About this file
This is a Questions and Answers document for a federal contract opportunity involving grounds maintenance services for a USDA property.
The solicitation requires lawn mowing, spring cleanup, and fall cleanup services. Pricing must be submitted as seasonal prices on separate CLINs for mowing, spring clean-up, and fall clean-up services, with all costs included in the base price as shown in the Schedule of Items. The contractor must maintain grass height not exceeding 4 inches at any time, cut to approximately 1.5–2 inches after mowing, and perform mowing typically weekly during peak growing season (May–September) with reduced frequency during dry or dormant periods. Site inspection is required at least weekly to assess needs. For spring and fall cleanups, contractors must include up to 8 hours of labor and equipment costs in the base price. Off-site disposal of accumulated leaves, branches, sticks, and debris is the contractor's full responsibility, though grass clippings may remain on turf during mowing season with hard surfaces cleared via blowing or sweeping. The contractor must carry general liability insurance of at least $1,000,000 per occurrence naming the United States as an additional insured, with proof of insurance required prior to award. Subcontractors are permitted but the prime contractor remains fully responsible to the government for all work performance and regulatory compliance. There are no bonding requirements, no mandatory site visit (though optional visits can be arranged with Adam Myers at 218-246-3458 x 458), and no incumbent contractor. The property contains trees requiring operation care and ditches that may hold water after rainstorms but is otherwise level and easy to mow. No service logs, photos, or reports are required after each service, only periodic inspections. Questions and quotes should be submitted to Debra Derickson at Debra.Derickson@usda.gov.

VENDOR B QUESTIONS AND CO RESPONSE
1. Is a site visit required, or is it optional? If optional, may we schedule a time to visit the property before submitting our quote?
Site visit is not required you may contact Adam Myers adam.myers@usda.gov to arrange a site visit. Phone 218-246-3458 x 458
2. Is there an incumbent contractor currently performing this work? If so, is the prior contract amount available?
There is no incumbent.
3. Should pricing be submitted as a monthly price, seasonal price, per-service price, or by separate CLINs for mowing, spring clean-up, and fall clean-up?
Prices should be submitted as requested on the Schedule of Items reflecting seasonal prices on separate CLINS for mowing, spring clean-up and fall clean-up.
4. During the peak growing season, should the contractor plan to mow weekly automatically, or only when the grass approaches the 4-inch height limit?
Per the Statement of work :
• Maintain grass height so that it does not exceed 4 inches at any time. After mowing, grass shall be cut to a uniform height of approximately 1.5–2 inches.
• Perform mowing and trimming as frequently as necessary to meet these standards, typically weekly during the peak growing season (May–September) and reduced during dry or dormant periods when growth is minimal.
• Inspect the site at least weekly to assess needs and prevent grass from appearing overgrown, uneven, or unkempt.
5. For routine mowing, does the Government require advance notice before each visit, or is a regular schedule acceptable once coordinated with the COR?
This will be determined by the COR and will be discussed with the contractor at the pre-work meeting.
6. Are service logs, photos, or written completion reports required after each mowing or clean-up service?
No, only the periodic inspections. It will be readily apparent (or should be) when mowing has occurred. We have no requirement for logs, photos, or reports but would accept them.
mailto:adam.myers@usda.gov
7. For the spring and fall clean-ups, should bidders include up to 8 hours of labor and equipment in the base price, or will clean-up services be requested and approved separately by the COR?
Include all costs in the base price as requested in the Schedule of Items.
8. Is off-site disposal of leaves, branches, litter, and debris the full responsibility of the contractor?
- Yes this is the full responsibility of the contractor. Disposal should be off-site when applicable. Specifically accumulated sticks, branches, leaves, and other detritus. Grass clippings during the mowing season may stay on the turf. The Forest asks that just ask that hard surfaces are cleared or clippings (via blowing or sweeping).
- Contractor should include all associated costs in their pricing.
9. Are subcontractors allowed for this requirement? If so, are there any specific subcontractor insurance or approval requirements?
Yes subcontractors are permitted however the government does not have direct contact with the subcontractor.
The prime contractor is ultimately responsible to the government for completing all work and fulfilling the contract. Because the government does not have a direct contract with the subcontractor, the prime contractor must manage the project and ensure the subcontractor complies with all performance and regulatory standards.
Prime contractor must present proof of insurance.
10. The SOW states that the contractor must carry general liability insurance of at least $1,000,000 per occurrence and name the United States as an additional insured. Will proof of insurance be required at quote submission or only after award?
Prior to award.
11. Are there any specific days or times when mowing should not be performed due to staff operations, visitors, or safety concerns?
No, there should be no issues with operating inside or outside of normal operating hours, we have very few visitors to the office.
12. Are there any known areas of the property that require special care, such as drainage issues, soft ground, landscaping, trees, native vegetation, or areas that are difficult to access?
There are a number of trees on the compound to operate around and some ditches that can hold water and be saturated after rainstorms. Otherwise, all level and easy to mow turf.
