shall be completed yearly throughout each of the buildings. Pre planning and coordination with COR is essential for this task.
3.4.1 Clean all interior and exterior windows yearly ridding them of debris, dust, streaks, or smudges. This includes Conference Center/Main Office Building; Ecology Building; Data Processing Building/Hydrology Building and the Analytical Lab Building

5.0 Government Furnished
The government will provide a closet for storage of supplies and equipment. The Contractor shall be responsible and accountable for taking adequate precautions to prevent fire hazards, odors, and vermin. The Contractor shall be held responsible. The contractor shall maintain this space in a neat and orderly condition. No trash or recycling will be stored in the closet. No flammable or explosive liquids will be stored in the building. The Government will not be responsible for damage or loss to the Contractor’s property while in storage on Government premises.
5.1 Supplies
The Government will supply all trash bags, sanitary bags, paper towels, toilet paper, seat liners, and soap for dispensers. The Contractor shall notify the COR when supplies are low and allow a four-week lead time for products to arrive.
5.2 Utilities
The Government will supply all utilities to support the assigned work area.
5.3 Trash
The Government will supply a Dumpster in a designated exterior location.
5.6 Keys and Building Access Codes
The Government will supply keys to access the buildings. The Government will also provide the keys to open the paper towel dispensers.
6.0 Contractor Furnished Property, Supplies and Information
The Contractor shall furnish all supplies, materials, equipment, and employee training necessary for the performance of work under this contract unless otherwise specified herein. The Contractor must meet OSHA Standards. Equipment shall be used and maintained in accordance with the manufacturers’ directions and meet all applicable OSHA standards. The Contractor shall furnish and keep on site all Material Safety Data Sheets (MSDS) for any materials used in the performance of this contract.
6.1 Supplies
The Contractor shall use environmentally friendly products. All chemicals will be those commercially available which meet Federal, State, and local codes. Preference shall be given to concentrated cleaning chemicals that are fully biodegradable, use ecologically sound packaging, are phosphate-free, noncorrosive, and non-flammable.
The Contractor will take every precaution to ensure that only safe products and approved environmentally safe products without fragrance are used. The Contractor shall wear all required Personal Protective Equipment (PPE) to ensure the safety of all employees. Information can be obtained from Federal, State, and local agencies concerning safe chemical cleaning materials. The Contractor shall not use any material which the COR and the designated site supervisor determines would be unsuitable for the purpose or harmful to the surfaces and environment to which applied and the clinic environment indoor and outside walls, doors, and window. Costs for correcting damage caused by misused materials will be borne by the Contractor.
6.1.1. Bio-Preferred
The Contractor must comply with Sections 9002 of the Farm Security and Rural Investment Act of 2002 to give preference to the purchase and use of biobased products. The Contractor shall also comply with the clause at FAR 52.223-2, Affirmative Procurement of Biobased Products Under Service and Construction Contracts. The Contractor shall also comply with the provision at FAR 52.223- 1, Biobased Product Certification. The Contractor shall utilize products and material made from biobased materials. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR).
The following table is an example of USDA designated categories of products that should be used in this contract and the minimum biobased content for a product to qualify for purchase. The table shows the minimum biobased content percentage for products within the category to qualify for purchasing under the federal procurement preference. See the complete list of categories designated by USDA.
Within thirty (30) days of contract award, the Contractor shall provide a complete list of biobased products that it intends to use or supply during performance of this contract, including products used or supplied by subcontractors. This list should include the product manufacturer and estimated quantities to be used

6.2 Equipment
The Contractor shall furnish all equipment needed for the performance of the work of this contract. All equipment must be properly guarded and meet all applicable OSHA standards. If a piece of equipment needs repair and is determined to be unsafe by the COR and the designated site supervisor, the Contractor shall immediately stop using the equipment. Repair or replacement of damaged equipment must be made within 72 hours.
6.3 Notification
The contractor shall notify the Government of any circumstances of needed repair to the facility or of any area that may affect performance of contract work, present hazardous, unsafe, or unhealthy conditions, or cause any delays or interference of work by employees of the contractor. In addition, the contractor shall notify the Government when the facility is under unsafe conditions such as flood or fire. Contractor will turn in lost and found articles to the COR and the designated site supervisor.
Contractor will notify the COR and the designated site supervisor if an unauthorized or suspicious person(s) is seen on the premises.
The Contractor shall not allow access to any person(s) to the building.
6.4 Key Personnel (AGAR 452.237-74)
6.4.1 The Contractor must designate a Project Manager (PM) as the single onsite Point of Contact (POC) for award management.
The PM must have the authority to make decisions for the Contractor and must be the single onsite Contractor representative responsible for all issues, concerns, or problems for this award instrument. The PM must readily respond to questions, concerns, and comments, and must proactively alert the Government to potential contractual issues. The PM must be at the field or site at all times when work is performed.
6.4.2 The Project Manager shall meet the following technical and experience requirement. The PM shall have at least 5 years working in the facility custodial and janitorial field and two years of project management role or team supervision. The PM conduct shall conduct in a respectful and cordial manner at all times.
6.4.3 The Project Manager must have field must possess the technical, professional, and interpersonal capability of performing the functions described in this PWS in a competent and professional manner. Additionally, this person must have full understanding and comprehension of the Performance Work Statement (PWS).
6.4.4 The contractor must inform in writing to the CO and COR any personnel change of the Project Manager or Contractor Authorized Representative positions.
6.4.5 Contractor shall provide a resume for the Contracting Officer for approval for the Project Manager at the Key Personnel deliverable.
6.4.6 In case of substitutions to the PM, the Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The award instrument will be modified to reflect any approved changes of key personnel.
6.5 Quality Control. The contractor shall maintain an approved Quality Control Plan. The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with the project requirements. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he/she assures himself that his work complies with the requirement of the contract.
The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract requirements. The Contractor shall maintain complete inspection records and make them available to the Government. All work shall be conducted under the general direction of the Contracting Officer and is subject to Government inspection and test at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.
6.6 Staffing
Contractor personnel shall consistently present a neat appearance and be easily recognized. Employees shall be fully attired and wear appropriate footwear (i.e., open-toed shoes are not permitted). The Contractor will notify the COR of any changes to Contractor personnel assigned to the Contract. Additionally, Contractor personnel will not allow anyone besides Coweeta staff and other Contractor personnel in the building.
The Contractor must train any new or temporary staff to adhere to the same level of quality of services, and completeness for this contract. All new or temporary staff names must be presented in writing to the COR prior to entering the facilities.
Continuity of personnel is critical to successful performance and keeping administration and/or oversight to a minimum. Personnel turnover shall not exceed more than one individual within any 12-month period.
7.0 Security Requirements
The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the close of each work period, the government facilities, equipment, and materials shall be secured in a manner designated by the government.
7.1 Key Control. The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.
7.1.1 Lost keys shall be reported to the COR and the CO. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the Contracting Officer, re-key or replace the affected lock or locks. In the event a master key is lost or duplicated, the contractor will be responsible for replacement of all locks and keys for that system/facility..
7.1.2 The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
7.2 Contractor Background Checks
Background checks are required to comply with Presidential Directive HSPD-12 that requires “for unescorted entry into a federal facility, the individual will have a background investigation on file.” Within ten calendar days of contract award or a new employee being selected for work on this contract, provide a complete list of the name, address, social security number, date of birth and work phone of each employee involved in the performance of this contract.
8.0 Safety
The Contractor shall put in place safety measures to reduce the risk of illness or injuries obtained in the performance of work. The Contractor shall wear all required Personal Protective Equipment (PPE) to ensure the safety of all employees. The Contractor shall instruct employees in appropriate measures as specified by applicable provisions of the Occupational Safety and Health Act, 1970, PL 91-596 (84 Stat 1590). The Contractor shall provide a copy of the Safety Data Sheet (SDS) for each of the products used to perform service to the CO and the COR within ten (10) days from the date of the award, to be approved by the CO. Once products are approved for use on site, the Contractor shall furnish a copy of the SDS at the location where products are stored. Within 10 days of the award and any changes thereafter.
8.1. Accidents
Should any accidents or injuries arise either to a person or property, the Contractor is to notify the COR or the designated site supervisor immediately via email and phone or within 24 hours from the occurrence.
8.2 Key Control
The Contractor will turn off all interior facility lights when finished servicing the area. Doors and windows shall be properly closed and locked.
9.0 Place of Performance
All work is to be performed at the USDA Forest Service, Southern Research Station, Coweeta Hydrologic Laboratory, 3160 Coweeta Lab Road, Otto, NC 28763.
10.0 Period of Performance
The anticipated period of performance shall be for one base year and four one-year option periods. The period of performance is as follows:
Base Year March 1, 2023- February 29, 2024 Option Year I March 1, 2024- February 28, 2025 Option Year II March 1, 2025- February 28, 2026 Option Year III March 1, 2026- February 28, 2027 Option Year IV March 1, 2027- February 29, 2028
11.0 Performance of Tasks and Federal Holidays
3.1 Weekly Tasks, 3.2 Quarterly Tasks, 3.3 Bi-Yearly Tasks, and 3.4 Yearly Tasks will be performed after normal working hours (7:30 AM – 4:00 PM EST), Monday thru Friday except of Federal Holiday, unless pre-arranged. Contractor is to pre-arrange their schedule with the Contracting Officers Representative (COR) following all the guidelines set forth in this Contract.
11.1 Work Schedule. The Contractor's initial work schedule shall indicate the hours of the day and the day of the week services will be performed. The schedule shall list the type of work to be performed and the areas to be worked. When scheduled services performed fall on a holiday, alternate dates shall be specified. The initial work schedule shall be submitted to the COR for approval within 5 days after award. Once approved, all work shall be performed in strict compliance with the work schedule to facilitate the Government's inspection of the work. Changes to the work schedule shall be submitted for the COR's approval at least three working days prior to performance. In preparing the work schedule, the Contractor shall comply with the following general requirements:

Clean, Strip, Wax and Buff all tile and laminate floors has required by their specific commercial floor type twice a year. Floors are in the Analytical Laboratory, Main Office Kitchen, Main Office Bathrooms, Main Office Entrances, Ecology Building, and the Hydrology Building 3.3.1
Floors should maintain with a clean appearance and where applicable have a high sheen appearance. Floors should be free of dust, dirt, stain wax build up, leaving no visible dirt or streaks. The Analytical area dust must be maintained to very low level.
