About this file
This is a Vendor Questions and Answers (Q&A) document for a federal roof inspection contract opportunity located at 1 Gifford Pinchot Drive, Madison, Wisconsin 53726. The solicitation requires roof inspection services across eight buildings (Buildings 1, 4, 15, 29, 33, 34, 46, and 50) with one inspection required in the base year and two inspections in each option year. Personnel performing inspections must hold either an IIBEC Registered Roof Observer (RRO) or IIBEC Registered Roof Consultant (RRC) credential; InterNACHI CPI and equivalent certifications are also acceptable. A mandatory site visit is required on September 9, 2026 at 9:00 AM, with attendance in the lobby; subcontractors may represent prime contractors at the visit and should list both their company name and the prime contractor's name on the attendance sheet. Site visit attendees will receive email confirmation after the visit and will be recorded on an attendance sheet that will not be distributed.
Building access varies by location: Buildings 1, 33, and 34 feature interior access via doors and hatches; Buildings 29 and 50 are accessible via interior hatches; Buildings 4, 15, and 46 require extension ladders from ground level; and Building 1 additionally requires a 12-foot extension ladder for northwest and Shipping & Handling office roof access. Photographs, measurements, and written field notes are permitted during site visits. Aerial and drone thermal imaging is acceptable at the facility. No advance registration or check-in instructions are required. The government will provide email confirmation of site visit attendance but will not distribute the attendance sheet; however, attendance at the September 9 site visit satisfies the mandatory requirement and allows bid submission with no change to the bid due date.
