Summary: Vendor A Questions/Government Response

This document is a Question and Answer (Q&A) addendum to a federal solicitation for grounds maintenance services. Vendor A submitted eight questions regarding the Statement of Work (SOW), and the Government provided clarifications on key contract terms and requirements.

The contract involves ongoing grounds maintenance for a 3-acre compound, including approximately 25 mowing sessions per year (not a hard cap, subject to bilateral modification based on funding availability and seasonal need), spring and fall seasonal cleanups (estimated at up to 8 hours of labor and equipment per event), and debris management. Contractors must include all off-site disposal costs for accumulated sticks, branches, and leaves in fixed pricing for identified Contract Line Item Numbers (CLINs 0001, 0003, etc.), while grass clippings may remain on turf during mowing season. Hard surfaces must be cleared via blowing or sweeping. Seasonal cleanup pricing should be quoted as a flat rate for completing the full scope of work; no proration applies if work is completed in fewer than 8 hours, and the Contractor receives full payment upon satisfactory completion. Quality assurance deficiencies must be corrected within 48 business hours (2 business days) of notification. Equipment restrictions emphasize low-impact practices to prevent erosion—such as avoiding wet/saturated soils and using tracked or low-PSI equipment where possible—with no specific weight or ground-pressure limits beyond these general guidelines. The Government confirmed there is no incumbent contract, no previous scope of work, and no post-award submittals required.

VENDOR A QUESTIONS/CO RESPONSE

1. Debris Disposal Requirements: The SOW states that debris shall not be burned on-site. Can the Government confirm if a designated on-site disposal area (e.g., a compost or brush pile) is available for grass clippings and cleanup debris, or must the Contractor haul all materials off-site? If off-site disposal is required, should the Contractor include all associated tipping and disposal fees within the fixed CLIN pricing for items 0001, 0003, etc.?

- Disposal should be off-site when applicable. Specifically accumulated sticks, branches, leaves, and other detritus. Grass clippings during the mowing season may stay on the turf. We just ask that hard surfaces are cleared or clippings (via blowing or sweeping).

- Contractor should include all associated costs in their pricing.

2. Mowing Quantity and Adjustments: The Schedule of Items (Attachment B) identifies an estimated quantity of 25 mowing sessions per year. Is this quantity a hard cap for the period of performance, or will the Government issue a bilateral modification for additional sessions if the growing season requires more than 25 visits?

- It is not a hard cap, but an estimation.

- It would be at the Governments discretion to issue a bilateral modification for additional sessions and would be determined at the time based on the need and availability of funding.

3. Correction Timeline: The Quality Assurance section requires deficiencies to be corrected within 48 hours of notification. Could the Government clarify if this refers to 48 calendar hours or 48 business hours?

- 48 business hours (2 business days)

4. Seasonal Cleanup Duration: The SOW defines Spring and Fall cleanups as "up to one full workday (8 hours) of labor and equipment". For pricing purposes, is the Contractor expected to bid a flat rate for the completion of the cleanup task regardless of actual hours used, or will payment be prorated if the task is completed in less than 8 hours?

- The quote should be based on completing the full scope of work described, which estimates “up to one full workday (8 hours) of labor and equipment,” No proration for less time, if work is completed satisfactorily and only take a couple of hours, the full price would still be paid.

5. Equipment Site Restrictions: The SOW identifies 4x4 trucks and skid steers as potential equipment for cleanups while also requiring the use of "low-impact practices to prevent erosion". Are there specific weight or ground-pressure restrictions for equipment, or any areas on the 3-acre compound where heavy equipment is strictly prohibited?

- There are no strict weight/ground-pressure limits other than to use “low-impact practices to prevent erosion” (e.g., avoid operating on wet/saturated soils, use tracked or low-PSI equipment where possible). There should be plenty of drivable surfaces on the compound to have easy access to a truck bed or trailer.

6. If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract?

- There is no incumbent.

7. Are there any changes in the previous scope to new one?

There was no previous scope of work as there was no contract last year.

8. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?

NO
