About this file

This is a Questions and Answers document for Solicitation 12444526Q0021 addressing clarifications on vault toilet pumping services for the Superior National Forest. The document clarifies that this is not a brand-new contract, with previous contracts numbered 12444625P0025 and 12444625P0026. Historical service data indicates approximately 13-18 toilet pumpings annually per side of the Forest, totaling 25-35 pumpings across the entire Forest annually. Vault pumping services are performed on a call-when-needed basis with a required response time of within 2 weeks of notification.

The contractor must provide all labor, management, supervision, transportation, materials, equipment, and supplies necessary for service delivery. Access to vault locations is generally available via standard pump trucks, with the government ensuring gate access and providing key copies for locked vaults. No water will be provided at most sites, requiring contractors to account for this in their pricing and operational plans. The questions and answers were posted on April 30, 2026, at 0800 hours, and services are required at multiple locations throughout the Superior National Forest in Minnesota, including areas near Aurora, Cook, Crane Lake, Ely, Grand Marais, and along the Gunflint Trail.

Solicitation 12444526Q0021 Questions & Answers.

Q1: Is this a brand-new contract OR if there is (was an incumbent performing these services. If not brand new, could you please provide the current/previous contract number and what the total contract value was?

A: The previous contracts were 12444625P0025 & 12444625P0026.

Q2: Can the Government provide historical pumping quantities, estimated annual pump counts, or prior service frequency data by zone, line item, or location to assist offerors in developing more accurate pricing?

A: Each site is different, but each side of the Forest generally pumps about 13-18 toilets annually for a total of 25-35 across the Forest annually.

Q3: The SOW notes that vault pumping will be performed on a call-when-needed basis within a “reasonably expected timeframe”. Can the Government clarify the expected response time or service window after notification for routine and/or urgent service requests?

A: Within 2 weeks of notification.

Q3: Are there any known access restrictions, locked gates, seasonal roads limitations, or sites that may not be accessible by a standard pump truck that offerors should account for when developing pricing and staffing plans?

A: In very few cases are there any gates and we would make sure that all of those gates are open or there is a process in place for standard pump trucks to access the vaults. Many of the vaults have a key lock on them, but we would provide a copy of that key to the selected contractor. I believe the keys used across the Forest are the same but there may be a few that are different. We would sort all of that out up contract award.

Q4: Will water be provided by the government?

A: No water is available at most sites and will not be provided.
